About this file
This document is a Questions and Answers (Q&A) file for a federal contract opportunity to replace a fuel tank at the Green Lake National Fish Hatchery. The Q&A provides critical details about the tank replacement project, including specifications such as existing tank conditions, fuel transfer plans, and installation requirements. Key details include: an existing tank with approximately 500 gallons of fuel, a preference for reusing existing plumbing and infrastructure, and a project timeline requiring tank replacement after June 15th to minimize disruption to hatchery operations.
The Q&A clarifies technical specifications and project constraints, such as using the existing tank pad, potentially reusing existing fill lines (1" to building, 2 1/4" fill line), and installing a steel double-walled aboveground storage tank (AST). The hatchery emphasizes continuous backup power is critical, as losing power could compromise water systems for young fish. Leak detection will be passive, monitoring the interstitial space, and the new tank must be ready for use by February 27, 2026, with potential flexibility for fabrication timelines. The project is managed by the Department of the Interior Fish and Wildlife Service for the Green Lake National Fish Hatchery.

1. How much fuel will be in the existing tank? Approx 500 gallons
1. Does the fuel need to be disposed of or will it be transferred to the new tank? The fuel will be transferred by staff to the main tank at the hatchery
1. Do you want the existing remote fill/spill containment cabinet to be replaced? It depends on the height/accessibility of the new tank but what it ensures is that the driver must contact staff to unlock prior to a fill.
1. Will the existing stair/ladder be reused? Depends on the height/accessibility of the new tank.
1. What size are the existing fill line and supply/return piping? 1" to the building. 2 1/4" fill line to tank.
1. Because the tank pad is surrounded by bollards, a convault tank is not required. Please confirm that a steel double-walled AST is acceptable to replace the existing tank. Yes, acceptable.
1. It appears there is a vent line from a day tank inside the building that needs to be connected to the new AST primary vent riser. Please confirm. If so, what diameter is the vent line? Yes, 1".
1. The solicitation indicates the new tank should be in place and ready for use by 2/27/26. Lead times for new tanks are typically 3-4 months from the time the tank design is approved by the government. Can this date be extended as necessary to accommodate tank fabrication or would the government prefer the existing tank be removed ASAP and a temporary tank (e.g., 300-500 gallon) be used until the new tank is available? Depends on project timeline, we have been keeping tank with about 500 gallons in it at all times. We were looking into the possibility of a fuel bladder from refuges also...We may need to discuss this further as the plant can't be without backup power for any length of time. The hatchery will lose water.
1. Does the tank need to be UL 2085 (Fireguard) rated due to the proximity to the building? We should refer to Liz Dawson on this one but because it's fuel oil and not gasoline I would think not??
1. What is the required timeframe for project completion? The Hatchery would like the tank to be replaced after June 15th when our young of year fish have been moved into our outside pools. This provides the hatchery staff with more time to trouble shoot any issues if we lose commercial power.
1. Is there a specific brand or type of leak detection system required? No specific brand. There is no power to the existing tank so, the ability to monitor for leaks will need to be passive. In the past we have monitored the interstitial space.
1. Will there be any existing fuel in the tank that will require disposal? There may be some fuel, but the Hatchery will try to have it close to empty.
1. Will any of the existing plumbing need to be replaced during installation? Possible, but the goal is to reuse as much of the existing plumbing as possible.
1. Will the new tank be installed on the existing pad, or is a new construction pad required? Existing pad.
