Statement of Work: Aircraft Liability Insurance for Operations of U.S. Government Aircraft in Canada
The Division of Migratory Bird Management’s Branch of Migratory Bird Surveys (BMBS) routinely operates U.S. Government fleet aircraft within Canada to conduct low-level (<200 ft AGL) wildlife surveys as well as high-altitude remote sensing surveys. All aircraft are U.S. Department of the Interior (DOI)-owned fleet aircraft which are maintained to Federal Aviation Administration (FAA) and DOI maintenance standards. Surveys are conducted by U.S. Government or contract pilots holding, at a minimum, FAA commercial pilot certificates and instrument ratings. All pilots meet Department of the Interior training and experience requirements and are certified for the DOI for relevant special-use operations including low-level flight operations. An annual liability insurance policy for Canada operations is required for the aircraft listed below by registration number. Pilot experience and qualifications are summarized in an attachment.
In addition to annual coverage for the specific aircraft listed below, we require a separate quote for the same coverage and limits for infrequent, short-duration (2 days to a week depending on weather) re-positioning flights of other DOI fleet aircraft. Such re-positioning flights are made to relocate aircraft for mission work or maintenance from the lower 48 U.S. States to Alaska or vice versa. All aircraft are general aviation aircraft of similar make/model and value to those listed below. All pilots are similarly qualified to those whose qualifications are provided with this solicitation. Specific aircraft and pilot information could be provided to the insurance broker prior to a re-positioning flight. The response to this solicitation should describe in detail the process that would be used to accommodate such re-positioning flights and acceptable payment methods. Payment using a U.S. Government purchase card is strongly preferred.
We request a quote for the initial year coverage plus up to 4 option years.
