The project addresses hurricane and flood damage to a 43-acre wetland impoundment on Sandy Island. The contractor must construct four tractor bridges (removing three existing damaged bridges and constructing one new bridge in the same locations and sizes as originals), with the refuge providing decking boards, pilings, and hardware. Additional work includes adding 24 inches of dirt across 7,200 linear feet of dikes (average 16 feet wide), mechanically removing vegetation from 8,800 linear feet of interior canals (45-75 feet wide), cleaning vegetation and sediment from four water control structure outfall ditches, installing four mooring pilings at barge landings, repairing bulkhead boards at the impoundment-side barge landing, and removing the old rice trunks and spillway box (with one trunk retained as an exhibit). The refuge provides all rice trunks, spillway box, and bulkhead materials. The contractor is responsible for all transportation via barge and heavy equipment, site cleanup, and restoration of barge landings. Work access is Monday–Friday, 7:00 a.m. to 4:00 p.m. All labor must be guaranteed for at least two years. U.S. Army Corps of Engineers permits are pre-approved. Waccamaw National Wildlife Refuge Hasty Point Rice Trunk & Levee Project

Scope of Work
Project Overview:
Sandy Island is a 10,000-acre freshwater island located between the Waccamaw and Great Pee Dee Rivers in Georgetown County, SC. Waccamaw NWR owns 240 acres of this island on the southwestern side, which is part of Hasty Point Plantation. There is a 43-acre wetland impoundment adjacent to the Great Pee Dee River that has suffered damage from recent hurricanes. Due to flood-stage water levels for many weeks at a time, the levees have suffered erosion, the bulkheads along the river need repairing and backfilling, 3 tractor bridges crossing the canals are damaged and need repairs and one new one will be constructed, and three water control structures are not functioning properly and need to be replaced. Additionally, with water levels during these flood events coming over the dikes, an influx of invasive plant species has infiltrated the canals around the impoundment. These plants are severely restricting waterflow and need to be mechanically removed. A pre-quote meeting will be scheduled before the quote deadline at Hasty Point Plantation to discuss details and allow time for contractors to gather measurements. All U.S. Army Corps of Engineers permits are already approved. The point of contact will be Jason Hunnicutt at (843) 509-1493.
Purpose:
Waccamaw NWR is committed to repairing damages to the dikes around a 43-acre waterfowl impoundment at Hasty Point Plantation due to repeated flooding and hurricanes. This includes the following: replacing 2 rice trunks and a spillway box, adding dirt to the top of all dikes around the impoundment, replacing rotten/broken boards and backfilling around bulkheads, repairing/constructing 4 tractor bridges, and mechanically removing invasive plant species in the canals around the impoundment.
Requirements:
Rice trunk #1 (Northwest corner of the impoundment) Remove the old rice trunk from the dike, fill in hole with dirt, and install/repair the bulkhead on the inside of the dike and the outside of the dike where the old trunk was.
Install new 32ft rice trunk 50-75ft further west from the old trunk. The top of the trunk box must be placed 12-18” below the bed of the field. Construct new 20ft bulkheads over and adjacent to the trunk on the inside of impoundment and outside of impoundment.
Rice trunk #2 (Southwest corner of the impoundment) Remove the old rice trunk from the dike, prepare the same hole to install a new rice trunk in the same spot and install new 32ft rice trunk in the same hole as the old one was removed from. The top of the trunk box must be placed 12-18” below the bed of the field. Bulkheads on inside of impoundment and outside of impoundment need to be constructed, finished, & secured in the same manner as they were with the old trunk.
Spillway Box (East end of center dike) Remove old spillway box from the dike and prepare the hole to install a new one in its place. Install a new 32ft spillway box in the center dike. Remove old bulkheads on all sides of the spillway box and replace with new bulkheads to match the old ones.
For all bulkheads, Class I, non-woven geotextile consistent with Type 3NW shall be placed between the headwall and exposed native soil before any backfill is placed.
Geotextile shall have a minimum overlap of 12” and be securely tacked to the headwalls using marine rated staples or other approved material. Any exposed ends of the fabric shall be trenched into the soil at least 6”, preferably 12”. Staple pattern shall conform to manufacturer’s recommendations. Pilings will be 25’ long and have a 10” butt and shall be driven until refusal and placed every 5ft. Bulkhead sheeting will consist of sloppy-vee tongue and groove boards. Cribbing boards will be 3”x12”x20’. Holes will be drilled through the sheeting and cribbing and ¾” stainless steel cable and cable clamps will be used to tie together pilings on each side of the dike before filling with dirt. Tractor bridges: a total of 4 tractor bridges will need to be constructed and installed.
There are 3 old ones that will also need to be removed and the new ones will need to be the same size and location as the old ones. The refuge will provide the decking boards, pilings, and hardware.
Both rice trunks and the spillway box will be provided by the refuge as well as all materials for bulkheads (pilings, sheeting, cribbing, and cable).
Install 2 pilings at the barge landing on the mainland side of Hasty Point as well as 2 at the barge landing on the impoundment side across the river to tie barges to for loading and unloading equipment and materials. Pilings will be driven to point of refusal. The refuge will supply the pilings.
Clean out vegetation & sediment around and in the outfall ditches of 4 water control structures.
Add 24 inches of new dirt across the entire top of 7200 linear feet of dikes around the impoundment. Average width of the dikes is 16ft wide.
Mechanically remove all vegetation in the interior canals. Length of canals is 8800 linear feet. Canal width ranges from 45-75ft wide.
The contractor shall be responsible for bringing all materials and equipment to the jobsite. This will include using a barge & heavy equipment to move the equipment and materials. Rice trunks, spillway box, and other bulkhead materials will need to be moved from the refuge shop on the mainland side across the river using a barge.
Contractor will be provided access to the site Monday – Friday 7:00 a.m. to 4:00 p.m.
Contractor shall be responsible for removing the old rice trunks, spillway box, all scrap, materials, & trash generated by this project. One old rice trunk will need to remain intact and be taken back to the mainland side of the refuge to be used as an exhibit.
Several bulkhead boards at the barge landing on the impoundment side of the river need repair to be restored to their original functional state. All barge landings & landing accesses need to be restored to their original state once all equipment, old trunks, spillway box, and materials & trash are removed from the worksite.
All labor needs to be guaranteed for at least 2 years.
The contractor is highly encouraged to visit the site to determine the quantities of the materials and trades required to complete this work. Reference the Solicitation for full wording of the contract clauses pertaining to this requirement.
