About this file

This is an Environmental Survey Report for a pre-demolition asbestos assessment of the Montezuma National Wildlife Refuge Visitor Center building located in Seneca Falls, New York.

The survey, conducted on November 11, 2021, by Converse Laboratories Inc. (with project environmentalists David J. Converse, CIEC, and Thomas L. Hodge Jr., both Certified Asbestos Inspectors), identified the structure as a 2,252 square foot single-story wood-framed building with a concrete pad built in the 1980s. The building contains painted sheetrock and paneling over sheetrock, drop ceilings with fiber blocks, VCT flooring over plywood, carpeting, fiberglass insulation, brown asphalt shingles, and vinyl siding. Eight suspect materials were sampled and analyzed by AmeriSci Laboratory. Laboratory results confirmed the presence of approximately 2,250 square feet of non-friable asbestos-containing material (ACM) in the black floor bottom layer mastic in the original structure, with one sample showing 1.5% positive asbestos content. All other sampled materials tested negative for asbestos. The report concludes that all work in the removal of ACM must be performed by a licensed professional in compliance with 12NYCRR Part 56 regulations. Laboratory certifications include New York State Department of Labor Asbestos Handling License and NYSDOH ELAP certification. No other suspect environmentally hazardous or asbestos-containing materials were identified in the structure.
