About this file
This document is a Questions and Answers (Q&A) attachment for a federal contract opportunity for Enterprise Building Control System Installation Services (Solicitation Number: 140D0425R0070). The single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract involves installing turnkey building control systems across approximately 200 project sites nationwide, ranging from Guam to Connecticut. Key requirements include personnel obtaining Army Reserve Common Access Cards, completing AT/OPSEC training, and possessing Tridium Niagara N4 TCP certification.
The procurement allows partnerships between large and small businesses, with vendors required to submit labor rates and product pricing schedules. Evaluation will focus on past performance, technical capabilities, and the ability to manage geographically dispersed integration sites. Vendors can submit CPARS in lieu of reference letters, and the government will consider experience managing multiple integration sites. Labor categories and product lists can be modified post-award through contract modifications. The NAICS code for this opportunity is 561210, and the soliciting agency is the Department of the Interior Departmental Offices Interior Business Center.

| Question | Answer |
| We are not a small business (less than $19M or $47M) but will be partnering with a Veteran |
Owned Small Business to conduct this project. Is this acceptable? What agreements are needed
| to meet your requirements? | A small business prime contractor may use large business subcontractors, but any such arrangements must be in compliance with Fedearl Acquisition Regulation (FAR) Clause 52.219-14 "Limitations on Subcontracting" which applies to this procurement. (see https://www.acquisition.gov/far/52.219-14) | |
| This looks like a $30M IDIQ with ~200 project sites, throughout the country, how does a small | ||
| business staff this appropriately? | The staffing and busienss structure are that will be developed to meet the needs of this requirement are entirely up to the discretion of the vendor. | |
| In lieu of reference letters to our clients, can we provide the CPARs from those projects? | Yes, a final CPARS is permissible in lieu of a refernce letter or Past Performance Questionnaire | |
| What kind of pricing is the Army looking for? | See Section 4 of the RFP Volume II "Price Propsoal" and Section 6 Factor 3 "Price." | |
| Can you provide a cost form for us to fill out? Or specifically what costs you want submitted? | In accordance with the RFP, vendors are required to provide labor rates and a product schedule to include pricing. Discounts from base commerical rates are encouraged. | |
| Can you clarify the IDIQ scope? The SOW seems to define the program and the assessment | ||
| phase but does the Army want a full turn key BAS solution (design-build installation)? | This requirement is for the installation of full turnkey solutions. | |
| Please clarify the NAICS code this RFP is issued under. The SF1449 indicates a NAICS CODE: 238210, the RFP document indicates NAICS Code of 561210. | The NAICS Code is 561210. Please disregard the NAICS code listed on the Standard Form 1449. | |
| Can you confirm if our personnel accessing the EBCS server will require any specific certifications or security authorizations? Additionally, are personnel conducting installations required to have any security clearances? | All personnel performing integration work must obtain an Army Reserve Common Access Card (CAC) and have a signed Form 2875 to gain acccess to the EBCS server and Army Reserve Network. Personnel performing field work must, at a mimimum, complete AT/OPSEC training as outlined in the SOW. All technicians and integrators must possess Tridium Niagara N4 TCP certification. | |
| The evaluation factor for past performance is based on recency, relevancy, and quality. As this is a single award IDIQ, the program requires concurrently delivering projects (at times), in the base year alone, in 88 different sites/locations, and geographically dispersed from Guam to Connecticut, will the Government also consider documented experience in managing a quantity of integration sites and dollar size of contract under management as well? | Yes, such experience would be considered as part of the Technical Capabilites and Approach evalaution factor. | |
| Can the Government confirm the pricing submission consists of a rate list for any possible labor categories and products deemed necessary to perform at the task order level. | This is correct, the Government is requesting labor rates and a price list of products that a vendor anticipates installaing as part of a this potential ID/IQ. | |
| Will the offeror have an opportunity to add labor categories deemed necessary after award? | Adding additional labor categories and products would be considered on a case by case basis via contract modification. | |
