About this file
Statement of Work Summary
This is a Statement of Work issued by the U.S. Fish and Wildlife Service for the Port Louisa National Wildlife Refuge Louisa Boat Ramp Repair Project (Asset Number: 10013817, Work Order Number: F2026758353). The project period of performance runs from April 13, 2026, through October 2, 2026, with a note that Mississippi River levels may necessitate an extension. The contractor must repair a damaged and degraded public boat ramp accessing the Mississippi River, where concrete degradation is accelerating and creating a property hazard that currently requires weekly monitoring by refuge staff.
The scope of work includes demolition and removal of an approximately 8' x 28' damaged concrete and rebar section from the existing boat ramp slab, preparation of bedding using backhoe/excavator equipment, fabrication of forms with new rebar spanning, and pouring of a new 6-inch-deep concrete slab with 4,000 psi or greater strength with embedded traction bars. All materials, equipment, and labor are the contractor's responsibility. Work must be coordinated with refuge staff for optimal river conditions, with the ideal work window identified as July 15, 2026, through October 2, 2026. The contractor must provide one week advance notice to refuge staff prior to starting work, clean equipment before and after site entry to prevent invasive species spread, minimize disturbances to refuge facilities, and secure all equipment and materials on-site. Key dates include a mandatory site visit on March 11, 2026, at 9:00 AM CST (contact Nathan Barnett at Nathan_barnett@fws.gov or 636-474-9749 within 24 hours), questions deadline of March 12, 2026, and quotes due March 27, 2026, at 3:00 PM EST to Bill Koski at william_koski@fws.gov.

Statement of Work
Port Louisa NWR Louisa Boat Ramp Repair Project
Asset Number: 10013817
Work Order Number: F2026758353 (Rehabilitate Port Louisa Boat Launch)
Period of Performance: April 13, 2026 – October 2, 2026.
Overview and Site Condition:
Seeking contractors to repair a damaged and degraded public boat ramp to the Mississippi River from the
Louisa Division of the refuge. With river levels low, refuge staff have determined that previously-identified concrete degradation of a section of the ramp is accelerating and presents a property hazard to users of the river that must be monitored by refuge staff on a weekly basis to ensure its continued use. In 2024, exposed rebar was visible but now far more rebar is exposed, and crumbling concrete is being lost to the river.
Please Note: Mississippi River levels may cause construction delays requiring an extension to the period of performance.

New slab of 8’ x 28’ x 6”
Using a backhoe/excavator, prepare the bedding for the new concrete section.
Fabricate a form for the new concrete and span the area with new rebar.
Pour new concrete and imbed traction bars to the surface.
Concrete will be 6 inches in depth and using high strength 4,000 psi or greater
Materials, equipment, and labor are included in work requirements.
Coordinate with refuge staff to plan work for a time of optimal river conditions. Work needs to be performed during a period of low river depth. Ideal time for work is of 7/15/2026 to 10/2/2026. To be determined between contractor and Refuge Staff.
Contractor Responsibilities:
Prior to starting work on site, the contractor must inform refuge staff listed below at least 1 week in advance so the public can be informed of the upcoming work and ramp closure.
Request work be completed as soon as feasibly possible to avoid potential river level fluctuations that may hamper or delay work.
Equipment must be cleaned pre and post entry of the site to avoid the spread of invasive species
Work will be conducted in a manner that will minimize rutting and other disturbances to refuge facilities and infrastructure.
Equipment and materials left on-site must be secured and is the sole responsibility of the contractor. A gated area within the division will be identified prior to the commencement of work.
