About this file
This is a Question and Answers document for solicitation 140FC226R0012, a roof repair project at Ottawa National Wildlife Refuge located at 12215 Veler Road, Martin, Ohio 43445. The project involves roof replacement for Housing Unit 002, with an estimated roof area of approximately 3,800 square feet. The contractor must confirm the government's square footage estimate and submit a competitive lump sum bid for the roofing work, along with a separate per-4'x8'-sheet line item for additional roof decking replacement not included in the base bid. The government does not have an estimate of decking quantities requiring replacement; additional decking costs discovered during project execution will be addressed through contract modification. The existing gutters and downspouts must be reinstalled if removed during work. The contractor is responsible for protecting landscaping, removing all roofing materials, cleaning debris, performing magnetic sweeps for nails, and establishing safety measures. No hazardous materials, asbestos, or lead-based materials were identified during pre-project inspection, and no permitting is required.
Contractors may visit the site to obtain pictures, measurements, and bidding information. The housing unit is occupied, requiring reasonable daily start and end times for roofing operations. No wildlife protection windows or seasonal limitations apply. The government will request a pricing breakdown post-submission showing material costs as lump sum and separate per-sheet decking line items. Award is based on the submitted lump sum and per-4'x8'-decking bids. The period of performance may be extended after award if the contractor demonstrates material lead time delays in writing; equipment delays are not grounds for extension. One individual may serve as Superintendent, Site Safety and Health Officer, and Quality Control Manager. The existing roofing system, original to the housing unit purchased in 2008, carries no warranty and is estimated to be over 20 years old. The project is tax-exempt, and third-party inspections and permitting are not required. Certificate of Insurance is mandatory prior to work commencement.

Ottawa National Wildlife Refuge 140FC226R0012 - Z--Roof Repair OH Project Address: 12215 Veler Road Martin, OH 43445
Question & Answers
1. The physical address of the Housing Unit 2 is 12215 Veler Road, Martin, OH 43445.
2. The Scope of Work identifies the project location as Housing Unit 002 at 12215 Veler Road and references an estimated roof area of approximately 3,800 square feet. The square footage is an estimate.
Contractors will be required to confirm the square footage estimate provided by the government and their bid should reflect their confirmed square footage. No other details will be provided. Contractors are encouraged to visit the housing unit to get pictures, sizes, areas, and other bid information.
3. The Scope of Work requires inspection of the roof decking and replacement of decking as needed. Is roof deck replacement to be included within the base bid, and if so, does the Government have an estimated quantity or anticipated extent of decking replacement for bidding purposes?
The government does not have an estimate of the quantity of decking that will need to be replaced. The contractor must provide a bid that is a competitive lump sum for the roofing project and a separate per 4’x8’ sheet line item for additional decking that is not included in the lump sum. The contract will be modified to include additional decking costs found during the project.
4. Are there any known asbestos-containing materials, lead-based materials, or other hazardous materials associated with the existing roofing system or structure that may impact demolition and disposal requirements?
No, the government is not aware of any hazardous materials associated with the existing roofing system. The housing unit was inspected for asbestos and lead prior to the project, and none were found for abatement.
5. Are there any refuge access restrictions, wildlife protection windows, seasonal limitations, or other operational constraints that could impact roofing operations during the period of performance?
There are no wildlife protection windows or seasonal limitations. The housing unit is occupied so roofing operations will need to have reasonable daily start and end times.
6. Doe the existing gutters and downspouts need to be reinstalled or replaced as part of the project?
The housing unit’s existing gutters and downspouts are to be reinstalled as part of the project, if they are removed by the contractor during the project.
7. Will the government be asking for a breakdown of pricing after bids are submitted?
We will be asking for a breakdown of pricing.
This breakdown will show material pricing as a lump sum cost to complete the project. A separate line item per 4’x8’ decking material will be provided. The contract will be modified and additional funds added to cover the unknown decking replacement. The award will be based on the lump sum and per 4’x8’ decking bids provided.
8. Will the Service allow project delays resulting for material shipping in the event the contract must be modified?
The Team will be prepared to allow for shipping delays if a modification is needed for additional items. The contractor will need to clearly show evidence of this delay in writing.
This allowance is for modifications only. Proposals must factor in any known or anticipated delays and potential alternate suppliers. If bidders estimate longer than a sixty day period of performance based on shipping delays, they should indicate this flexibility within their proposal.
9. Can one person "triple hat" as Superintendent, SSHO and QC Manager?
Yes
10. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?
Yes, the period of performance can be extended after the award if the award recipient clearly demonstrates in writing that there is a delay in material lead times. No extensions will be given for equipment delays since the contractor should be able to secure the equipment to perform the work within the performance period.
11. Please provide the site visit attendee sign in sheet from June 30, 2026 at 9:30am ET.
N/A
12. Please confirm the manufacturer of the existing roofing system and who carries the current warranty of the roofing system.
There is not an existing warranty for the existing roofing system. The existing roofing system is original to the house. The Service purchased housing unit 2 in 2008. The age of the roof is unknown but is likely more than 20 years old.
13. Is this project tax exempt?
Yes. Please work with the Contracting Officer after the award.
14. When do you anticipate on site work starting?
This will depend on lead times and contractor schedules, but the project would benefit from replacing the roof as soon as possible. At a minimum, Certificate of Insurance is required prior to start of work.
15. Are third party inspections required?
No.
16. Is permitting required?
No.
17. Site preparations?
Contractor must protect landscaping, remove all removed roofing materials and thoroughly clean up all debris around the house resulting from the project scope of work, run a magnetic sweep to pick up nails, and set up safety measures to ensure a safe working environment for all.
