About this file
This document is a Single Source Determination form for a federal contract issued by the Department of the Interior (DOI), specifically the International Technical Assistance Program (ITAP). DOI-ITAP is seeking urgent scientific and technical support for data analysis activities funded by the Department of State, running from 12/31/2025 to 08/30/2026. The contract will exclusively use Deloitte & Touche, LLC as the sole source provider due to their existing knowledge of the Petrel Energy and Production (E&P) Software Platform, which is critical for the project and not easily replicable by other vendors.
The justification for single-source selection centers on two key factors: urgency and brand-specific software requirements. Deloitte has previous involvement with sensitive Ukraine project activities and continues to engage with Ukrainian counterparts through a State Department contract. Market research confirmed that alternative software providers cannot match the comprehensive capabilities of the Petrel E&P platform, which integrates geological, geophysical, and reservoir engineering workflows. The contract aims to facilitate the team's access to the cloud-based tool and provide associated technical services to complete jointly planned activities, with an estimated value that is redacted in the document.

AUTHORITY: FAR 13.106-1(b)(1)
(PR/SOL/CONTRACT #)__TBD________________
1. Contracting activity/agency. Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), Office of International Affairs (INT), International Technical Assistance Program (ITAP)
2. Description of supplies or services required to meet agency needs. DOI-ITAP is soliciting urgent scientific and technical support of jointly organized data analysis activities, funded by the Department of State, from 12/31/2025 – 08/30/2026. The team has multiple assessments planned for Fiscal Year 26 that require technical support, using data only accessible through Brand Name Petrel Energy and Production (E&P) Software Platform tools, which DOI-ITAP has no experience in using. We need a contracted partner, Deloitte, for its inherent knowledge already utilizing this unique software on another foreign support contract, to facilitate the team’s access to the cloud-based tool and to provide associated technical services to ensure the completion of our jointly planned activities. Estimated value is .
3. Identification of the single source to be solicited. Deloitte & Touche, LLC
4. Reason for authority cited. The contracting officer has determined the circumstances of the contract to deem only one source reasonably available.
x Urgency – The nature of the requirement has been deemed urgent and following competitive procedures would result in unacceptable delays and additional costs.
Labor costs to facilitate the software is approximately .
Exclusive Licensing Agreement x Brand Name – Petrel (E&P) Software tool is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. This justification covers the Software cost, which is approximately
