About this file

This document is a Questions and Answers (Q&A) file addressing contractor inquiries regarding a federal laboratory analysis services procurement.

The government is seeking laboratory analysis services for multiple analytical methods and compounds, with flexibility in pricing structure. Contractors may list cost per additional element for multi-element profiles and cost per additional analyte for NIOSH 1501 compounds (limited to benzene, toluene, ethyl benzene, and xylenes) and aldehydes (focused on formaldehyde and acrolein). Detailed pricing must be submitted using the "Detailed Cost Estimate" tab on Attachment 2 Pricing Schedule, broken down by sample and analytical method. The analysis methods encompassed include N0600, 7500, 7903, 7300, 5040, TO15, TO17, 6004, 6010, 1501, 20165, OSHA 52, and N5506. Reporting of results is acceptable in PDF or Excel formats; CSV format is not required. This is a new project with no incumbent contract; the government previously procured these services through Government Purchase Card transactions. The government has no in-house instrumentation and requires contractors to provide all sample collection equipment. Equipment rental fees should be itemized separately as optional cost breakouts because requirements vary—for example, flow control valves on canisters will not always be needed.

Questions

1. Is there a common list of elements typical for multi-element profiles or should we just list cost per additional element as it could vary? Response – Listing cost per additional element is acceptable.

2. Similar type of question for Questions 1for NIOSH 1501 compounds and aldehydes?

Response- For 1501, it will only be for benzene, toluene, ethyl benzene, and xylenes.

For aldehydes, we are focused on formaldehyde and acrolein, but please include a cost per additional analyte if that’s possible.

3. Do you have a specific format needed for the CSV reporting or can we just provide our results in PDF and Excel formats? Response – PDF and Excel are acceptable.

4. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in. Response – This is a new project; these services were previously procured through the Government Purchase Card.

5. For pricing – there is only 1 block for unit fees – but there are many different analysis options – such as N0600, 7500, 7903, 7300, 7500,5040, TO15, To17, 6004,6010, 1501, 20165, OSHA 52, N5506, etc; What is the best way to give unit fees for each of the different methods/analytes? Response – On Attachment 2, Pricing Schedule, there is a tab labeled “Detailed Cost Estimate;” please use this tab for detailed pricing per Sample.

6. Does the Government have the instrumentation for EPA TO-25C – only TO15 and TO17? Response – We have no instrumentation in-house and would require the lab to provide any equipment needed for sample collection. Rental fees for the equipment are assumed to part of the cost but we would prefer those fees be listed as an optional breakout of the projected cost because we will not always require flow control valves on cannisters, for example.
