140F0221Q0038 IL-TWO RIVERS Small Arms Range Environmental Remediation
QUESTIONS AND ANSWERS
Q1: Is electronic submission (via email) of responses to this solicitation allowed? If so, do we send to your attention?
A1: Electronic submission is the only method to submit a quotation package. See Page 14, Section 4, Addendum 52.212-1 Instructions to Offerors.
Q2: Has any ASTM physical property testing of the soil been performed to determine that the soil is able to be sieved?
A2: No, The ASTM physical property testing of the soil has not been performed.
Q3: Are there any known buried utilities in the area of the berm and firing range?
A3: The Service is not aware of any buried utilities in this area. The contractor is still required to contact Julie – Your Illinois One-Call System (811).
Q4: Groundwater samples are required to be obtained using the "low flow" method. Are there nearby wells from which to obtain the groundwater samples?
A4: There are no ground water wells near this location. The contractor needs to evaluate the risk to ground water and document this evaluation and provide information to the Illinois EPA as part of the closure process.
Q5: On page 14 of 18 of the Solicitation announcement, Section 4, Instructions to Offerors, none of the 4 items are checked. Are any of these items required with the Offeror’s submittal?
A5: All four of the items listed are required. Please consider that a checklist for prospective offerors.
Q6: Has the project site previously been enrolled in the Illinois SRP program? If it has, are previous reports that were filed with the Illinois EPA available?
A6: The site has not been enrolled in the Illinois SRP Program.
Q7: Section 1.2A of Part III, Section J (page 01100-1), references deliverables as the Corrective Action Completion Report (CACR) and a No Further Action (NFA) letter as part of the Site Remediation Program (SRP), 35 Ill. Adm. Code Part 740. It appears the CACR should be listed as the Remedial Action Completion Report (RACR), and the NFA should be listed as a No Further Remediation (NFR) letter, which are required in the SRP.
A7: Correct, the correct terms for the Site Remediation Program is the Remedial Action Completion Report (RACR) and No Further Remediation (NFR) Letter.
Q8: Can you clarify if an Illinois lead certification is required to complete the work given that no structures are being abated and “firearm ammunition or components” are specifically excluded from the definition of “lead bearing substances” specified in the Illinois Lead Poisoning Prevention Act (Title 77, Section 845.20)? If certification is required for all associated workers, can you clarify exactly what level of certification is required?
A8:
"Lead Bearing Substance" means any item or part of an item, excluding existing paint already applied to a regulated facility, containing or coated with lead such that the lead content is greater than or equal to 90 ppm; or any dust on surfaces or in furniture or other non-permanent elements of the regulated facility with lead content in excess of the limits specified in Section 845.205(c); or any accessible or bare soil containing lead in excess of the limits specified in
Section 845.205(b); or any existing house paint or other surface coating material containing greater than or equal to 0.5% lead or greater than or equal to 1.0 mg/cm2 lead; or paint or consumer product that exceeds federal Consumer Products Safety Commission or USEPA or HUD standards; or item or dust on item containing lead in excess of the amount specified in this Part or a lower standard for lead content as may be established by federal law or rule. "Lead-bearing Substance" does not include firearm ammunition or components as defined by the Firearm Owners Identification Card Act. (Section 2 of the Act)
The regulatory limit of lead in bare soil that is readily accessible to children shall be 400 µg/g (or parts per million or ppm). The regulatory limit of lead in other bare soil areas shall be 1000 µg/g.
Personnel performing the work shall have a Lead Supervisor and/or Lead Worker training per Illinois EPA.
Q9: Is the site already enrolled in the Illinois Site Remediation Program?
A9: The site has not been enrolled in the Illinois SRP Program.
Q10: Have any documents prior to the CACR been prepared for the site?
A10: No documents have been prepared for this site.
Q11: Can you clarify why a CACR, and not a Remedial Action Completion Report (RACR), needs to be prepared given that CACRs are specific to the IEPA LUST Program?
A11: The contractor can complete a Remedial Action Completion Report (RACR) per the statue.
Q12: Can you provide any preliminary site characterization data, if available? This information is helpful for coordinating and pricing waste disposal.
A12: Preliminary site characterization has not been performed. This site is a known small arms firing range with lead contamination.
Q13: For the purposes of this proposal, should bidders assume that all 35 cubic yards of soil will require stabilization/solidification (SS)? If not, what volume of soil should bidders assume requires SS?
A13: All soil that is contaminated to levels that exceed the standard shall be removed from site to a landfill registered to handle this waste material. Please contact the landfill to determine if they require the soil stabilization/solidification prior to accepting the material.
Q14: What is the estimated depth to groundwater?
A14: The Station does not know the estimated depth to groundwater.
Q15: Are the contractors/subcontractors expected to be listed as the Generator of non-hazardous or hazardous waste?
A15: The Service will be listed as the generator of non-hazardous or hazardous material. The contractor shall prepare manifest for station to sign.
Q16: Should bidders assume that the “clean pile” of fill located adjacent to the berm is suitable for backfill material or will additional fill material need to be imported?
A16: The contractor can use the clean pile fill located adjacent to the berm if backfill material is needed.
Q17: Can the FWS provide a breakdown of how the price range ($15k to $50k) was calculated?
A17: The cost estimates are based on removal of other Small Arms Firing Ranges within Legacy Region 3.
Q18: Is an NFA letter expected to be obtained by the project delivery period? Review/approval times may exceed the delivery period, which may be out of the contractor’s control.
A18: The contract will be extended as needed to allow the contractor to receive a NFA Letter from Illinois EPA.
Q19: Can the proposal deadline be extended beyond 6/22, given the limited amount of time available to update our proposal following when responses to questions will be released?
A19: That is very likely depending on when the answers are received and the amendment posted. If extended, new closing date Friday, July 02 at 5:00PM EST.
Q20: Will the Government provide a Bid Schedule template, or we can provide an itemized quote on our template?
A20: We will not provide a template. The only requirement for submission is an itemized quote.
Q21: Does the Environmental Consultant’s personnel performing the soil and groundwater sampling need to be Illinois-certified for lead abatement or just subcontractor employees actively involved in the excavation and sieving of the soils?
A21: The Service is requiring personnel to be trained in lead abatement.
The Environmental Consultant personnel shall have a Lead Risk Assessor or Lead Inspector to oversee work being conducted at the site.
