RFP

Requirement

Page Number Reference Question Answer

Reps and Certs Pt. I-The Schedule, Solicitation Notes #4

Will the Government please confirm if Representatives and Certifications (Reps and Certs) are required with the Offeror’s proposal?

If so, should Offerors submit the Reps and Certs as a stand-alone file or as an appendix to the Technical Volume of the proposal?

Any Representations and Certifications in the solicitation that are not filled out electronically should be submitted as part of the cover letter.

Page Limits Pg. 48; Part

IV.D.1

A page limit for the Technical Volume is referenced but not provided. Will the government please provide a page limit requirement for each volume?

The information stating the cover letter does not count towards the page limit is a typo. There are no page limits.

Past Performance

Pg. 49, Part IV.D.2; Pg. 52, Part V.2.2

In the RFP instructions, the government states the following for Past Performance: “No contractor submittal is required. The Government will review CPARS and other sources for past performance information.”

However, in the Evaluation criteria, the government states the following: “The Government will review the Contractor’s past performance submission for recency and relevancy.” Will the government please clarify the submission requirements for the Past Performance Instructions/Evaluation?

There is no submittal required. The evaluation section will be updated to clarify this by removing the reference to a Contractor past performance submission.

Part I – The Schedule:

Solicitation Notes

Pt. I.4, pg. 1 Will the Government please confirm if the General Information section is required with the Offeror’s proposal? If so, should Offerors submit the information as a stand-alone file or as an appendix to the Technical Volume of the proposal?

No information from the General Section is required. Part I 4 is updated to remove that.

Part I – The Schedule:

Solicitation Notes

Pt. I.4, pg. 1 Will the Government please confirm where any Signed Amendment forms, if applicable, should be included in the Offeror’s proposal?

As an appendix to the Technical Volume of the proposal or as a stand-alone file?

These should be included with the Cover letter as stated in Part IV D.1.A:

“Acknowledge each RFQ Amendment(s) (if any)”

Technical Pg. 48, Part IV.D.1.a

Will the Government please confirm that the Table of Contents and appendices are also excluded from page count along with the cover letter?

There are no page limits.

Part I – The Schedule:

Solicitation Notes

Pt. I, 5, pg. 1 Is a formal teaming agreement required in a prime/subcontractor arrangement? If so, should Offerors submit the teaming agreement as a stand-alone file or as an appendix to the Technical Volume of the proposal?

This section is removed, only identification of any teaming partners is required as part of the cover letter.

Pt. II- Contract Clauses

Pt. II-pg 18 (ii),

pg. 20 “not to paragraphs (c) (9) and (10)”, pg. 24 (h)Certification Regarding Responsibility Matters

The solicitation makes several references to not exceeding a simplified acquisition threshold, can the Government please confirm the minimum threshold at which a repair requires additional approval documentation?

This procurement is conducted under Simplified Acquisition Procedures. These items refer to the total value of any resultant contract not individual repairs. These should be filled out if your price using the estimated quantities given (base and all options) will exceed the Simplified Acquisition Threshold.

As a result of the Questions and Answers above the following changes are made to the solicitation:

1. Part IV 52.212-1 is updated to correct the POC:

52.212-1 Instructions to Offerors – Commercial Products and Commercial Services (Sep 2023) ADDENDUM TO FAR 52.212-1, Instructions to Offerors—Commercial Items This requirement is unrestricted; therefore, large businesses are welcome to submit an offer. The Offeror shall sign and submit the SF 1449 with pricing depicted on Price Schedule. It should be electronically emailed to the following address: homer_shoup@ibc.doi.gov and Lydia_schickler@ibc.doi.gov

2. Part IV A is updated to correct a typo in the Contracting Officer email and now reads:
