Scope of Work and Specs
For Palmyra Atoll UTV purchase
10-July-2025
Scope of Work: Palmyra Atoll NWR needs to replace a failing Utility Task Vehicle (UTV) to support Refuge Management Actions-specifically the Coconut Control Project.
The UTV needs to move people and supplies along unimproved, unpaved trails between staging areas and work sites at Palmyra Atoll. All use of the UTV will support critical Service mission work that will facilitate the field station operations as well as a number of management conservation and research actions. Access to transport cargo of this size to Palmyra is limited to no more than once every 2-3 years and the next opportunity will be in January of 2026. Delivery needs to be made to our expeditor located at 1905 Lincoln Ave, Tacoma, WA 98421 no later than 10-December-2025. (potential for this date to be updated if the cruise schedule is delayed).
Required Specs
• Ideal vehicle that would be preferred is a Polaris Pro XD Full-Size Diesel Crew w/ EPS, Polaris Item # D26P4ED4B4
• The vehicle must have a diesel fuel engine. Diesel is the primary fuel available at the remote atoll which is more stable and has a longer shelf life and diesel engines tend to be easier to maintain and repair in a remote setting without access to specialist vendors or contractors.
• The vehicle must seat at least 5 occupants but preferably 6.
• The vehicle must have a bed for transporting cargo that is at a minimum 40” x 40” and has a capacity of at least 1,000 lbs.
• The UTV must have a roof over the passenger seating area to protect the occupants from rain and direct sun.
• The UTV must have a windshield to protect the operator from rain.
• We specifically do NOT want the vehicle to have doors or a rear windshield panel
