About this file
This presentation outlines a solicitation for temporary abandonment decommissioning services on the United States Outer Continental Shelf. The Bureau of Safety and Environmental Enforcement will award multiple indefinite delivery/indefinite quantity contracts to provide all necessary supplies, services, equipment, and personnel to perform well diagnostic testing, partial well decommissioning including downhole formation isolation, and platform preparation activities on 15 orphaned wells located in the Gulf of Mexico across three locations. Offerors must submit fixed price proposals by January 6, 2023. The government will evaluate proposals using best value tradeoff methodology and make awards to contractors that offer the best overall value, not necessarily the lowest price. The presentation provides details on procurement milestones, well locations and characteristics, required scope of work and task order requirements, applicable wage rates, instructions for requesting well data packages, and guidelines on small business participation and subcontracting plans.

Project Goal:
Safe and affective wellbore isolation. Elimination of risk from orphaned wells.
The Decommissioning Contractor(s) shall provide all management, supervision, labor, materials, supplies, equipment, accommodations, communications, transportation, dock services, etc. and shall plan, schedule, permit, coordinate, and assure effective performance of all RFP activities to meet BSEE and BOEM requirements.
The Contractor shall identify and obtain all requisite precondition items applicable for each place of performance. Precondition items include all permits, agreements, authorizations, notices, and stipulations from any BSEE, BOEM, other Federal, and/or State entity to be affected.
The Contractor shall provide lodging for a maximum of two BSEE contracted personnel.
Seed Task Order Highlights (Matagorda Island):
Platform ‘Make Safe’ Operations shall include but is not limited to the following:
• Perform Initial Site Visits and Platform/Well Assessments.
• Ensure platform is safe to perform well diagnostic testing including wellbore components and other hydrocarbon sources
• Determine if platform is safe to perform future well decommissioning operations
• Ensure Navigational Aids are working properly and are operational
• Ensure proper means of egress
• Ensure all Pipeline Valves are Closed
• Address personnel safety equipment such as Life Saving and Firefighting equipment while on board
Well Diagnostic Testing shall include but is not limited to the following:
• Conduct annular pressure readings and perform Bleed Down/Build Up diagnostics where required per 30 CFR § 250.519-531 and additional annular diagnostic tests where needed to diagnose integrity between tubulars
• Conduct testing of the surface safety valves (SSV) installed above the manual master valves in the vertical run of the trees per 30 CFR § 250.820 (except on well D002)
• Conduct testing of the downhole valves per 30 CFR § 250.880 (except on well D002)
• If diagnostic indicate that a Formation Injectivity Test can be conducted, this test must be conducted to determine if a downhole formation isolation cement plug can be set by the way of the squeeze method (except on well D002)
Seed Task Order Highlights (Matagorda Island) continued:
Partial Well Decommissioning (Downhole Formation Isolation) except for well D002:
Whether or not downhole formation isolation is to be conducted is dependent on the results of the diagnostic testing conducted.
• If diagnostic testing indicates injection and wellbore downhole formation isolation can be achieved, then the contractor must squeeze the open formation with cement per 250.1715(a)(3)(i).
• Option: If diagnostic testing indicates injection and wellbore downhole formation isolation cannot be achieved per 250.1715(a)(3)(i), then the contractor must attempt to set one downhole isolation plug per 250.1715(a)(3)(ii), 250.1715(a)(3)(iii)(A-E), or otherwise approved by the BSEE Lake Jackson District via a wireline spread.
• If the contractor runs into technical issues while attempting to set a downhole formation isolation plug in the wellbore via a wireline spread, then the BSEE Lake Jackson District must agree that all attempts have been exhausted in setting this plug before demobilization from the well is conducted.
• If the downhole isolation plug is not set via wireline due to technical issues within the well, then the government reserves the right to deduct funds from agreed upon amount on work that was not conducted.
• In the event a wellbore downhole formation isolation plug cannot be set per the above bullets, then the well must be properly secured, and the contractor must conduct safe demobilization from the well/platform.
SEED TASK ORDER PRICING SHEET
NOTE: A Seed Task Order Pricing Sheet must be completed for each contract year. Seed Task Order Pricing Sheet Contract Year one (1) will be considered for award as the Seed Project. Seed Task Order Pricing Sheets for Contract Years two (2) through (5) will be used for evaluation purposes only in accordance with RFP Section M.5, Cost/Price Evaluation.

PROCUREMENT EVALUATION AND METHODOLOGY
The Government will be procuring decommissioning services utilizing an evaluation and negotiation methodology called Source Selection Best Value Trade Off, found in Federal Acquisition Regulation Part 15 (https://www.acquisition.gov/far/part-15). This method allows the government to award contract(s) to Prime firm(s) that have not necessarily submitted the lowest priced offer, but through the evaluation process, their proposal represents the best value to the Government and is deemed a fair and reasonable price.
STANDARD FORM 1442 (Page 2) Blocks 14 – 20c Must be fully completed by Offeror when proposal is submitted
THE PRIME FIRMS
Prime Firms (Contractors) are the firms that will be awarded a contract and have the primary responsibility for completing the work associated with task orders awarded to them.
• Government has a contract relationship with the Prime Firms ONLY.
• Prime Firms have a contractual relationship with their subcontractors. The Prime Firms are responsible for hiring, coordinating, and managing ALL work performed by the subcontractors. If there is a problem with a subcontractor, the government will work directly with the Prime Firm to resolve any concerns.
PRIME FIRM RESPONSIBILITIES

A. Bid Bond (Bid Guarantee): It provides assurance to the project owner that the bidder has the expertise and wherewithal to finish the job once you are selected after the bidding process. This bond is submitted along with your firm’s proposal. The bid guarantee amount shall be at least 20 percent of the bid price or $3 million; whichever is less.
B. Payment Bonds: A surety bond which guarantees that a contractor or subcontractor will pay their subcontractors, material suppliers or laborers for the work and materials provided. Bond value will be 100% of the Awarded Contract Value.
C. Performance Bonds: A surety bond issued by an insurance company or a bank to guarantee satisfactory completion of a project by a contractor. Bond Value will be 100% of the Awarded Contract Value.

ii. The Prime Firm is responsible for paying subcontractors timely. If the prime does not pay their subcontractor, the subcontractor can contact the Contracting Officer to obtain a copy of the payment bond. The sub will be able to file a claim with the bonding company for payment.
PROCUREMENT INTEGRITY
I. During the Solicitation Process Prospective Offerors shall send all communications to the Contracting Officer Only. There is to be no communication with any other government employee or official regarding the solicitation.
II. Proposals will be evaluated only by persons on the Evaluation Board (voting/non-voting members (advisors)) and the Contracting Officer. All board members will sign a conflict-of-interest statement and a non-disclosure agreement. Should any procurement sensitive information be discussed with persons not authorized, the procurement may be cancelled after a procurement integrity violation investigation has been conducted.

The Contractor should not proceed with additional work unless a modification has been executed.
