About this file

This is a Questions and Answers document for the Edwin Forsythe National Wildlife Refuge Reroof Bunkhouse project, solicitation number 140FC226Q0012, issued by the Department of the Interior Fish and Wildlife Service. The document addresses contractor inquiries regarding roof specifications and project scope for a bunkhouse located approximately 0.36 miles west of the Forsythe Visitor Center at 729 East Lily Lake Road. Key project requirements include removal of 22 solar panels (covering approximately 25 square feet each, or 25% of total roof surface) and their associated hardware without reinstallation. The roof work requires installation of Ice and Water shield at eaves, rakes, and penetrations, followed by synthetic deck protection barrier across the remaining roof deck surfaces. Prior to underlayment and shingle installation, the existing roof deck must be cleaned, dried, and cleared of all protruding nails.

The document also specifies that a metal stove pipe currently penetrating the roof must be removed due to the absence of an operating wood stove, with the contractor responsible for either replacing the sheathing in that area or providing a structurally sound patch. The contractor shall remove all solar panels and associated hardware from the roof, and the electrical connections for the system have already been disconnected. The specifications clarify that the underlayment constitutes the new membrane layer to be installed over the entire roof deck as part of the restoration work.

1. According to this Google Mapps aerial view attached, can you please indicate the location of the project?

Answer: The location of the project is not on the Google Earth image that was shared. The bunkhouse needing a new roof is about 0.36 miles west of the Forsythe Visitor Center shown on that Google image. The bunkhouse is shown on this Google image, labeled as 729 East Lily Lake Road:

2. What is the KW of the solar system?

Answer: I do not know the KW of the solar system. The electrical connections for the solar panels have been disconnected. The contractor shall remove the panels and associated hardware from the roof and they will not be reinstalled. There are 22 solar panels on the roof. Estimating that the solar panels cover approximately 25% of the total roof surface, then each solar panel is approximately 25 square feet in size.

3. Can you please confirm whether this is intended to be a full-coverage secondary waterproofing barrier (ice & water shield at eaves/rakes/penetrations and synthetic deck protection across the remaining deck), or if a different system is required?

Answer: Install Ice and Water shield at eaves/rakes, and install synthetic deck protection barrier on all the remaining roof deck surfaces as specified in the statement of work.

4. Can you clarify the section that speaks before putting on the underlayment and shingles, a new membrane will be installed on the roof deck?

Answer: Before installation of new shingles and underlayment, the existing roof deck shall be clean and dry and free from all protruding nails. The underlayment is the new membrane layer which shall be installed over the entire roof deck.

*** the metal stove pipe sticking through the roof must be removed as there is no longer a wood stove in the building. The contractor must replace the sheathing in that area or sufficiently patch the hole in the roof so that it is structurally sound.*** image1.png image2.png
