INSTALL SANITARY SEWER LINER

JONES HOLE NATIONAL FISH HATCHERY

RFP# 140F0619R0003

PRE-PROPOSAL QUESTIONS & ANSWERS

1. QUESTION: Can the government verify if this is an “either/or” women owned/small business contract? If this solicitation is for women owned small businesses only, does the women owned prime contractor business have to self-perform the work of a certain percentage or can most of the work be subcontracted out?

ANSWER: Market research has indicated that there is a reasonable expectation that two or more Women Owned Small Business (WOSB) concerns, eligible under the WOSB program, will submit offers and the contract award will be made at a fair and reasonable price. The purpose of the WOSB Program is to ensure women-owned small business concerns have an equal opportunity to participate in Federal contracting and to assist agencies in achieving their women-owned small business participation goals. The following FAR clause is incorporated in the RFP #140F0619R0003: 52.219-30 Notice of Set-Aside for, or Sole Source Award to, Women-Owned Small Business Concerns Eligible Under the Women-Owned Small Business Program (DEC 2015). FAR 52.219-30(d)(3) states that for general construction, the concern will perform at least 15 percent of the cost of the contract with its own employees (not including the costs of materials).

2. QUESTION: Will alternative CIPP lining technologies will be allowed, specifically as to whether steam or water cured CIPP liners are an acceptable alternative to UV-cured technology on this project?

ANSWER: Regarding the specified CIPP Curing Method, UV cure methods will be the only permissible method for CIPP installation on this project due to physical limitations of the sanitary sewer system to receive process/condensate water, and environmental concerns that were identified during the design process.

3. QUESTION: Will an “or equal” be accepted for the following products for the rehabilitation of Sanitary Sewer Manholes:

Specification Section: 334200.2.4 – Resurfacing Materials

• A.W. Cook - Cemtech MSM Mortar Specification Section: 334200.2.5 – Epoxy Protective Coating/Lining Material

• Sherwin Williams DuraPlate 6100

ANSWER: A.W. Cook - Cemtech MSM Mortar - Due to the interdependent nature of the resurfacing material and coating/lining system, this product cannot be evaluated for acceptance without an approved epoxy submittal.

3/5/2019

Sherwin Williams DuraPlate 6100 - This product is not accepted or considered an "as equal" product based on non-conformance to specification 334200.2.5, requiring that the 100% solids epoxy have a VOC content of zero and have a minimum rating of 50% resistance to sulfuric acid.

4. QUESTION: Is the contractor required to be a licensed contractor in Utah to bid on this

RFP?

ANSWER: The following information is included in the proposal preparation instructions and evaluation factors for award:

Sub-factor 3: Qualifications / Organizational Structure and Key Personnel Information

Manufacturer: Company specializing in manufacturing the products with minimum 5 year experience.

ISO-9001 manufacturer certification is required.

Installer: Company specializing in performing the work of this section and who is licensed and approved by the manufacturer. Company shall have experience with projects of similar size and complexity as this project, minimum of 15,000 feet of installed UV-CIPP product within the last 3 years.

Product Manufacturer experience shall not be utilized in lieu of actual installer experience.

Installer experience refers to the actual Contractor intending to do the work. No exceptions.

Project Superintendent: Project Superintendent shall have a minimum of 2 years’ experience as a Superintendent on UV-CIPP projects, and have supervised the installation of 10,000 feet of installed UVCIPP product within the last 1 year.

Full Time Project Superintendent will be required and MUST be on site at all times throughout the duration of the lining work

5. QUESTION: Where can contractors access water for construction purposes?

ANSWER: Construction water can be obtained from a drive-up, bulk water fill station located immediately east of the hatchery building. This water source is non-potable and will be made available at no cost to the contractor. Use of this facility will need to be directly coordinated with the on-site hatchery manager prior to each use.

6. QUESTION: Where can contractors stage materials and equipment?

ANSWER: The Jones Hole NFH manager has identified three locations suitable for equipment and material storage as shown below. Use of these areas is permitted for the duration of the construction contract. Contractors must comply with relevant requirements indicated in the Division 1 specifications, including a requirement to restore sites to original or better condition upon termination of use.

7. QUESTION: Will there be a bio-security requirement to disinfect or sanitize vehicles/equipment that will be in close proximity to fish rearing activities?

ANSWER: Yes. Due to potential risks of disease transmission to hatchery fish from equipment that may carry biological contaminants from non-local water sources, Jones Hole NFH will require that construction contractors undergo the same biosecurity measures that are enforced for fish stocking operations. Below is a summary of the process requirement.

Jones Hole staff will require decontamination and disinfection of construction vehicles and equipment prior to entry into raceway areas to prevent the introduction of aquatic invasive species and foreign pathogens into the hatchery and creek. Vehicles will be pressure washed using hot water at the hatchery’s disinfection station. A 250 ppm chlorine solution will be sprayed onto vehicle exterior surfaces after pressure washing. Vehicles with water hauling tanks will be filled with a 250 ppm chlorine solution as well. The contact time for the chlorine disinfection will be fifteen minutes. The chlorine solution in tanks will be neutralized with sodium thiosulfate. Vehicle surfaces will be rinsed off using the pressure washer after the fifteen minute disinfection contact time. This process must be repeated only if the vehicle or piece of equipment is relocated off of the project site during the contract period, and is returned for service in the raceway areas.

8. QUESTION: Will the government provide a copy of the camera video of the sewer system at Jones Hole NFH?

ANSWER: See the following link:

https://fileshare.fws.gov/?linkid=KZi4zr6VWWWiAEIsa2oPlIrZ9xNiwH9T8YDODS6ncAGbV D1eygdsMQ

Please note that this video was submitted as a deliverable from a previous construction contract to repair a portion of the sewer pipe system and is not an accurate representation of the entire sewer system at the Jones Hole NFH.

9. QUESTION: The specification asks for both an exfiltration test as well as a APS Water Porosity test. These are both measuring the water tightness of the liner after it is installed. The APS requirement is the more accurate standard and has replaced the more expensive and wasteful Exfiltration Test (uses a lot of water). Does the owner wish to have both tests still, or one or the other?

ANSWER: This contract requires that both tests be performed as specified. The exfiltration test is required in addition to the standard APS Water Porosity Test to satisfy an agreement between the USFWS and the State of Utah, Department of Environmental Quality, Drinking Water Division.

10. QUESTION: Are the laterals to be kept in service at all times, or with proper notification and planning, can the lateral be placed out of service for a predetermined period of time? If the laterals are to be kept in service at all times, does the government wish to have the contractor install cleanouts to pump out of? If cleanouts are required (to pump out of), can the government provide depths of the laterals, approximate locations, a standard, and a line item in the bid tabulation?

ANSWER: This contract does not include work to install cleanouts. Disruption of lateral sewer services that connect to gravity collection mains is permissible under the following conditions:

1) Notify Contracting Officer and Hatchery Manager not less than 7 days in advance of proposed service interruptions. Notification should include a description of how service will be impacted, and contain a schedule for reinstatement of service.

2) Generally, lateral sewer services shall be reinstated as soon as possible, but not longer than 18 hours after completion of adjoining CIPP main installation.

3) Do not proceed with service interruptions without Contracting Officer’s written permission.
