About this file

This is a Sole Source Justification document from the Department of the Interior (DOI) Interior Business Center for procuring Regrid Data Store land parcel data. The document justifies a sole-source acquisition of land parcel software to be integrated into the Esri ArcGIS Online (AGOL) suite for the DOI Office of the Chief Information Officer (OCIO). Market research conducted by the Geospatial Enterprise Licensing (GEL) group determined that Regrid is the only vendor offering land parcel data with the required capabilities, particularly for rural area land parcels, and with the necessary integration into Esri's platform.

The contract will have a 12-month Base Period beginning August 29, 2025, with two potential 12-month Option Periods. The Contracting Officer deemed the anticipated prices fair and reasonable based on comparison with the Independent Government Estimate and historical pricing. The acquisition will be conducted under Simplified Procedures for Certain Commercial Items, with the Contracting Officer planning to publish an award synopsis on SAM.gov within 14 days after contract award. The DOI will continue to conduct market research to identify potential alternative vendors, and the contract includes provisions to explore competitive procurement if new competing technologies emerge.
