About this file
This document contains a solicitation amendment and related questions and answers regarding cost estimation software and databases. The U.S. Fish and Wildlife Service is seeking a FedRAMP certified construction cost estimating solution to be used by approximately 66 government users, with potential growth to 80 users. The software should include locally researched cost data that is updated quarterly for all current FWS building models. Desirable features include the ability to create independent government estimates, allow real-time review of estimates across the organization, and include templates for conceptual estimates of 10 new construction asset types. Preventative maintenance cost data and checklists tailored for FWS assets would also provide value. Responses are due by August 15, 2023 at 5:00 PM EST.

Estimating Database Software
RFQ# 140F1S23Q0030
Q&A
1. Are there any specific improvements or changes that FWS envisions from its current/past construction cost estimating and/or facilities lifecycle cost management processes, methods, data and data requirements, supporting technology or levels of service/support?
No specific improvements or changes to the current/ past construction cost estimating and/or facilities lifecycle cost management processes, methods, data and data requirements, supporting technology or levels of service/support.
2. Please confirm the number of authorized users required from a technology/data subscription format.
The number of users expected is 66. This number may go up to 80 at a future point.
3. Is the Government aware of the difference between locally researched construction cost data and a “nation average cost database” that is “localized” using various factoring methods (i.e. city cost indexes, area location factors, economic factors, etc.)?
Yes, the government is aware of the difference between locally researched construction cost data and a “nation average cost database” that is “localized” using various factoring methods.
4. Relative to question #3 is the Government aware of the relative lack of cost visibility and cost management resulting from the traditional use of “national average cost databases” and “factoring” vs. the use of current, locally researched cost data?
Yes, additional factoring for the Service includes remoteness, terrain, environmental considerations, risk, and other considerations.
5. What are the locations where repair, renovation, maintenance, or new construction activities?
At the more than 560 National Wildlife Refuges and 70 national fish hatcheries along with numerous regional and field offices across the country. Our Facilities | U.S. Fish & Wildlife Service (fws.gov)
6. Is the Government interested in local market cost data for all of it current building models, updated quarterly?
This is helpful. Quarterly is not a requirement but some established frequency is.
https://fws.gov/our-facilities https://fws.gov/our-facilities
7. Would features beyond simple cost estimating be consider of value such as:
a. Ability to create IGE’s and automatically compare to contractor estimates using same cost data?
Yes
b. Ability to review estimates in real time with other software users (government and/or contractors)?
Yes
c. Ability to create and manage Programs, Projects, Proposals, Estimates, Workorders, and Documents?
Other systems are used for most of this type of management. There may be interest in Estimates and Proposals.
8. Would the Government also be interested in a local market preventative maintenance cost database, inclusive of granular costs and checklists for each PM frequency related task?
(This would enable the Government to gain greater facilities lifecycle cost visibility)
The local market preventative maintenance cost database, inclusive of granular costs and checklists for each PM frequency related task are helpful. The FWS does not currently manage preventive maintenance with the user group expected to use this product.
9. As the requirement states DOI and FWS require a FedRAMP Certified product, has FWS implemented any other FedRAMP products to date?
A majority of our cloud-based applications are on FedRamp platforms, FedRamp is for software/applications.
10. Please clarify what you are looking for in response to the following bullet item in scope of work: • Standard per unit price templates/conceptual estimates for 10 new construction assets and the ability to develop and share more.
An example of a standard per unit price template may be for a maintenance building with a certain number of garage door entries and standard accessories. The result is an easy to use $/per sqft price consistent standard that can be adjusted for various locations and rural or construction restriction adjustments.
11. Is this a software feature or a service from Gordian you are looking for. If a software feature please explain further.
There is no specific new software feature or service expected from Gordian. A couple additional building types in the square foot estimator module to help estimate USFWS assets such as visitor centers and fish production buildings is of interest.
