Bethel BIA Soil Remediation

Questions and Answers

1. Is the work listed in this SOW limited to the geographic boundaries of the 27-acre tract as presented in Attachment 12 to the SOW?

Answer: The diesel fuel contamination is contained in the area of the 27 acres. The area where the 4,000 cubic yards will be removed is around and under BIA HQ Building 413. Attachment 12

– BGES Known Areas of Contamination.kml describes areas.

2. Can we assume that the GAP analysis is the Conclusions section of the BGES report?

Answer: Yes, this is correct.

3. Does the seasonal drainage to the northwest and in the vicinity of the former wastewater line draining to the southwest (as stated in the BGES report) require delineation as part of this SOW?

Answer: No, this work will be addressed under a different contract.

4. How is Task 1, B different from Task 3, 2?

Answer: You are correct Task 1B and Task 3-2 are the same.

5. Will the 1998 ROD removal and disposal alternatives apply as well as site specific cleanup levels?

Answer: Yes, I have contacted ADEC and they stated they would apply these levels to this site.

6. Because no work, including Task 1 delineation work, can be started until the current foundation is removed, will the project start date and POP be adjusted accordingly?

Answer: Yes, the goal is to have the slab removed and then start this project. The current schedule has the slab being removed by July 15th, 2024. So, I would estimate the start date of July 30th, 2024. The POP is going to be change to 5 years to allow the landfarming option as a solution.

7. Is there an expected completion date for the foundation removal/turnover of the site back to USFWS by the current contractor?

Answer: The current schedule has the slab being removed by July 15th, 2024.

8. There is known friable asbestos in the soil under the foundation of building 413, will this soil be removed from the site prior to the start of this project?

Answer: Yes, this is part of the current project.

9. Each site report discuses permafrost and groundwater occurring at differing depths. For excavation work, will groundwater be the expected maximum depth of excavation, or will the work need to proceed to the bottom of contamination and thus possibly necessitating excavation dewatering?

Answer: Excavation will be to bottom of contamination per ADEC levels for this site. The contractor shall plan on hitting ground water and develop a work plan that addresses ground water and potential ground water above ADEC levels for discharge. The contractor will need to work with ADEC if an Excavation Dewatering Permit is required.

10. Period of performance is 178 workdays; POP end date is 9.2024. Need clarification on when the 178 days will start.

Answer: The period of performance will be from changed up to 5 years to allow for a contractor to use landfarming as a method of treatment.

11. Section M.2.0 Evaluation Factors: Factor 2- Technical Capabilities and Ability to Deliver, Item a.

requests the resume of a Civil Engineer. A civil engineer isn’t a regulatory requirement so does the government require the civil engineer to be a licensed Professional Engineer in Alaska? In addition, does this PE need to be an employee of the contractor or can they be a consultant to the contractor. Finally, does the Civil Engineer need to be on site the entire time of the project?

Answer: This requirement will be removed.

12. The bid documents included an attachment for “Landfarming Sites in Alaska,” is it the intent of the government to provide an area and additional time for landfarming?

Answer: There is an area north of the building that can be used for landfarming. The period of performance was extended to 5 years to allow a company to bid this method.

13. Will the government require characterization of the site for PFAS/PFOS as part of the characterization phase?

Answer: This was not listed on the original request, however due to the fire that occurred on-site and it previously being a military base. A screening for PFAS/PFOS is requested.

14. When evaluating proposal responses will subcontractor and consultant partners be considered during the evaluation process?

Answer: Yes, the whole package from the subcontractor and consultant will be evaluated as one package.

15. Can we get a list of the site visit attendees?

Answer: See below

16. Can you confirm that the site visit was not mandatory?

Answer: Site visit was not mandatory

17. Is there a detailed SOW that we can use to accurately prepare a response?

Answer: The SOW was provided in the solicitation as attachment 01-SOW Bethel BIA Site Remediation

18. Does the contract allow for use of the entire site (~27 acres), for equipment staging, etc…?

Answer: Yes, the contractor can use the entire site, but part of the site has a CAP over a sewage lagoon that cannot be damaged. The contractor will work with Project Leader and COR to discuss locations that need to be used and/or cleared.

19. Will the concrete slab be removed before soil excavation starts?

Answer: Yes, the current schedule has the slab being removed by July 15th, 2024

20. The address listed on SF 1442 is in Virginia. Please confirm the time zone for the due date and time is AK Standard Time (AKST).

Answer: All times in the proposal are based on local Alaska Time.

21. Per FAR 15.305 (a)(2)(iii), will the Government allow projects that are recent and relevant to come from an offeror’s sister subsidiary, its major subcontractor.

Answer: Yes.

22. At the site visit, a new fence surrounded the work site. Will this satisfy the bid requirement for site security?

Answer: I cannot guarantee that the fence will be present after the end of the demolition project. A request to leave the fence will be sent. Parts may need to be taken down to do demo work. Site security can be by a fence or by having staff on-site to monitor the site.

23. Please confirm a bid bond is necessary, the correct form to use and add to the bidder checklist?

Answer: Bid bond is required. Bidders may use a form of their choice.

24. Under Factor 2- Technical Capabilities and Ability to Deliver, please remove the reference to Structural Engineer and Civil Engineer.

Answer: This will be removed from Factor 2.

25. Under Factor 2- Technical Capabilities and Ability to Deliver, please provide the acceptability standards for the non-cost factors.

Answer: The contractor has done projects in similar size and successful completion of project.

The contractor shall discuss method of to remediate the site. If they select landfarming, how the landfarming site will be managed (e.g. turning of soil frequency, testing of soil).

26. Will cover pages, table of contents, and glossary of abbreviations and acronyms be included or excluded in the page count limitations for Factors 1 & 2?

Answer: No, these pages will not be counted against the page count limitations for Factor 1 & 2.

27. Task 3 of the RFP requires the Contractor to sample for contaminants (PCBs and DDT) in addition to the fuel contamination. Please confirm that if contamination other than fuel contamination is found, removal or treatment of the soil contaminated with other contaminants will be handled as a Changed Condition.

Answer: Previous reports had documented limited PCB contamination in ash next to the foundation of the building. Limited DTT was found also around the foundation of the building.

The contractor shall provide a cost per cubic yard for soil to be removed if it is found during the sampling as part of the bid. This can be an add alternate if needed to address this material.

28. Section L, Proposal Instructions (reference L.1.1 and L.2.0), does not include a request for technical capabilities or past performance information; however, Section M, Evaluation Factors for Award (reference M.1.3 and M.2.0) includes Recent Relevant Experience and Technical Capabilities and Ability to Deliver as factors for evaluation. Please clarify if these factors are required and, if so, what the requirements are.

Answer: Yes, these factors are required. The contractor shall provide information that the contractor/sub-contractor package shows that they have relevant experience and technical capabilities to conduct the proposed method to remediate the site. Information shall be provided that show they have successfully remediated a project similar to the scope of work.

The contractor shall provide any unique or new technology used to complete the project.

29. The solicitation references FAR 52.228-1 regarding Bid Guarantee. There is no bid guarantee percentage for the bid bond only that one is required. Can you let us know what the bid bond percentage should be. The solicitation also notes a bid bond form that is not provided in the document or attachments.

Answer: FAR Clause 52.228-1 is added to the solicitation.

52.228-1 – BID GUARANTEE (SEPT 1996)

(a) Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid.

(b) The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier's check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States. The Contracting Officer will return bid guarantees, other than bid bonds –

(1) To unsuccessful bidders as soon as practicable after the opening of bids, and (2) To the successful bidder upon execution of contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the bid as accepted.

(c) The amount of the bid guarantee shall be 20% of the bid price or $1,000,000.00, whichever is less.

(d) If the successful bidder, upon acceptance of its bid by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the bidder, the Contracting Officer may terminate the contract for default.

(e) In the event the contract is terminated for default, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference.

(End of Clause)

30. No reference to Liquidated Damages – will there be an amount established for this project?

Answer: There are no liquidated damages assigned to this contract.
