About this file

This is a consolidated Questions and Answers document for the Edwin B. Forsythe National Wildlife Refuge (NWR) Reroof Bunkhouse Building Project, dated March 10, 2026. The document addresses contractor inquiries regarding the roofing replacement project for a seasonal staff housing bunkhouse located approximately 0.36 miles west of the Forsythe Visitor Center at 729 East Lily Lake Road. Key project requirements include the removal and disposal of 22 existing solar panels (approximately 25 square feet each) to be placed near the house for future government use, installation of ice and water shield at eaves, rakes, and penetrations, and synthetic deck protection barrier across the entire roof deck. The roof deck must be cleaned, dried, and free of protruding nails prior to underlayment installation. Existing gutters and downspouts are to be removed and reinstalled by the contractor. A metal stove pipe that no longer serves a function must be removed and the sheathing replaced or sufficiently patched to ensure structural soundness and waterproofing. Plywood holes from solar panel bracket removal shall be patched using wood filler for small holes, epoxy for larger gaps, or sawdust and wood glue mixture, with overfilled holes sanded flush upon drying.

Specification requirements include GAF Timberline HDZ Shingles or approved equal in Barkwood color for roofing materials. The project is subject to prevailing wage requirements. The document confirms that existing plywood substrate is assumed to be present beneath current shingles, though insulation between plywood sheathing and tongue-and-groove ceiling is unknown. Water service is available at the building. The contractor bears responsibility for gutter and downspout removal and reinstallation as detailed in the Statement of Work. No replacement of existing plywood with holes is required if patching is performed adequately before the roof membrane layer installation.

E.B. Forsythe NWR - Reroof Bunkhouse Building Project List of questions and answers as of March 10, 2026 Questions on February 26, 2026

1. According to this Google Maps aerial view attached, can you please indicate the location of the project?

Answer:

The location of the project is not on the Google Earth image that was shared above. The bunkhouse needing a new roof is about 0.36 miles west of the Forsythe Visitor Center shown on that Google image. The bunkhouse is shown on this Google image, labeled as 729 East Lily Lake Road, as shown on the picture below:

2. What is the KW of the solar system?

Answer:

We do not know the KW of the solar system. The electrical connections for the solar panels have been disconnected. The contractor shall remove the panels and associated hardware from the roof and they will not be reinstalled. There are 22 solar panels on the roof. Estimating that the solar panels cover approximately 25% of the total roof surface, then each solar panel is approximately 25 square feet in size.

3. Can you please confirm whether this is intended to be a full-coverage secondary waterproofing barrier (ice & water shield at eaves/rakes/penetrations and synthetic deck protection across the remaining deck), or if a different system is required?

Answer: Install Ice and Water shield at eaves/rakes, and install synthetic deck protection barrier on all the remaining roof deck surfaces as specified in the statement of work.

4. Can you clarify the section that speaks before putting on the underlayment and shingles, a new membrane will be installed on the roof deck?

Answer: Before installation of new shingles and underlayment, the existing roof deck shall be clean and dry and free from all protruding nails. The underlayment is the new membrane layer which shall be installed over the entire roof deck.

Site visit questions and answers

What to do with solar panels?

Answer: Remove the existing solar panels and rails. They shall not be reinstalled. Place these items near the house for future Government use.

Is this project prevailing wage or if it’s under a certain threshold will open shop rates be used?

Answer: this is a prevailing wage project.

Is there a thick insulating underlayment under the shingles? Will we want a thick 1-2” pad put under the shingles?

Answer: This is not known, and a 1-2” pad is not required.

Is there plywood under the shingles?

Answer: It is assumed that plywood or a wood substrate is under the shingles.

Is there insulation between the plywood sheathing and the tongue and groove ceiling?

Answer: unknown

Is there water turned on at the building?

Answer: Yes.

What is the building used for?

Answer: For seasonal staff housing.

Gutter guards and gutters, are they under warranty? Will we have installer remove them? Do they go under the drip edges?

Answer: Contractor will be responsible for this as indicated in the statement of work.

The removal and reinstallation of the existing gutters and downspouts shall be done during the replacement of the roofing materials.

Is the building for sale?

Answer: No.

Item discussed during the site visit:

The existing metal stove pipe sticking through the roof must be removed as there is no longer a wood stove in the building. The contractor must replace the sheathing in that area or sufficiently patch the hole in the roof so that it is structurally sound and water proof.

Additional Questions on March 10, 2026 1--I see you were removing the solar panels and discarding them. Are we going to discard them in our dumpster? So they'll be a removal and dumpster fee for solar panels?

Answer: Remove the existing solar panels and rails. They shall not be reinstalled. Place these items near the house for future Government use.

2-once the panels are removed, the current plywood sheathing is going to have a lot of holes from the brackets. Are we going to keep the existing plywood that has holes or recommend replacing with new while we are there?

Answer: Patch the holes with wood filler before the roof membrane layer is installed over the entire roof deck. Fill the plywood holes using wood filler for small nail or screw holes, epoxy for larger gaps, or a mixture of sawdust and wood glue. To provide a seamless repair, overfill the hole slightly, let it dry, and sand flush.

3-do they prefer GAF timberline shingles? Or any architectural 3-D shingle with the same parameters? Asking this because since they have the color Barkwood, they would have to choose a different color or something similar and they may want to keep that one color Answer: Asphalt shingles shall be GAF Timberline HDZ Shingles or approved equal, Barkwood color as specified.
