1.0 INTRODUCTION
This report has been prepared by Ahtna Environmental Inc. (Ahtna) to document the results of the recent soil investigation to define both the lateral and vertical extent of shot and lead-contaminated soil associated with the former small arms firing ranges at the Tulelake and Stillwater National Wildlife Refuges (NWR). The location and layout of the Tulelake NWR firing range is shown on Figures 1 and 2 and the location and layout of the Stillwater NWR firing range is shown on Figures 3 and 4.
2.0 BACKGROUND
The following sections provide a brief background and our project understanding for both Refuges.
2.1 Camp Tulelake NWR
Camp Tulelake is a culturally significant property on the Tule Lake NWR (California) that served as a civilian conservation center and segregation facility during World War II. Camp Tulelake contains an abandoned small arms firing range that includes an impact berm. The camp was suspected to have lead contamination that could present human and possibly ecological risks once a management plan is in place by National Park Service (NPS) allowing public access.
The assessment and cleanup of the Tule Lake firing range would be regulated by the Department of Toxic Substances Control (DTCS). DTSC offers no use-specific guidance for evaluating firing ranges but relies on existing guidance documents such as the Interstate Technology and Regulatory Council (ITRC), 2003 guidance’s. The non-residential lead in soil cleanup value, based on California Environmental Screening Levels (ESLs) is 320 milligrams per kilogram (mg/kg).
2.2 Stillwater NWR
The Stillwater NWR was established in 1949 as a wildlife sanctuary adjacent to the Stillwater Wildlife Management Area (WMA). In 1990, the NWR was expanded to encompass Stillwater Marsh, most of which was previously in the Stillwater WMA. With the boundary expansion, the FWS acquired an abandoned small arms firing range that includes an impact embankment, which was suspected to have lead contamination that could present human/wildlife risks. The firing range is located in an area that is open to the public.
The assessment and cleanup of the Stillwater site would be regulated by the Nevada Division of Environmental Protection (NDEP) Bureau of Corrective Actions. NDEP has no firing range-specific guidance. As such, the ITRC guidance was used to direct this investigation. Nevada’s lead in soil cleanup value is 400 mg/kg. In addition, Nevada has reportable release notification requirements; presumably triggered by the “permanent” closure or abandonment of the range. For lead, the reportable quantity (RQ) is 10 pounds of lead or three cubic yards (cy) of soil that has a mean concentration above 400 mg/kg.

3.0 2015 SITE VISIT
On May 14 and 15, 2015, field staff completed the initial site walks at both sites. The following provides a quick summary of the site visits.
3.1 Tulelake
On May 14, 2015, an Ahtna representative met with Ms. Stacy Freitas of the FWS at the Tulelake firing range. The range is located north of the headquarters (Figure 2). The impact berm was observed to be approximately 90 feet long with a height ranging from 7 to 10 feet. Seven target stands were observed in front of the berm, with one large metal target still standing. The berm is constructed of primarily sandy soils with sparse vegetation. During the site walk, limited shotgun pellets and handgun bullets were visible on surface soils. In addition, some clay pigeon fragments and general trash were observed. A large (20’x 20’) burn pile was also observed in the center of the firing range (Figure 2). The distance from the access road to the impact berm was approximately 60 yards. Ms. Freitas said that the firing range was for FWS and local law enforcement (LE) shooting only. She believed that most of the shooting (outside of the pattern testing discussed below) consisted of handgun and occasional rifle use. The range was last used in 2012.
During the site walk, Ms. Freitas noted that the site had been used by the FWS for the evaluation of steel shot effectiveness. Field staff were directed to talk with Mr. Tom Roster of the FWS. In a May 18, 2015, telephone conversation, Mr. Roster stated that his work began in the late 1970s through the early 1990s and involved pattern testing and shot density testing on steel and lead shot.
They primarily fired shotguns at three large metal targets located on the north side of the impact berm. Mr. Roster said that they shot from 20 to 60 yards and that steel shot was used more often than lead.
3.2 Stillwater
On May 15, 2015, an Ahtna representative met with Mr. Carl Lunderstadt of the FWS at the Stillwater firing range. The range is located in the southern portion of the Stillwater NWR along a public access road (Figure 4). Mr. Lunderstadt said the range was used by FWS and Bureau of Reclamation LE officers for firearm proficiency testing. The LE officers had to qualify two times a year and on average there were 2 to 3 LE’s in service. The range was last used in 2011.
The main impact berm is approximately 90 feet long and has five target stands. Numerous handgun, rifle and buckshot bullets/pellets were visible on the face and the toe of the impact berm.
The berm is made up of primarily soft sands with some vegetation. Limited debris, including clay pigeons are visible around the impact berm. Mr. Lunderstadt also noted that the rifle qualifications were completed at a distance of 50 yards from the targets. The handgun and shotgun qualifications were done from less than 20 yards.

4.0 SITE INVESTIGATION ACTIVITIES
Field activities were completed between June 25 and June 30, 2015. Field methods used during the sampling were described in Ahtna’s sampling and analysis plan (SAP) dated June 9, 2015.
Field procedures were completed in accordance with the protocols documented in the SAP.
4.1 Soil Sieving and Sampling
4.1.1 Tulelake NWR
On June 25-27, 2015, the project team collected 103 soil samples in and around the firing range at Tulelake NWR. Soil samples consisted of five point composite samples collected from depths of 0 to 2 inches below ground surface (bgs) and 2-6 inches bgs. Each composite soil sample was then homogenized and field screened using a sieve shaker and a graduated sieve stack. During the sieving process, field staff documented the presence/absence of lead shot and lead fragments.
Table 1 provides a summary of the presence of lead shot and fragments from each grid and Figure 5 shows the location where visible lead shot/fragments were found.
Each of the soil samples was submitted for chemical analysis of total lead by Environmental Protection Agency (EPA) Method 6010. In addition, a single soil sample from the burn pile was also analyzed for volatile organic compounds (VOCs) by EPA Method 8260, Resource Conservation and Recovery Act (RCRA) 8 metals, polycyclic aromatic hydrocarbons (PAHs) by EPA Method 8270SIM and polychlorinated biphenyls by EPA Method 8082. Tables 2 through 6 summarize the results for the samples collected at the Tulelake range and Figure 6 shows the total lead results per grid area.
4.1.2 Stillwater NWR
On June 28-30, 2015, the project team collected 81 soil samples in and around the firing range at Stillwater NWR. Soil samples consisted of five point composite samples collected from depths of 0 to 2 inches bgs and 2-6 inches bgs. Most composite soil samples were then homogenized and field screened using a sieve shaker and a graduated sieve stack. During the sieving process, field staff documented the presence/absence of lead shot and lead fragments. Table 1 provides a summary of the presence of lead shot/fragments from each grid and Figure 7 shows the location where visible lead shot/fragments were found. Due to the presence of moisture in a number of samples the use of field sieving was not possible. Table 1 denotes the locations were the sieving of the samples was not completed.
Each of the soil samples was submitted for chemical analysis of total lead by EPA Method 6010.
Table 7 summarizes the results for the samples collected at the Stillwater range and Figure 8 shows the total lead results per grid area.

5.0 INVESTIGATION RESULTS
The following sections provide a summary of the results for both the Tulelake and Stillwater NWR firing ranges.
5.1 Visible Lead
At Tulelake, visible lead shot/fragments were identified in the grids near the former shooting line, the area between the shooting line and the target area, within the impact berm and the soils surrounding the berm. At Stillwater visible lead was primarily found in and around the impact berm and within 3 75-x75 foot grids located 200 feet down-range of the impact berm.
5.2 Analytical Results
The analytical results for Tulelake are summarized in Tables 2 through 6 and shown on Figure 5 and the analytical results for Stillwater are summarized on Table 7 and shown on Figure 8.
Appendix A contains a copy of the analytical data report.
For Tulelake, concentrations of lead above the California occupational ESL of 320 mg/kg were primarily found in the sieved samples from the impact berm. Comparing total lead results to the more conservative residential ESL (80 mg/kg) shows that the soil samples from the front of the target area contain elevated lead concentrations.
A site specific ecological risk value for lead was not calculated for the Tulelake site. The U.S.
Environmental Protection Agency (EPA) avian screening level for lead is 11 mg/kg and the mammal screening level is 56 mg/kg. The single sample collected from soil at the burn pile contained low level RCRA 8 metals, with arsenic detected at 41 mg/kg. The avian ecological screening level for arsenic is 43 mg/kg. The sample did not contain PCBs, VOCs or PAHs above the analytical method reporting limit.
For Stillwater, none of the sieved soil samples exceeded the residential cleanup level of 400 mg/kg.
A site specific ecological risk cleanup number was not calculated, but only two 50x50-feet grids had total lead concentrations that exceed the EPA avian screening value of 11 mg/kg.
6.0 PROPOSED CLEANUP ACTIONS
The following sections provide a brief summary of the proposed cleanup actions for both sites.
6.1 Tulelake NWR
Based on the analytical results and our recent discussions with the FWS, the proposed scope of work for the remediation of the Tulelake firing range will be determined based on the ability to fund the development of a site-specific lead cleanup value based on ecological risk. The following provides a description of the removal action process based on a cleanup of lead-impacted soil to the California ESL for residential receptors (80 mg/kg):

• Preparation of the necessary Removal Action Work Plan and Health and Safety documents.
• The use of a power screen or box screen to remove lead shot from grid areas where lead shot or fragments were encountered during the June 2015 field work. Based on the analytical results, most grid areas did not contain total lead concentrations that exceed the California ESL for residential use of 80 mg/kg. As such, the screening and removal of lead shot/fragments alone will serve as the chosen remedy to remediate the site to residential receptor levels for most of the site. In total, approximately 365 cy of soil containing lead shot/fragments would require excavating and screening followed by onsite management.
• Excavation, screening and disposal of limited soil from the former shooting berm is required to remove soil containing total lead concentrations above the 80 mg/kg residential receptor threshold. As such, portions of the berm and the soils surrounding the berm will need to be transported off-site for disposal at a Subtitle D landfill. The soil samples with the highest lead concentrations (T-I3-0_2 and T-I3-2_6) were analyzed for leachable lead using the toxicity characteristic leaching procedure (TCLP). The TCLP results were well below the Resource Conservation and Recovery Act (RCRA) limits for lead of 5 milligrams per liter (mg/l). As such the material should be accepted at the Klamath Falls Landfill in Klamath Falls, Oregon. Approximately 390 cy (550 tons) of soil would be disposed offsite.
• Removal and disposal of the burn pile material. We estimate that 14 cy (20 tons) would be removed from the burn area.
• Collection of confirmation soil samples from excavated areas. We estimate that approximately 40 soil samples should be collected and analyzed for total lead.
• Re-grading of the site using nearby borrow material. No imported backfill material should be required.
• The removal volumes listed above assume cleanup of the site will be to the residential ESL for lead of 80 mg/kg. Cleanup to ecological risk values would require the development of site-specific cleanup value based on ecological exposure pathways or cleanup to background soil concentrations.
6.2 Stillwater NWR
Based on the analytical results, the proposed scope of work for the remediation of the Stillwater firing range includes:
• Preparation of the necessary Removal Action Work Plan and Health and Safety documents.
• The use of a power screen or box screen to remove lead shot/fragments in grid areas where lead shot or fragments were encountered during the June 2015 field work. Based on the analytical results, none of the grid areas contained total lead concentrations that exceed the NDEP lead in soil cleanup level of 400 mg/kg. As such, the screening and removal of lead shot/fragments alone will serve as the chosen remedy for the majority of the site. In total, approximately 450 cy of soil will be excavated, screened and managed onsite.
• Excavation, screening and disposal of limited soil from the toe of the former shooting berm. Up to 75 cy of soil will be removed from grids D3 and E4. Removal of soils from

• Collection of confirmation soil samples from excavated areas. We estimate up to 25 soil samples will be collected and analyzed for total lead.
• Re-grading of the site. No backfill material will be imported.
