About this file
This document is a Questions and Answers (Q&A) addendum for Request for Quote (RFQ) 140D0425Q0401 for a Distance Learning Instructor Portable Studio system. The RFQ seeks three portable studio systems for the Department of the Interior, with specific technical requirements including a camera with PTZ capability, 8' x 8' green chroma key backdrop, ceiling-mounted lighting adjustable between 2800-6500K, acoustic wall panels, a 10-inch camera-mounted teleprompter, two integrated monitors between 27"-32", and a collapsible design that can fit through a 36" doorway. The system must be mobile as a single unit and include training for up to 3 staff members per site, with each training session lasting 3-4 hours.
Key additional specifications include Ethernet and WiFi connectivity, compliance with IT security terms, a height-adjustable design meeting ADA standards, and escorted building entry during installation. The government will provide a point of contact at each site to coordinate training within a 45-day performance period. Vendors should note that non-price and price factors are of equal importance in the evaluation, and any capabilities exceeding minimum requirements may be identified as benefits. The warranty includes a 5-day turnaround for equipment repairs, and on-site support is not required. This is a new requirement with no incumbent contractor.

RFQ Questions and Answers
1. Can the government confirm the number of cameras required per studio system? Is one camera per system sufficient, or are multiple cameras preferred?
ANSWER: One camera
2. Would the government prefer a Pan-Tilt-Zoom (PTZ) camera for enhanced flexibility in framing and remote control, or is a fixed-position camera acceptable, provided it meets the 4K and 1080p recording requirements?
ANSWER: Camera must have PTZ capability, but there is not a requirement for it to be remotely controlled.
3. Can the government provide specific room dimensions, ceiling heights, and layout details (e.g., obstructions, door placements) for the installation sites in Tucson, AZ;
Redmond, OR; and Albuquerque, NM?
ANSWER: The vendor should plan on the room size being 10’ deep x 8’ wide with 8’ high ceiling.
4. Are there any environmental conditions (e.g., temperature, humidity, lighting) at the installation sites that the contractor should account for?
ANSWER: No
5. Should the lighting system be mounted on C-stands with wheels to ensure mobility and compliance with the RFQ’s requirement for locking wheels, or is a ceiling-mounted or wall mounted system preferred for the installation sites in Tucson, AZ; Redmond, OR; and Albuquerque, NM?
ANSWER: Tripods are not required. Preferred method for lighting is ceiling mounted.
6. Is a bicolor lighting system (e.g., adjustable between 3200K–5600K) sufficient to meet the requirement for adjustable color temperature, or would the government prefer or value an RGB lighting system for additional color options for creative flexibility?
ANSWER: The lighting system should be adjustable between 2800-6500K color temperature. RGB lighting is not preferred or valued.
7. Is a shotgun microphone, condenser microphone, or lavalier microphone preferred, or should the system include a combination to support different presenter needs?
RFQ Questions and Answers
ANSWER: Shotgun is preferred. A combination is not required.
8. Is an In-Ear Monitor (IFB) system required for real-time audio feedback during live streaming or webinars, or is the audio system focused solely on capturing presenter audio along with studio speakers.
ANSWER: No IFB is not required. Audio is focused on capturing the presenter audio and relaying other audio through a speaker.
9. Is Ethernet connectivity available at each installation site?
ANSWER: Yes
10. Should the contractor provide network equipment (e.g., routers, switches, access points) to isolate the mobile studio, or is there an existing network infrastructure at all the locations
ANSWER: There is an existing network infrastructure. Vendor must be able to connect system via WiFi and Ethernet cable. If Ethernet cable connectivity is not available at a site, then the equipment must be able to connect via WiFi.
11. Are there specific IT security or compliance requirements (e.g., cybersecurity protocols, firewalls) that the studio system’s computer and software must meet?
ANSWER: All IT must comply with terms & conditions specified in the RFQ. For example, all offerings must comply with 52.204-24 – Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment. (NOV 2021).
12. Does the government require the contractor to provide acoustic treatment for the walls (e.g., foam panels, curtains) to enhance sound quality, or will the installation rooms have sufficient sound-dampening measures?
ANSWER: Vendor must provide acoustic treatment for the walls. A minimum of six acoustic panels with the dimensions of 24” Wide x 48” High X 2” thick.
13. If acoustic treatment is required, are there specific standards or preferences for materials or performance (e.g., noise reduction coefficient)?
ANSWER: Preference is for ¼” wood back panel with mineral wool core and fabric covering.
RFQ Questions and Answers
14. Will standard 120V AC power outlets be available at each installation site, as specified?
If not, should the contractor include power management solutions (e.g., UPS, surge protectors)?
ANSWER: Yes 120V AC power outlet will be available. Vendor should provide surge protection capability but UPS is not required.
15. Are there restrictions on power consumption or electrical setup that the contractor should account for?
ANSWER: No
16. The RFQ specifies an 8-foot minimum width chroma key backdrop. Can the government clarify the preferred height and whether the backdrop should be fixed or retractable/portable to support mobility?
ANSWER: Backdrop should be 8’ wide x 8’ high. It must be mounted on a frame that can be disassembled for removal if needed.
17. Is a specific color (e.g., green, blue) required for the chroma key backdrop, or is the contractor’s choice acceptable?
ANSWER: Must be green.
18. The RFQ requires a teleprompter that can “alternatively display live webinar screen.”
Does this mean mirroring the webinar platform’s participant view (e.g., Zoom gallery view) or displaying the presenter’s shared content?
ANSWER: It must mirror what is displayed on the presenter’s screen.
19. Is there a preferred teleprompter size or mounting configuration (e.g., standalone vs.
camera-mounted)?
ANSWER: 10 inch camera-mounted
20. The RFQ requires two monitors (confidence and preview). Can the government specify preferred monitor sizes, resolutions (e.g., 1080p vs. 4K), or mounting preferences (e.g., wall-mounted, stand-mounted)?
ANSWER: The monitor must be integrated within the system. Monitor size must be within the range of 27” to 32” measured diagonally.
