SECTION 1 – INTRODUCTION

1.1 General

The Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), on behalf of the Office of the Secretary, Indian Arts and Crafts Board (OS/IACB), seeks to acquire professional construction services for the removal and replacement of specific sections of the sidewalk and stoop at the Museum of the Plains Indian. The project encompasses all required site preparation and associated work necessary to restore the impacted areas.

1.2 Set-Aside Information

AQD is issuing this competitive Request for Quote (RFQ) to establish a single Firm-Fixed-Price (FFP) purchase order for professional construction services. This requirement is set aside exclusively for Small Businesses and will be competed accordingly.

AQD is issuing this competitive RFQ for the purpose of entering a single Firm-Fixed-Price (FFP) purchase Order. AQD will conduct this acquisition using FAR subpart 13.1. If you are interested in this acquisition, you may participate by submitting your response in accordance with the requirements and instructions contained herein. AQD will conduct the solicitation and manage the resultant contract administration, as well as payment of invoices. The selected Quoter shall provide all services sought under this RFQ.

The Government reserves the right not to make an award.

1.3 Anticipated Award Type

The Government intends to award a Firm-Fixed-Price (FFP) purchase order pursuant to this RFQ.

The associated North American Industrial Classification System (NAICS) code for this procurement is NAICS 236220 “Commercial and Institutional Building Construction”. The Product Service Code (PSC) for this procurement is Z2PZ “Repair or Alteration of Other Non-Building Facilities”.

OS/IACB seeks professional construction services for the Museum of the Plains Indian to remove and replace designated sections of the existing sidewalk and stoop. The project scope includes all necessary site preparation and associated activities required to restore the impacted areas. Specifically, the required services shall include, but are not limited to:

• removal and replacement of select sidewalk sections

• removal of designated trees within the project boundaries

• full extraction and environmentally appropriate disposal of all associated tree roots and;

• restoration and regrading of the landscape impacted by tree removal.

For a detailed description of the required tasks and performance standards, please refer to the accompanying Statement of Work (SOW).

Deliverables shall:

• All deliverables and invoices shall reference and cite the purchase order number and date of delivery.

• All deliverables and invoices shall be submitted in *.docx, *.doc, or *.pdf formats (or other methods as agreed by the COR in writing) and compatible with Microsoft Word version 2021 or higher or Adobe Acrobat Pro version 2023 or higher.

Contracting Officer Representative (COR):

Performance of work under this contract must be subject to the technical direction of the Contracting Officer's Representative identified above, or a representative designated in writing. The term "technical direction" includes, without limitation, direction to the contractor that directs or redirects the labor effort, shifts the work between work areas or locations, fills in details and otherwise serves to ensure that tasks outlined in the work statement are accomplished satisfactorily.

1. Technical direction must be within the scope of the specification(s)/work statement. The Contracting Officer's Representative does not have authority to issue technical direction that constitutes the following:

a. Constitutes a change of assignment or additional work outside the specification(s)/statement of work.

b. Constitutes a change as defined in the clause entitled "Changes”.

c. In any manner causes an increase or decrease in the contract price, or the time required for contract performance.

d. Changes any of the terms, conditions, or specification(s)/work statement of the contract.

e. Interferes with the contractor's right to perform under the terms and conditions of the contract; or

f. Directs, supervises or otherwise controls the actions of the contractor's employees.

2. Technical direction may be oral or in writing. The Contracting Officer's Representative shall confirm oral direction in writing within five workdays, with a copy to the Contracting Officer.

3. The contractor shall proceed promptly with performance resulting from the technical direction issued by the Contracting Officers, Representative. If, in the opinion of the contractor, any direction of the Contracting Officers, Representative, or his/her designee, falls within the limitations in (a-f), above, the contractor shall immediately notify the Contracting Officer no later than the beginning of the next Government workday.

4. Failure of the contractor and the Contracting Officer to agree that technical direction is within the scope of the contract shall be subject to the terms of the clause entitled "Disputes."

SECTION 3 – QUOTATION PREPARATION & SUBMISSION INSTRUCTIONS

The Department of Interior, Interior Business Center – Acquisition Service Directorate, is issuing this RFQ to solicit professional construction services for the purpose of entering into a Firm-Fixed- Price Purchase Order. This requirement is set aside for small businesses.

Quotes and pricing shall be valid from the time the quote is submitted until awarded which will be no longer than the period of performance start date listed in this solicitation.

3.1 Quotation Preparation Instructions

The following information shall be submitted to be considered for award:

1. Price Quote: Contractors shall enter their unit and total pricing in Section 2: Services and Price/Costs.

They may also include a more detailed breakdown of costs utilizing their own format, in addition to the completion of Section 2 as required.

2. Signed Solicitation Document (SF 1449).

3. Specification/Descriptions of all services being submitted (Contractor’s format).

4. Quoters shall submit a quotation containing the following information:

a) Tax Identification Number (TIN)

b) Unique Entity Identifier (UEI)

c) Complete business mailing address as it appears in the System for Award Management (SAM) at www.sam.gov.

d) Contact name, phone number, and e-mail address.

Offerors are cautioned that if the Government deems the terms and conditions to be unacceptable, the offeror may be found ineligible for award.

Your quote may be rejected without further consideration for failure to submit any of the information requested in this RFQ.

The potential offeror is required to be registered in the Systems for Award Management (SAM) website as of the date the quote is submitted, which can be accessed at www.sam.gov. The vendor’s SAM registration shall be in active status.

3.2 Submission of Quotations

Quotations shall be submitted via email to the Contracting Officer at jamie_gregar@ibc.doi.gov and the Contract Specialist at oneisha_pickard@ibc.doi.gov no later than the date and time specified in Section 3.4 of this RFQ. It is the quoter’s responsibility to ensure/verify that the Government receives its submission on or before this date and time. In accordance with 52.212-1(f), quotations received later than this date and time will be deemed “late” and will not be considered.

3.3 Submission of Questions

Questions regarding this RFQ shall be emailed to the Contract Officer at jamie_gregar@ibc.doi.gov and the Contract Specialist at oneisha_pickard@ibc.doi.gov. Questions shall be submitted no later than 12:00 PM Eastern Time on July 14, 2025.

3.4 Quotation Submission Deadline

Quotations shall be submitted no later than 5:00 PM Eastern Time on July 30, 2025.

SECTION 4 EVALUATION FACTORS FOR AWARD

The Government will evaluate the lowest price quote for technical acceptability on a Acceptable/Unacceptable basis. If the lowest price quote is unacceptable, the Government will evaluate the next lowest price quote (and so forth) until a quote has been deemed acceptable.

• Technical Acceptability: The government will evaluate the offeror’s technical information to determine if it is technically acceptable. Technically acceptable is defined as the offeror’s ability to meet all the technical requirements identified in the solicitation.

• Price: The government will evaluate the offeror’s price for award purposes by adding the extended price for all Line Items. The Government will evaluate the offer for price reasonableness.

The Government intends to select one contractor for this acquisition. However, the Government reserves the right not to make an award, depending on the quality of the quotes, prices submitted, and the availability of funds.

Rejection of Unreasonable Offers: The Government may reject any quotation that is evaluated to be unreasonably high when compared to Government estimates.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
