The purpose of this amendment is to provide answers to questions asked by potential offerors, and to update the portion(s) of the solicitation affected by the answers to these questions. Each question, as well as the answer thereto, is provided below. In addition, all pages of the solicitation impacted by the answers have been updated, and are provided below.

4. A copy of the first page of your SAM registration which indicates your current SAM registration status (See D4.4).
5. A completed copy of Offeror’s Miscellaneous Information (Exhibit E-1) (See D4.5).
6. Completed Aircraft Questionnaire (Exhibit E-2) with required documentation for EACH aircraft offered (See D4.6).

Specifications, Part 135 demonstrating authorization to operate in the category and class of aircraft and under flight conditions required by this contract per B2.1 (See D4.7.1).

QUESTIONS & ANSWERS

QUESTION 1: Are we able to bid with an aircraft that we are in the process of purchasing and getting added to our 135 certificate, page D085, or must it already be listed?
ANSWER 1: Per D4.7.2, the proposed aircraft must be listed on the D085. For aircraft not listed, Section C25 allows for adding aircraft post award.
QUESTION 2: With all of our aircraft likely requiring modifications to meet the upcoming USFS MATOC solicitation, we are trying to nail down the specific weights of all the added pieces that they are requiring. With the DOI contract due October 28th, we will probably be estimating our weight increase which is subject to change if the USFS contract gets protested, thrown out or modified during the bid process. Does DOI have any wiggle room on weight after award since we really don’t know yet what is going to be required in the final RFP for the
USFS?
ANSWER 2: An estimated weight is acceptable for proposal. All calculations showing the estimated empty weight must be provided. The contract aircraft must continue to meet all minimum requirements throughout the contract.
QUESTION 3: Confirm that DOI will apply the Economic Price Adjustment to the submitted pricing and will DOI make the EPA adjustments available to the vendors?
ANSWER 3: Please see “ECONOMIC PRICE ADJUSTMENT – FUEL” on Page 14 of 111, as well as Section C24 “Economic Price Adjustment – Fuel” which breaks down all of the details of the EPA and how adjustments will work post-award.
QUESTION 4: Confirm the pricing for the daily availability rate should include the operational cost for salaries, logistical and administrative support. The pricing should be entered on page 8 on form A2, Items 3 and 4, Pricing 4 or 5 Passenger Seat Aircraft, Section -Daily Availability price per day - C34.
ANSWER 4: In accordance with Section C34, the pricing for the daily availability rate should include all fixed and variable costs (i.e. depreciation, salaries, overhead, annual inspections, permanent shop facilities, subsistence, etc.) incurred in providing continuous service exclusive of those costs directly attributable to actual flight. The pricing page that you fill out will depend upon the number of passengers that the aircraft you are proposing can carry. For example, if you are offering a helicopter with 4-passenger capacity, you will fill out the “A2 ITEM 3” Pricing Sheet; and if you are offering a helicopter with 5-passenger capacity, you will fill out the “A2 ITEM 4” Pricing Sheet. (Please read Section A2.2 Item 1 carefully).

QUESTION 5: Confirm the project flight rates as shown on page 15 of 111, should only include the fixed hourly rate pricing, including fuel, as shown on Exhibit A-1. The pricing should be entered on page 8, form A2, Item 3 and 4, Pricing 4 or 5 Passenger Seat Aircraft, Project Flight Rate – C35.
ANSWER 5: In accordance with Section A2.1 “Notes for Completing Pricing Schedules”, Project flight rates should be bid wet, with fuel for flight services in the Lower 48 States. All fuel shall be provided by the contractor.
Also, in accordance with Section C35, The project flight ate with/without fuel truck should include all fixed and variable costs (depreciation, overhead, annual inspections, permanent shop facilities, etc.) as well as costs directly attributable to actual flight that will be incurred in providing continuous service subject to the payment as specified herein. Exhibit A-1 does not apply to the Project Flight Rate (P30 & P31), but rather a fixed hourly flight rate, which is set by the Government and is exclusively accompanied by the daily availability rate (See Section C34.4). The pricing for Project Flight Rate should be entered on the appropriate Pricing Sheet in Section A2 (See Section A2.2 and answer to Question 4 above for examples).
QUESTION 6: Can you please explain more in detail on the Exhibit E-5 number 13? It references to sending the OP Specs but those are already requested in number 10. Also, number 13 states to see D4.10 but that refers to the information for the PPIS.
ANSWER 6: Item 13 within Exhibit E-5 has been deleted via Amendment 1.
QUESTION 7: Can you please clarify the statement in Section D3.3 that says, “Proposals shall have separate files for EACH required document and NOT one large document.” as it relates to vendors proposing more than one aircraft?
ANSWER 7: If proposing multiple aircraft, offerors should submit the required documentation for EACH aircraft proposed, but should provide a separate file for EACH required document (i.e. Exhibit E-2, Exhibit E-3, and Current Weight & Balance Report). For example, an offeror proposing four (4) different aircraft would submit their proposal as follows:
Exhibit E-2 “Aircraft Questionnaire”: Provide a single file with all four (4) Aircraft Questionnaires (1 for each aircraft proposed). Do NOT provide four (4) separate files, each with its own Aircraft Questionnaire. The same process should be followed for Exhibit E-3 and the Weight & Balance Reports.
