About this file

This is a Questions and Responses document for Solicitation Number 140D0426Q0401, a bronze door restoration project at the Stewart Lee Udall Building issued by the Department of the Interior's Interior Business Center. The document addresses four key inquiries from potential bidders regarding project execution and contract requirements.

The responses clarify critical project parameters: contractors are not permitted to conduct pre-bid mockups but must perform a mockup as part of the Performance Work Statement to assess whether the cleaning approach could damage the underlying patina, with project scope adjustable to gentle cleaning if damage risk is identified; no bonding requirements (bid bond or performance and payment bonds) are required as this is classified as a commercial service; work schedule restrictions are addressed in the revised Performance Work Statement; and the contract is subject to the Service Contract Act rather than Davis-Bacon requirements, with wage determination details available under FAR 52.222-24. The document indicates that Amendment 0001 updated the Performance Work Statement, provided these Q&A responses, and extended the solicitation closing date and time.

1Can the bid date be extended so we can perform a test to verify if the underlying patina would be damaged or not?No pre-bid mockup. Contractor will be required to do a mockup as outlined in the Performance Work Statement. If the mockup indicates the cleaning approach could damage the patina, then minimizing the project to a gentle cleaning would be appropriate. See revised closing date and time.
2I see no bonding requirements in the solicitation documents. Will we need to provide a bid bond and P&P bonds if awarded the contract? This requirement is considered to be a commercial service, no bonding requirements are needed.
3Will work be permitted during weekends, or are there any restrictions regarding work schedule?See revised Performance Work Statement.
4Is this project subject to Davis-Bacon (Certified Payroll) requirements or considered a Service Contract?Service Contract Act is required as part of this solicitation and subsequent award. Please see information under FAR 52.222-24 for the latest Wage Determination.
