About this file

This is a Questions and Answers (Q&A) document for a Request for Quotation (RFQ) for Building Cobblestone Ramp Repairs at the Department of the Interior Udall Building in Washington, D.C.

The RFQ involves restoration of cobblestone ramps (Ramps A, B, C, and D) totaling approximately 1,104 square feet for Ramp D, with work requiring compliance with the Secretary of the Interior's Standards for the Treatment of Historic Properties, applicable GSA P100 requirements, and accepted historic masonry practices. The scope includes careful documentation, removal, cleaning, protection, and resetting of existing cobblestones in their original pattern, matching existing mortar, joint profiles, color, texture, and workmanship. Existing ramp grates and grate frames are included in the work scope, while the cobblestone loading-dock area, damaged adjacent concrete, and other metal appurtenances remain excluded. Contractors must submit a 4-foot by 4-foot field mock-up for approval, which will serve as the workmanship and visual acceptance standard. The Government intends to award on or before September 23, 2026, with a revised closing date accommodating a minimum of five business days for proposal submission following Government responses to contractor inquiries. A bid bond/guarantee is required. The price proposal must be submitted separately from the technical proposal (five-page limit, excluding schedules and attachments). One qualified individual may perform superintendent, site safety and health officer, and quality control responsibilities if meeting all position qualifications and remaining onsite during construction. The Government will identify limited staging and laydown areas, and each ramp will be 100 percent shut down during appropriate phasing phases.
