Amendment 4 Solicitation No. 140F0118Q0077 Title: Contaminate removal Action, Abandoned Firing Range at Tule Lake NWR
Answers to questions submitted in response to amendment 2
Question 1 - Item 3 “Optional Items” was added to the Statement of Work as follows “Removal, screening and/or disposal, and analysis of soil if additional excavation is required beyond the depths identified on figure 4 of the Work Plan.” A line was also added to the bid sheet to reflect the cost for this Optional Item: “Unit price for each cubic yard of soil if additional excavation is needed as described above = $_________”
a. If additional excavation is required, the unit cost will increase if the soil must be disposed off-site rather than left on site as part of the restoration effort. To provide a common baseline for comparing bids, we suggest that the bid line be split into two unit costs with one price for additional removal, screening, soil analysis, and restoration with soils left on site and a second cost for additional removal, screening, soil analysis, and disposal.
Answer: Concur. The bid item was split into two separate lines as recommended in paragraph a above with bid item 00020 revised and asking for a unit price per cubic yard for additional removal, screening, soil analysis and restoration with soils left in place on site and a new bid line item 00030 asking for a unit price per cubic yard for additional removal, screening, soil analysis and disposal of soil.
b. Individual bidders will need to assume a quantity of additional excavation to develop a unit cost and the resulting unit price may vary significantly depending upon the assumed amount (20 CY versus 150 CY, for example). To provide a common baseline for comparing bids, we suggest that USFWS specify an assumed upper limit of additional excavation on which bidders shall base the submitted unit price.
Answer: Concur. Per 8 cubic yards.
c. There are two lines and a date on the bid sheet below the Unit Price Request for additional excavation (see below). What element of the optional work is to be priced and included as a lump sum? What does the date (05/09/2018) signify?
Answer: The date of 5/9/2018 just signifies the date as to when the line item may be exercised. The date on this line item and the additional option item added in paragraph (a) above has been changed to read “6/11/2018” in this amendment 4 in order to provide more time to exercise these line before award.
Question 2 - Answer to Question 32 states the total excavation amount is 775 cubic yards. Does the SF1449 need to be updated to reflect 775 cubic yards instead of 600 cubic yards to accurately reflect the firm fixed price for SOW items 2, 4, and 5?
Answer: Item description changed to reflect an estimated 775 cubic yards.
Question 3 - The revised SOW included reference to a kickoff meeting in Item 4: “Contractor shall provide the kick-off meeting minutes NLT 5 working days after the meeting.” The kickoff meeting is also referenced in the answers to questions 12, 28, 29, 65 and the General Information provided after the answers in Amendment 2. There is no description of a kickoff meeting in the Work Plan or elsewhere in the solicitation.
a. Where is the kickoff meeting to be held?
Answer: On site.
b. Is the kickoff meeting part of site mobilization?
Answer: Selected contractors call
c. Who must physically attend the kickoff meeting?
Answer: FWS recommend project manager/supervisor
d. Can the kickoff meeting be held as a conference call?
Answer: Yes
Question 4 - Answer to Question 31 (“The Work Plan specifies that soil excavations are to be performed to 3 inches, 6 inches or 1.5 feet below ground surface (Figure 4). a. Is it necessary to provide a topographic survey of the grids before and after excavation to demonstrate the excavation targets have been met?) Answer: This will be a check point conducted by a FWS employee to ensure that each depth is reached per the color-coded grids outlined in the work plan, Figure 4. The USFW will verify the depth on site.
a. Will the USFW employee be on-site always or available as needed to avoid down time?
Answer: Verification will be done by a FWS refuge employee located on site
Question 5 - Answer to Question 50 (“On page 187 of the response to Question #2 it indicates that the subcontractor can bid the project without screening the soil. …”) Answer: “…If alternate method(s) to perform work at a firm fixed price are proposed and considered acceptable, the line item of the award document will reflect that accepted method.”
A.There does not appear to be a place in the bid form to propose alternative methods. When and how should alternative methods be proposed to the USFW?
Answer: In accordance with provision 52.212-(e), offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately. Consequently, if a contractor submits multiple offers and/or alternative line items, please just write in and include alternate line item(s) on the proposal submission bid sheet or include with pricing data.
Question 6 - Answer to Question 57: (“Are the generation of a SAP and HASP required for the Scope of Work detailed in the 2017 Work Plan?”) Answer: No, the selected contractor is required to provide their own HASP, SAP, and a final report.
A.The SOW does not identify a HASP or SAP as a deliverable. What are the requirements for these deliverables (number of hard copies, electronic format, etc.)?
Answer: Electronic submittal.
B.What is the review cycle and how much time should be allowed for USFW review and approval of reports?
Answer: FWS will require a 5 day review period.
d. Is a SWPPP required as part of the SAP or as a stand-alone submittal?
Answer: Either way; selected contractor’s choice
e. Are any other agencies involved in review and approval of the project deliverables?
Answer: No, only the Service
Question 7 - Answer to Question 7: (“Will the USFWS provide the GPS coordinates in electronic format to the successful bidder? If not, is there an existing benchmark or other fixed reference point that can be used to re-establish the grid?”). Answer: No, it will be the selected contractor’s responsibility to reestablish the applicable sections of the grids system.
a. Will the USFW provide the GIS files for Figure 4 of the Ahtna Work Plan?
Answer: No. The Service does not have them.
