21/B6.34 Does the contract still require an additional electrical power supply source, which shall be an auxiliary electrical system that provides power equal to or greater than 15kVA with a surge capability of 20kVA. A MIL-STD connector, rated at 50-60 amps continuously, and shall be easily accessible from the cabin?
Equipment requirements are as stated in Section B6 of the current solicitation.
2 B2 14/B2.5 Does "the contractor shall maintain a satisfactory Air Mobility Command (AMC) certification for carrying Government passengers/cargo during the contract period", mean that the contractor must be a Commercial Airlift Review Board (CARB) certified DoD air carrier?

3 C 51-52 FAR Clause 252.232-7007 - Limitation of Government's Obligation “Tailored” states that “Part (a) of the provision states that Incrementally Funded lined items SHALL be obligated and deobligated unilaterally by the CO.” This is change in the new solicitation and is in contrast to current requirements that deobligating funds requires bilateral modification (both CO and contractor approved). Can FAR Clause 252.232-7007 be reverted back to the original clause verbiage, which is advantageous to both the government and the contractor?

4 B10 23/B10.2.4 B10.2.4 An FAA competency check, completed in accordance with 14 CFR Part 135.293 in the same make and model as the contract aircraft, within the previous 12-month period.
Question: B2.1.1. requires the aircraft to be certificated for IMC. B10.2.1 mandates the pilot possess a rotorcraft-helicopter rating and B18.11 outlines weather criteria below VMC minimums.

VFR flight unless that person holds:
(1) The appropriate aircraft category, class, type (if a class or type rating is required), and instrument rating on that person's pilot certificate for any airplane, helicopter, or powered-lift being flown;
(2) An airline transport pilot certificate with the appropriate aircraft category, class, and type rating (if a class or type rating is required) for the aircraft being flown;
14 CFR Part 135.297 states “No certificate holder may use a pilot, nor may any person serve, as a pilot in command of an aircraft under IFR unless, since the beginning of the 6th calendar month before that service, that pilot has passed an instrument proficiency check under this section administered by the Administrator or an authorized check pilot”.
B2.1.1 only requires the pilot to complete an FAA 293 competency check. Does the government require the pilot to complete a semi-annual 297 instrument proficiency check in order to operate in weather conditions below
VMC?
As a result of the questions and answers above the following changes are made to the solicitation:
1. B2.5 is updated to read:
B2.5 The Contractor shall obtain within three months of contract award and maintain a satisfactory Air Mobility Command (AMC) certification Commercial Airlift Review Board (CARB) for carrying government passengers/cargo during the contract period, including option years.
2. 52.212-4 ALT I Contract Terms and Conditions – Commercial Items Addendum section (a)(xx) is updated to read:
xx. AMC Inspection. Prior to carrying Department of Defense (DoD) personnel or cargo, aircraft services, contractor facilities, and pilots must be inspected and certified by the U.S. Air Force, Air Mobility Command’s (AMC) “Air Carrier Survey and Analysis Office”. The Government, at its option, reserves the right to schedule and conduct AMC inspections of contractor personnel, aircraft, and facilities prior to carrying DoD passengers during any contract period(s), including options. If the offeror is unable to obtain AMC certification within three months of award, the Government may terminate the contract for cause. If an offeror is already certified for aircraft operations by AMC, a copy of the certification shall be submitted to the Contracting Officer. The Government may terminate this contract for cause if the contractor fails to maintain AMC Certification during the performance of this contract.
3. D3.5.5. Tab E – Concept of Operations Plan is updated to read:
D3.5.5. Tab E – Concept of Operations Plan.
The proposal shall contain a detailed Concept of Operations Plan (COOP) that describes how the offeror shall support this requirement. Plans shall demonstrate the offeror’s understanding of the details on mobilization of aircraft, equipment, and personnel, as well as staffing levels, schedules, and concept of day to day operations.
The proposal should include the following information:
1. The overall management structure and pilot capabilities of the offeror’s proposed technical approach to include relationships within the organization and its subcontractors. Contract management approach and how it aligns with requirements for all required support services. This should include an explanation of their approach to management and status reporting deliverables as well as the stating they have an AMC CARB certificate or their plan to obtain one within three months of award.
2. Discuss the offeror's plans for conducting the flight services required by the specifications.
3. Discuss the offeror’s plans for safety and control plans.
4. Discuss the teaming agreement and roles and responsibilities (if applicable)
4. DFARS 252.232-7007(a) is updated to read:
All task order line item(s) are incrementally funded. Only the total obligated price of a task order is available for payment.
5. B10.2.4 is updated to read:
An FAA competency check, completed in accordance with 14 CFR Part 135.293 in the same make and model as the contract aircraft, within the previous 12-month period and an FAA competency check, completed in accordance with 14 CFR Part 135.297 in the same make and model as the contract aircraft, within the previous 6-month period.
6. B2.1 is updated to read:
B2.1 A Federal Aviation Administration (FAA) Air Carrier or Operating Certificate which authorizes the contractor to operate in the category and class of aircraft and under flight conditions required by this contract (e.g., rotorcraft, visual flight rules (VFR) and instrument flight rules (IFR) day/night, nine passengers or less, and cargo, including carriage of passengers extended over-water flights).
7. Add B6.33:
B6.33 Configured for two pilot IFR operations.
8. Add B7.2.6:
B7.2.6 The contract aircraft will be certified for flight under instrument flight rules (IFR), the aircraft's static pressure system, altimeter instrument system, and automatic pressure altitude reporting system must be maintained in accordance with the IFR requirements of 14 CFR Part 91.411 and inspected and tested every 24 calendar months, as specified by 14 CFR Part 43, appendices E and F.
9. Add B7.4.7 and B7.4.8:
B7.4.7 Portable Aviation GPS units, GPS tablets, or mobile GPS device systems will not be used for aircraft primary navigation in aircraft conducting IFR operations.
B7.4.8 The aircraft must be equipped with the navigational equipment required for IFR operations as specified in 14 CFR 135.165, including, but not limited to, the following:
B7.4.8.1 Two VHF, VOR/LOC aeronautical navigation receivers with indicators (NAV-1, NAV-2), each with a minimum of 100 navigation receive channels.
B7.4.8.2 One glideslope (GS) system, with a minimum of 40 receive channels.
B7.4.8.3 One marker beacon receiver system with three-light indicator must be installed. The audio warning must be provided to the flight crew’s earphones. The marker beacon receiver system is not required, if the aircraft is equipped with approved substitute equipment as described 14 CFR 91.175 (k).
Note: 14 CFR 91.175 (k) Approved substitute equipment is described as compass locator; precision approach radar (PAR) or airport surveillance radar (ASR); DME, VOR, or nondirectional beacon fixes authorized in the standard instrument approach procedure; or a suitable RNAV system in conjunction with a fix identified in the standard instrument approach procedure.
10. D3.2 Tab (C) 1.a. is updated to read:
a. 14 CFR Part 133 and 135 Operation Specifications A003 (Aircraft Authorization), demonstrating authorization to operate in the make, model, and series of the proposed aircraft and under flight conditions required by this solicitation per B2.1 (rotorcraft, VFR and IFR day/night, eight passengers or less, and cargo, including carriage of passengers extended over-water flights).
11. D 3.5.3 Tab C 1.a. is updated to read:
