Question and Answer Solicitation 140D8121R0005 Exclusive Use T3 Fire Helicopter for BLM/AFS

16 Sep 2021 at Amendment 0004

Question 1. Is the payload of 900 at 25 degrees and 7000’ the minimum or is that a target? Seems high for an Alaska contract?

Answer 1. Requirement remains as-written, a minimum. Responses to past solicitations indicated the ability of vendors to propose acceptable aircraft that meet the Q1/solicitation performance spec. The payload may seem high for AK; however, these ships on average spend 30-60 days in the lower 48 each year.

Question 2. Just to confirm, there is no requirement for TCAS,TAS,TCAD (B7.6.7)? Amend #3 appears to have removed this requirement?

Answer 2. Yes, Amendment 0003 removed requirement B7.6.7 entirely; therefore, is not a requirement.

Question 3. Just need to clarify B6.21.1 note. Does an AS350B3e need to have both sides with “squirrel cheeks” with old standard doors? Or would a sliding door on passenger side with squirrel cheek on the pilot side with a utility basket on the passenger side meet the requirements?

Answer 3. Squirrel cheeks are required on left and right sides, and a basket. BLM wants the ability to utilize both configurations as needed. It is understood that with the basket on, one side with cheeks will have use limitations. Solicitation section B6.21.1 is revised as follows, simple change highlighted red.

Revised B6.21.1 15-cubic-foot baggage compartment within the aircraft fuselage specifically designed to carry cargo separate from the cabin.

Note: Requires rear bulkhead modification required on some models of aircraft. Example: Baggage compartment extender.

Note: AS-350 series aircraft must be configured with the Eurocopter Canada “Squirrel Cheeks” that open forward: (350-200814 – LH and 350-200824 – RH, or equivalent)

Question 4. Is the shorter “57”” basket desired or would the longer 92” basket meet the requirement for B6.21.2?

Answer 4. The 57" is the desired length of the basket. At or near a 92” length of basket would not be acceptable.

Question 5. Is this contract a continuation of an existing contract? If so, can you provide current and historical pricing?

Answer 5. Solicitation 140D8121R0005 is intended to result in award of a contract that is a follow-on to D17PC00299. That predecessor contract with content can be researched in the public internet domain.
