About this file
This document is a Questions and Answers (Q&A) file for Solicitation 140FC225Q0028, involving the replacement of a diesel fuel storage tank for the Department of the Interior Fish and Wildlife Service at a hatchery location. The Q&A details critical specifications for a new 1,000-gallon horizontal diesel fuel tank, including potential requirements for a UL-2085 tank due to proximity to a building, top delivery configuration, and specific installation considerations. Key details include: the existing tank contains approximately 765 gallons of #2 heating fuel, the new tank does not require a concrete construction, the contractor is responsible for obtaining the Fire Marshal permit, and hatchery staff will handle fuel transfer and generator/boiler purging. Additional technical specifications discussed include tank material (metal), potential need for containment sleeve, bollard removal, and piping replacement contingent on reaching mean service life.

Question and Answers 140FC225Q0028 Replace Above Ground Diesel Fuel Storage It appears as though the existing concrete slab has settled under the prolonged weight of the tank and is cracked along the middle. Is there a plan to replace this slab? NO. We will have a paving contractor confirm the condition of the slab.
Please confirm that the new tank will not use a remote fill box and that a fill box will be desired for the top of the tank for deliveries. CONFIRMED If the tank is to be a 1,000 gal horizontal tank, a common length and height would be 6 ft and 5’-4”, respectively. If so, please confirm whether a 2- or 3-step platform will be required for fuel deliveries. Current tank does not have this.
Some of the bollards are leaning and there are bollards on the building sides of the tank that are not needed for impact protection. If a new slab is wanted, please confirm whether the bollards are planned for removal. Also, if the bollards are planned for removal, I believe it was mentioned during the site visit that a couple Jersey barriers may be a suitable impact prevention measure for the tank. If removing the bollards, please advise whether Jersey barriers would be included or other means of impact protection like boulders with 4 ft separation, etc. NOT APPLICABLE The existing tank has a vent on the interstitial space. For a fire protected tank, this can be plugged. Please advise if a vent is wanted for that tank connection. A VENT IS NOT REQUIRED BY THE HATCHERY ON THE INTERSTITIAL – Meet requirements for permit.
The existing tank has a CPVC containment sleeve over the piping that from the tank to the building. If the pipe is sloped up towards the building, a leak in the pipe would cause air to enter and the fuel would flow back to the tank. This may eliminate the need for the containment sleeve. Please advise if the containment is wanted for the new tank. YES, CONTAINMENT What is the intent/plan for the remaking product in the tank? THERE IS APPROX 765 GALLONS OF #2 HEATING FUEL CURRENTLY IN THE MAIN TANK that is usable.
Are there specifications for the new tank that need to be met, such as UL listing? Tank as required for permit, may need UL-2085 due to proximity to building.
Does the new tank need to be concrete? No, the new tank can be metal.
Does the new tank need to be fireguard? Tank as required for permit, may need UL-2085 due to proximity to building.
Who is responsible for the Fire Marshal permit? Contractor should obtain permit.
Who is responsible for purging the generator and boiler once the new tank is installed and filled with product? HATCHERY STAFF What is the intent/plan for the remaining product in the tank? Who is responsible for removal of the product, disposal, storage, transfer, etc.? Hatchery staff will transfer the fuel.

Does new tank need to be concrete? No.
Does new tank need to be fireguard? Tank as required for permit, may need UL-2085 due to proximity to building.
Who is responsible for the fire Marshall permit? Contractor Who is responsible for purging the generator and boiler once the new tank is installed and filled with product? HATCHERY STAFF Another question too Christa on the tanks. Specifically, I’d like to know if you want a UL-142 or UL-2085 tank??? Tank as required for permit, may need UL-2085 due to proximity to building.
*Is the tank roughly ½ full?? 765 GALLONS CURRENTLY (6/12/2025) *Do you have more specific specs on the replacement 1,000-gallon tank that you can provide other than what we have??? Tank as required for permit, may need UL-2085 due to proximity to building.
I have a question regarding the type of 1,000 gallon tank you would prefer. Tank as required for permit, may need UL-2085 due to proximity to building.

Will it be necessary to provide a temporary tank for the Generator while the work is performed? NO Does the piping or tank need to be heated? PIPING It would appear that the Supply & Return piping along with its chase pipe need to be replaced, at least up to just inside the building, is this correct? IF IT IS DETERMINED THAT THE PIPING HAS REACHED MSL THEN YES CORRECT.
What Equipment is the Government Supplying or wants to be reused? ASSOCIATED PIPING, CONCRETE PAD Is it necessary to supply a remote fill box for the new tank or can the new tank be set up to take deliveries on top since it will be smaller? TOP DELIVERY is the fuel tank empty now? If not, what do we plan on doing with the fuel that’s in there? There is still on the fuel side of the tank which runs our critical generator. We will pump it out and put it into our larger tank at the main hatchery when it gets to that point of the project. The interstitial space however has been pumped out and is no longer a consideration for this bid.
