About this file

This document is a Questions and Answers (Q&A) file for a design-build contract related to concrete repairs in a parking garage. The solicitation is a Lowest Price Technically Acceptable (LPTA) procurement involving concrete slab and parking spot repairs. Key details include a design-build approach where the contractor is responsible for design details, with no licensed structural engineer requirement. The project will involve phased construction, with a maximum of 10 parking spaces taken out of service at any given time. The technical proposal is limited to five pages and must include a tentative project schedule. Design submissions will consist of an initial inspection report, shop drawings for proposed repairs, and a final inspection report, following GSA PBS Interim Core Building Standards. The existing garage floor has an Essential Industries Pantheon Concrete Sealer, and there are various concrete spalling and cracking issues to be addressed across the parking spots.
