STATEMENT OF WORK
Quivira National Wildlife Refuge
1434 NE 80th Street, Stafford KS 67578
February 25, 2021
Vegetation and sediment Removal from Water Conveyance Canals by Excavator Deliverable: Contractor shall furnish all labor, services and equipment to remove vegetation (primarily cattail), and sediment from six water conveyance canals on Quivira NWR. The water canals and conveyance channels are a critical part of the water delivery system that enables the refuge to transport water to wetlands throughout the refuge. Removing vegetation such as cattail and sediment deposited over time is essential for efficient water movement. The only heavy equipment that will be approved for use will be a tracked excavator to minimize disturbance on upland prairie areas adjacent to canals and ditches. The size of the excavator is not specified, however, a minimum reach of 28 feet is required for most canals on the refuge. Vegetation and sediment spoils removed from canals will not be hauled off site, but left to dry out adjacent to the canals where they will be knocked down and spread out by refuge staff. The cost estimate needs to include mobilization, and demobilization costs.
It is strongly suggested for vendors to plan a site visit (visualize scope of project) prior to submitting a bid for the project.
Period of Performance:
The Notice to Proceed will only be given following the contract award, and notification by the Contracting Officer. The period of performance will not exceed 6 months (180 days) from the Notice to Proceed date unless a change in scheduling is arranged with the Refuge Manager and Contracting Officer.
Location and Approximate Site Measurements The work will be done at multiple locations on Quivira NWR, in Stafford County, Kansas as indicated in the list provided below. A map of canal locations is provided as Attachment 1.

• West Canal – (avg. width 10 feet)

Combined Total Length = 58,971 linear feet (11.2 miles)
In General
The refuge encompasses over 22,000 acres of wetland and native prairie mixed habitat comprised of predominantly tall-grass prairie intermixed with a combination of wetland and woodland tree lots, and is subject to extremely wet conditions during the fall and spring seasons. Contract extension may be approved if climate conditions are unsuitable during portions of the contract period, and the contractor is prevented from working. Documentation of weather/ground condition during the period of performance will be required by the contractor if a modification or extension in the contract is requested.
The canal cleaning will occur on sites located from 1 mile to 14 miles away from the maintenance yard.
The refuge maintenance yard is approximately 7 miles northeast of Stafford, Kansas. The contractor will be issued keys to gated areas where project work will occur. The inspection will be by the Refuge Manager or his representative.
The contractor may adjust work hours during the weekdays or weekends, as long as prior coordination is made with the refuge manager, and approved by the Contracting Officer. Work will only be approved during daylight hours. Certain areas of canal cleaning are within hunting, and grazing sections of the refuge, and timing may need to be adjusted to avoid conflicts with other users.
Please contact Joe Kocher for specific guidance on canal locations, refuge access, or work schedule at the office (620-410-4013), or Mike Oldham for administrative questions (620-405-0140).
