This is a Request for Quotation (RFQ) from the U.S. Fish & Wildlife Service (FWS) for the Mississippi Sandhill Crane National Wildlife Refuge in Gautier, Mississippi. The solicitation seeks a contract for the installation of an Underwriters Laboratory (UL) listed Intrusion Detection System (IDS) with specific technical requirements. The contract is a firm-fixed price and will require the installation of an IDS system with expansion modules, panel tamper notification, remote monitoring, and remote annunciation using standard internet protocol-based communications.

Key details include a submission deadline of January 30, 2026 at 5:00 PM EST, with quotes valid for at least 60 days. Technical proposals must be submitted in two volumes: a technical volume (not exceeding 15 pages) addressing non-price factors and past performance, and a separate pricing volume. The government will evaluate quotes based on three factors: technical approach, past performance, and price, with non-price factors being more important than price. Acceptable system panels are limited to Bosch model 9512G series and DMP model XR150. The system must include multiple components such as motion detectors, door contacts, keypads, and a wireless receiver, with specific installation requirements for the FWS headquarters and visitor center building.

I. Type of Contract

The Government contemplates award of a firm-fixed price contract resulting from this solicitation.

II. Proposal Instructions

1. Submission of questions

a. Interested vendors must submit any questions concerning the solicitation by Monday, January 26, 2026, at 12:00 PM EST. Questions may be submitted via email to melissa_niemifws.gov.

2. Submission of quotes

a. Quotes are to be submitted via email to Melissa Niemi at melissa_niemi@fws.gov by

Friday, January 30, 2026, at 5:00 PM EST.

3. Period for acceptance of quote

a. The vendor agrees quotes will be valid for at least 60 days from the date specified for receipt of quotations.

4. Late submissions, modifications, revisions, and withdrawals of quotes

a. Vendors are responsible for submitting quotes, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. Any quote, modification, revision, or withdrawal of a quote received at the Government office designated in the solicitation after the exact time specified for receipt of quotes is "late" and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late quote would not unduly delay the acquisition. However, a late modification of an otherwise successful quote, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

5. Technical proposals

a. Technical quotes shall be in two (2) separate volumes and shall be no more than (15) fifteen pages not including cover page, appendix, or separate pricing volume.

i. Volume I - Technical (factor 1 & 2)

ii. Volume II - Price (factor 3)

b. Volume I – Factor 1- Technical

i. This volume should address all non-price factors. Volume I shall include the cover page, descriptive literature that explains the vendors proposed product/service with enough detail to ascertain whether the quoted product/service will meet the criteria specified in the SOW.

c. Volume I – Factor 2 Past Performance

i. The Vendor should be able to demonstrate successful past performance and experience in the installation and configuration management of a intrusion detection system to the USFWS or other government agencies.

ii. The vendor shall demonstrate their prior experience as it relates to similar use cases of similar size, scope, and complexity to this requirement within the past three (3) years. Minimum of three (3) examples.

iii. The examples must include the following information:

1. Project Description

2. Dollar amount of project

3. Period of performance

4. Point of contact, telephone number, and email address.

d. Volume II – Price

i. Price volume shall include the cost of requested services listed in the SOW.

Pricing shall include the equipment and installation for the intrusion detection system.

ii. Vendors are encouraged to offer discounted prices. The Government intends to evaluate quotes and award a contract without discussions with vendors. Therefore, the vendor’s initial quote should contain its best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting officer to be necessary or in the Government’s best interest.

III. Evaluation Factors

The technical features of each quote shall be evaluated against the Request for Quote (RFQ) requirements, assessing the strengths and weaknesses of each quote in light of evaluation criteria described below. The Contracting Officer will screen quotes to identify and eliminate any quotes that are so incomplete as to preclude consideration of award. The remaining quotes will be evaluated based upon the following factors:

1. FACTOR 1 – Technical approach and demonstrate your understanding of the SOW

a. The vendor’s demonstration of its technical approach and understanding of the requirements as set forth herein, including how it described meeting the specific details in the SOW.

2. Factor 2 – Past Performance

a. The vendor shall clearly demonstrate satisfactory or better performance with projects of similar size, scope, and complexity of this requirement.

3. FACTOR 2 – Price

a. Pricing shall be evaluated to determine completeness and reasonableness per the criteria specified in the SOW. The Government will evaluate the quoted price for reasonableness.

IV. Basis of Award

Award shall be made to the responsible vendor whose quote is determined to be the most advantageous to the Government, with appropriate consideration given to the evaluation factors. Award shall be made to the vendor whose quote, conforming to this RFQ, provides the best value to the Government. Non-pricing features of a vendor’s quote shall be evaluated in such a manner as to assess the value of those features as compared to the quoted prices or costs to the Government. Implicit in this process is the Government’s willingness to accept other than the lowest priced quote or highest rated quote. Overall, the non-price factors are more important than the price factor. The Government may reject any or all quotes if such action is in the public interest; accept other than the lowest quote; and waive informalities and minor irregularities in quotes received.

42.1502 Policy.

(a) General. Past performance evaluations shall be prepared at least annually and at the time the work under a contract or order is completed. Past performance evaluations are required for contracts and orders as specified in paragraphs (b) through (f) of this section, including contracts and orders performed outside the United States. These evaluations are generally for the entity, division, or unit that performed the contract or order. Past performance information shall be entered into CPARS, the Governmentwide evaluation reporting tool for all past performance reports on contracts and orders. Instructions for submitting evaluations into CPARS are available at http://www.cpars.gov/.

(b) Contracts. Except as provided in paragraphs (e), (f), and (h) of this section, agencies shall prepare evaluations of contractor performance for each contract (as defined in FAR part 2) that exceeds the simplified acquisition threshold and for each order that exceeds the simplified acquisition threshold.

Agencies are required to prepare an evaluation if a modification to the contract causes the dollar amount to exceed the simplified acquisition threshold.

(c) Orders under multiple-agency contracts. Agencies shall prepare an evaluation of contractor performance for each order that exceeds the simplified acquisition threshold that is placed under a Federal Supply Schedule contract or placed under a task-order contract or a delivery-order contract awarded by another agency (i.e., Governmentwide acquisition contract or multi-agency contract). Agencies placing orders under their own multiple-agency contract shall also prepare evaluations for their own orders. This evaluation shall not consider the requirements under paragraph (g) of this section. Agencies are required to prepare an evaluation if a modification to the order causes the dollar amount to exceed the simplified acquisition threshold.

(d) Orders under single-agency contracts. For single-agency task-order and delivery-order contracts, the contracting officer may require performance evaluations for each order in excess of the simplified acquisition threshold when such evaluations would produce more useful past performance information for source selection officials than that contained in the overall contract evaluation (e.g., when the scope of the basic contract is very broad and the nature of individual orders could be significantly different). This evaluation need not consider the requirements under paragraph (g) of this section unless the contracting officer deems it appropriate.

(e) Past performance evaluations shall be prepared for each construction contract of $750,000 or more, and for each construction contract terminated for default regardless of contract value. Past performance evaluations may also be prepared for construction contracts below $750,000.

(f) Past performance evaluations shall be prepared for each architect-engineer services contract of$35,000 or more, and for each architect-engineer services contract that is terminated for default regardless of contract value. Past performance evaluations may also be prepared for architect-engineer services contracts below $35,000.

(g)Past performance evaluations shall include an assessment of the contractor's-

(1)Performance against, and efforts to achieve, the goals identified in the small businesssubcontracting plan when the contract includes the clause at 52.219-9, Small Business Subcontracting Plan; and

(2)Reduced or untimely payments (as defined in 19.701), made to small business subcontractors, determined by the contracting officer to be unjustified. The contracting officer shall-

(i)Consider and evaluate a contractor's written explanation for a reduced or an untimelypayment when determining whether the reduced or untimely payment is justified; and

(ii)Determine that a history of unjustified reduced or untimely payments has occurred when thecontractor has reported three or more occasions of unjustified reduced or untimely payments under a single contract within a 12-month period (see 42.1503(h)(1)(vi) and the evaluation ratings in Table 42-3). The following payment or nonpayment situations are not considered to be unjustified:

(A)There is a contract dispute on performance.

(B)A partial payment is made for amounts not in dispute.

(C)A payment is reduced due to past overpayments.

(D) There is an administrative mistake.

(E) Late performance by the subcontractor leads to later payment by the prime contractor.

(h) Agencies shall not evaluate performance for contracts awarded under subpart 8.7.

(i) Agencies shall promptly report other contractor information in accordance with

42.1503(h).
