Answers to Questions received in response to Solicitation 140D8020R0001 BIA Type III Helicopter, Exclusive Use, Whiteriver, AZ and Window Rock, AZ
RFP 140D8021R0001 Amd 01
Question 1:
Section: D Page: 74 Paragraph: D3.2
Will only email responses be accepted, no CDs or USBs? If the solicitation response is emailed can it be in a zip (compressed) file?
Answer 1: Proposals shall be submitted via email pursuant with Section D3; further, compressed files attached to the email are acceptable. As a reminder, Section D3.2 also provides, “Depending on the size of the files, multiple emails may be required to ensure proper receipt of all volumes.” CDs or USBs will not be accepted.
Question 2:
Section: D Page: 75 Paragraph: D4.10
Section D4.10 reads “A complete electronic copy of your operations specifications. DVD or CD only, not USBs will be accepted.” Is it a requirement to submit our full Part 135 Operations Specifications? If so, and since we are submitting this proposal via email, how or what format would you like operations specifications to be submitted as it is a pretty large PDF document?
Answer 2: Proposals shall be submitted via email pursuant with Section D3. Section D4.10 has been amended as follows:
D4.10 A complete electronic copy of your operations specifications. DVD or CD only, no USBs will be accepted.
Question 3:
Section: D Page: 74/75 Paragraph: D3.3/D4.10
In Paragraph D3.3 it states that "Proposals shall be submitted via email to Maile Nichols at mailenichols@ibc.doi.gov." Paragraph D4.10 on Page 75 states "A complete electronic copy of your operations specifications. DVD or CD only, no USBs will be accepted."
Does the CD/DVD have to be mailed and received by the date and time stated in Box 8 of the SF1449? I am curious because of the verbiage in D3.3 that says all Proposals shall be submitted via email? Would you please let me know how to proceed?
Answer 3: Proposals shall be submitted via email pursuant with Section D3. Section D4.10 has been amended as follows:
D4.10 A complete electronic copy of your operations specifications. DVD or CD only, no USBs will be accepted.
Question 4:
Section: D Page: 74/75 Paragraph: D3.2/D4.10
Section 3.2 indicates that one (1) electronic copy of the bid should be submitted via email and the CO shall acknowledge receipt of the emails. Section D4.10 then asks for company Operations Specifications to be submitted on a DVD or CD only which must be done via mail.
Can you clarify that you do not want a physical printed and tabbed copy sent via mail and do you want operations specifications (DVD or CD) sent to you via mail per Section D4.10 ?
Answer 4: Proposals shall be submitted via email pursuant with Section D3. Section D4.10 has been amended as follows:
D4.10 A complete electronic copy of your operations specifications. DVD or CD only, no USBs will be accepted.
Question 5:
Section: A Page: 8-13 Paragraph: A2
Does the Offeror propose the flight hour rate?
Answer 5: Yes, the Offeror proposes the flight hour rate.
Question 6:
Section: B Page: 17-18 Paragraph: B6.21/ B6.21.2
If the cargo compartment principal requirement is 'internal or external capable of accommodating 58-inch long shovels, rakes, and other tools’, why is the Government specifying an 89” minimum length cargo basket ONLY for AS350?
Answer 6: The "Note" was intended to provide a known example of a cargo basket that would meet the minimum requirements. For clarity, B6.21 has been amended as follows:
B6.21 Cargo compartments, internal or and external capable of accommodating 58 inch long shovels, rakes, and other tools as specified below:
For internal:
B6.21.1 15-cubic-foot baggage compartment within the aircraft fuselage specifically designed to carry cargo separate from the cabin.
Note: Requires rear bulkhead modification on some models of aircraft.
For external:
B6.21.2 Cargo basket with a minimum length 89 inches. An externally side-mounted basket constructed with tubular frame and expanded metal incorporating a locking lid to secure cargo, capable of accommodating 58-inch long shovels, rakes, and other tools.
Note: AS350 Aaircraft must be equipped with a cargo basket such as the Dart Heli-Utility basket (Minimum length of 89” with a 300 lb capacity) or equivalent.
All construction methods must be as prescribed by Advisory Circulars 43.13-1B and 43.13-2B or other FAA approval.
Note: Basket/rack must be quick attach/detach.
Question 7:
Section: B Page: 18 Paragraph: B6.21.2
What are the cargo basket size, minimum length and capacity requirements for Type III helicopter models other than AS350 ?
If there are no requirements other than ‘an externally side-mounted basket constructed with tubular frame and expanded metal incorporating a locking lid to secure cargo’ for all Type III models other than AS350, why are there only explicit specifications for AS350 cargo baskets [including the mention of a specific manufacturer and model]?
Is the detailed requirement for AS350 external cargo basket intended to indicate preference for one model Type III helicopter over another?
Answer 7:
See Answer 6. The minimum length and capacity requirements are the same for all aircraft. The "Note" was intended to provide a known example of a cargo basket that would meet the minimum aircraft requirements.
