About this file
This file is a Questions and Answers document for federal contract solicitation 140FC226Q0025 issued May 8, 2026, regarding painting services for the Middle Island Shop Building.
The project scope includes exterior painting of wood siding (possibly cypress), fascia boards, and trim around doors and windows in Sandstorm Tan #375 or similar color. The scope explicitly excludes painting of doors (man and overhead garage doors), window frames, and other non-primary color components. Interior painting of a lean-to structure measuring 17.5 feet wide by 8 feet tall by 100 feet long is also required, with approximately 2,900 square feet including ceiling and structural members. Exterior siding condition is generally good with only minor repairs anticipated (possibly one board replacement needed at corners and trim). All exterior surfaces require priming after power-washing and scraping, as the existing water-based coating has soaked into the wood. Approved paint manufacturers include Valspar, Behr, or equivalent quality products, subject to Contracting Officer Representative approval. Davis-Bacon wage rates apply to this project. Water access is available via a hydrant next to the building (pump activation requires coordination with Point of Contact), and 110V electrical outlets are available on-site. No bonding requirements are specified. The document includes attached photographs showing current building conditions and weathered exterior wood siding.
