About this file

This document is a Request for Information (RFI) with detailed questions and answers regarding an HVAC repair and remediation project for the Department of the Interior Fish and Wildlife Service. The solicitation (140FC225R0014) involves relocating an air handling unit from an attic to an electrical closet, addressing existing moisture and humidity control problems. Key technical details include requirements to maintain interior humidity levels below 50%, install a new supply and return duct system, and comply with ASHRAE Standard 62.1-2009 for ventilation.

The RFI addresses multiple contractor concerns about the project, including electrical modifications, ductwork configuration, insulation requirements, and system performance. The contractor will be responsible for comprehensive HVAC system modifications, including electrical and plumbing work associated with the unit relocation. No prior award has been made for this project, and the solicitation has undergone multiple amendments, including site visit location revisions and bid due date extensions. The project scope requires careful attention to ventilation, humidity control, and precise installation specifications in the electrical closet.

1. I would like to see the reports of what has been done to deal with the water issues.( to know if the issues will be solved by the unit being moved.)

-No report is available documenting previous efforts to address the water issues. However, visible condensation has been observed on the attic-mounted HVAC unit and associated ductwork, indicating that moisture and humidity control problems are present in the current configuration.

2. The fresh air system that's installed Currently. Can that be modified or removed? I believe this is a large part of the humidity/moisture issues.

-Any modifications to the existing fresh air system must be made in compliance with ASHRAE Standard 62.1-200, which governs Ventilation for Acceptable Indoor Air Quality.

3. Could the unit remain in attic? If so. We move filter system to the individual return locations.( 6 locations.)

-The Statement of Work (SOW) requires that the air handling unit (AHU) be relocated to the electrical closet.

4. Removal of current attic insulation. Then insulate the rafters and roof sub deck and gables with appropriate foam insulation, seal vent fans, install dehumidifier, install discharge and return in attic. ( this would make attic-controlled air environment)

See SOW for requirements.

5. If this work scope is not changed. And the 30-50% humidity is not maintained with system specifications given. Who will be responsible for making system function in that specific range? Cost is my concern with this after the fact. I do not believe current building conditions, ductwork, and ventilation will do this year-round.

- It is the contractor’s responsibility to ensure the installed HVAC system maintains interior humidity levels not to exceed 50%, as specified in the Statement of Work (SOW) and maintaining all applicable warrantees.

6. Moving the unit to that closet creates many issues. clearance for discharge and return space in attic to have proper airflow, if unit is moved far enough to create the needed space. It causes passage issues with the door and also breaker panel in back of room.

7. Are we trying to adapt the current duct system to the new unit location? If so. Would it be both discharge and return? Or just discharge and the room becomes the return plenum. This would have issues with wire and current ratings of that room.

-No, the existing duct system will not be adapted. As stated in the Statement of Work, a new supply and return duct system will be provided to accommodate the new air handling unit location. This includes proper sizing and routing to ensure compliance with building codes and performance requirements. The room is not intended to serve as a return plenum, and all airflow will be handled through the newly installed ductwork.

8. The moving of the air handler. Who is moving the electrical to new location?

-All electrical and plumbing work associated with relocating the air handling unit shall be provided under the contract. This includes any necessary disconnection, rerouting, and reconnection required to support the new location, as specified in the Statement of Work.

9. Are the cfms put with as built drawings what is needed with system moved to closet? After my site visit today. I believe there is an issue with the system that could be resolved. I was unable to check system with it not currently working to properly diagnose. I would need more information to bid project safely. Knowing my work and products will function as they are wanting. I do not believe what is being specified will work as they are wanting it to.

-The question is unclear.

10. As per the site walk, it was mentioned that this went to bid before. What was the reason on why the previous awardees were not able to fulfill the contract?

· No prior award has been made for this project. No prior Contracting information is available.
