SCHEDULE OF SUPPLIES/SERVICES
A1 Service Requirements The intent of this contract is to obtain fully Contractor-operated and maintained commercial aviation services in support of the U.S. Fish and Wildlife Service (USFWS) for the transportation of personnel, goods, and cargo between Honolulu, Hawaii (PHNL) and two National Wildlife Refuges on Midway Atoll (PMDY) and Palmyra Atoll (PLPA). Contractor services include provisions of an airplane/s, pilot(s), fuel, aircraft maintenance support, and all other associated equipment, as long as the aircraft capabilities and terms and conditions of the solicitation are not affected.
The Government anticipates awarding one Indefinite Delivery, Indefinite Quantity (IDIQ) contract for both locations. The Indefinite Delivery, Indefinite Quantity (IDIQ) contract will be for either one aircraft for services to both Midway Atoll and Palmyra Atoll or for two aircraft with one for Midway Atoll and one aircraft for Palmyra Atoll.
Flight Crew. The contractor shall provide sufficient flight crew(s) for the offered aircraft. If offering different aircraft for item requirement 1 and 2, the contractor shall provide flight crew certified to operate both contract aircraft under this item requirement and the Government shall schedule its operations for both Midway and Palmyra; accordingly, however, the Contractor is not prevented from providing more than one flight crew so that both contract aircraft may be scheduled for operations concurrently.
Item Requirement 1: Airplane for Midway Atoll
Bureau: U.S. Fish and Wildlife Service (USFWS).
Aircraft Required: Multi engine turbofan or turbojet powered, extended over water fixed wing aircraft, equipped as specified in Section B.
Crew Complement Required: Pilot-in-Command (PIC) and Second-in-Command (SIC).
Designated Base: Honolulu International Airport (HNL), Honolulu, HI. (Aircraft does not have to be based here permanently but all missions will originate at HNL.
Period of Performance: One (1) base period from date of award and four (4) one-year option periods.
Minimum Aircraft Requirements (Honolulu to Midway Atoll)
Must have a Standard Airworthiness Certificate.
Aircraft certified under 14 CFR 23 or 25.
An aircraft make and model for which engineering and logistical support, for continued airworthiness, is provided from the current type certificate holder or a supplemental type certificate holder.
Pressurized aircraft with environmental controls. Heater and air conditioner.
IFR/VFR, day/night.
Payload of 3,000 pounds including passengers and cargo. Must include a minimum of 1,200 pounds available for baggage/cargo separate from the passenger compartment.
Insured seating for 8 passengers.

Range of 2,400 nautical miles (round trip Honolulu PHNL to Midway Atoll PMDY and return to include a landing and takeoff at PMDY) with 45-minute fuel reserve including required payload.
Capable of take-off and landing with a runway length of 7,800 feet at sea level ISA +20º C as configured above.
Ditch certified.
Target Aircraft Requirements: Payload 4,900 pounds: combination load of passengers and cargo, with seating for up to 12-16 passengers.
Item Requirement 2: Airplane for Palmyra Atoll

Aircraft Required: Multiengine turbofan or turbojet powered, extended over water fixed wing aircraft, equipped as specified in Section B

Note: The runway length as posted by the FAA (AirNav) is 5,000 feet however, the Nature Conservancy has recorded the runway length at 5,400 feet after a 2012 runway renovation and the Coast Guard data shows the runway length to be 5,500 feet by 100 feet (5,700 feet of prepared surface)

A2 Flight Guarantees, Basis for Payment of Flights, and Important Information
A2.1 Flight Guarantee for Midway Atoll NWR. The Government guarantees 18 round trip flights per year under this contract between Honolulu and Midway Atoll. USFWS plans to issue an annual flight schedule with round trip flights between Honolulu and Midway Atoll. The Contracting Officer will issue a task order each contract year for commercial aviation services in support of US Fish and Wildlife Service's (USFWS) Midway Atoll National Wildlife Refuge (NWR). To mitigate the risk of bird strikes, night flight operations are required in and out of Midway Atoll during the seabird nesting and chick rearing period (typically from November through July). See the contract Exhibit 1, after Section C, for additional information regarding Midway Atoll. Payment for flight services to and from Midway Atoll are based on round trip prices, not by the flight hour(s).
A2.2 Flight Guarantee for Palmyra Atoll NWR. The Government guarantees 1 round trip flight under this contract between Honolulu and Palmyra Atoll. The Contracting Officer will issue a task order each contract year for commercial aviation services in support of US Fish and Wildlife Service's (USFWS) Palmyra Atoll National Wildlife Refuge (NWR). Round trip flights to Palmyra Atoll are intermittent but usually scheduled several months in advance. Aircraft landings and takeoffs at Palmyra Atoll shall be conducted during daylight hours. See the contract Exhibit 2, after Section C, for additional information regarding Palmyra Atoll. Payment for flight services to and from Palmyra Atoll are based on round trip prices, not by the flight hour(s).
A2.3 Task Orders Midway. The Contracting Officer will issue a task order each contract year for commercial aviation services in support of US Fish and Wildlife Service's (FWS) Midway Atoll National Wildlife Refuge (NWR). The Contracting Officer may issue individual orders for additional commercial aviation services to Midway Atoll NWR for FWS and other government agencies (i.e. National Oceanic and Atmospheric Administration (NOAA), Federal Aviation Administration (FAA), etc.).

A3 Funding for Task Orders and Contract's Minimum Guarantee
A3.1 Funding will be applied at the Task Order level. To meet the contracts Minimum Guarantee, the Contracting Officer will issue the first Task Order/s immediately after award of the IDIQ contract for Midway Atoll and Palmyra Atoll. The Minimum Guarantee only applies to the base year of the IDIQ contract. Each task order will obligate funding for the payment of aircraft services to Midway Atoll and/or Palmyra Atoll. The Contracting Officer may have to issue other funded task orders to satisfy the special needs requirements/tasks of the Government. Only an Interior Business Center (IBC) Contracting Officer can issue task orders under this contract.
A3.2 The Minimum Guarantee under the contract, as required by contract Federal Acquisition Regulation (FAR) clause 52.216-22, is the total amount for the guaranteed round trips to Midway Atoll & the guaranteed round trips for Palmyra Atoll, under the first year’s task order. No other quantities in the schedule are subject to the minimum guaranteed terms of FAR clause 52.216-22.
A4. Aviation Fuel Information
A4.1 IMPORTANT NOTICE: The round-trip flight rates proposed are subject to adjustment, up or down, due to the fluctuation in jet fuel price at the location referenced below. It is important to understand the ramifications of the contract's Economic Price Adjustment. The referenced price below should be considered when developing the round-trip flight rates proposed. If the price per gallon for jet fuel drops significantly, the Government is entitled to a downward adjustment to the round-trip flight rates based upon the change in fuel price per gallon and the economic cruise speed and fuel consumption of the contract aircraft. The contractor agrees to negotiate price adjustments, up or down, based upon its aircraft fuel consumption information and the current price of fuel at the time the adjustment is requested by either party.

A4.2 FWS Provided Jet Fuel. Fuel resupply into Midway is extremely limited. If a contract aircraft has an emergency requirement for fuel for the return flight to Honolulu, jet fuel may be available for purchase on Midway Atoll from the FWS at the current fee schedule rate of $20.00/gallon (subject to change)) There is no jet fuel available at Palmyra Atoll. The contract rates in the schedule for round trip, for providing commercial aviation services are wet rates and include all fuel costs. The contractor will not be reimbursed for aviation fuel purchases, including purchases from FWS.
SECTION B – TECHNICAL SPECIFICATIONS
FWS/Midway/Palmyra, HI 9 Atoll National Refuge Flights
GENERAL REQUIREMENTS
B1 Scope of Contract
B1.1 The overall purpose of this contract is to obtain exclusive use aircraft services for the transportation of personnel and/or cargo in support of natural resource management activities, emergency medical evacuations, administrative and related activities to support the U.S. Fish and Wildlife Service (USFWS) activities supported out of Honolulu, Hawaii.
B1.1.1 Mandatory Aircraft Services. The primary purpose of the contract is to provide aircraft services for Midway Atoll National Wildlife Refuge (NWR) and Palmyra Atoll NWR. The contractor must provide aircraft services in support of Midway Atoll and Palmyra Atoll as scheduled by the Government. Christmas Island (Kiribati) is the nearest alternate landing location for Palmyra Atoll NWR. (See the contract exhibits for Midway Atoll and Palmyra Atoll NWRs after Section C.)
B1.1.2 Aircraft Services for Other Pacific Locations. The Contractor is not required to provide aircraft services for other Pacific locations other than Midway Atoll and Palmyra Atoll. However, the Contractor may elect to perform aircraft services for other Pacific locations including other Hawaiian and Pacific Islands, the West Coast of the United States, or Alaska. Only an IBC Contracting Officer (CO) can negotiate with the Contractor and issue an order for aircraft services for other Pacific locations (i.e. U.S. West Coast, Alaska, other Hawaiian Islands, Wake Atoll, or Johnston Atoll, etc.).
B1.2 The Government and Contractor must establish an effective working relationship to successfully complete this contract. USFWS has contracts and cooperative agreements with other contractors and nonprofit organizations (i.e. The Nature Conservancy (TNC)) which provide mission support services on behalf of USFWS at Honolulu International Airport, Midway Atoll NWR, and Palmyra Atoll NWR. The Contractor’s employees’ cooperation, professionalism, and positive attitude toward aviation safety and accomplishment of the USFWS' mission are an integral element of this relationship.
B1.3 The Government has interagency and cooperative agreements with other Federal and State agencies and may dispatch aircraft under this contract for such cooperative use. A new task order will be issued in these instances.
B1.4 Animal Strikes. The locations requiring aircraft services may have high numbers of a variety of birds. Bird populations may vary throughout the year, and flying behavior also may vary throughout the day and night. Other animals (e.g. crabs, seals, and turtles) also may be present on landing or taxi surfaces. The Contractor accepts the potential risk of aircraft damage and assumes responsibility.
B1.5 USFWS plans to schedule its needs for aircraft services well in advance with the Contractor. During any period of time needed for cargo handling, flight services, and while on the ground at Midway Atoll or Palmyra Atoll, the aircraft furnished shall be subject to the exclusive use and control of the Government. The Government typically requires the Contractor to stay 2 nights (2 nights/3 days layover) per round trip but may schedule up to a 7-night layover.
B1.6 Cargo. The loading and unloading of cargo for flights to and from Midway Atoll is conducted by a USFWS facilities contractor. The loading and unloading of cargo for flights to and from Palmyra Atoll is usually conducted USFWS personnel. The government will notify the contractor of required show times for cargo loading for each flight (see B20.14). It is very important that the aircraft be ready for loading at the designated show time and the Contractor have a representative available to supervise the loading. The Contractor is responsible for ensuring cargo is properly secured and that the aircraft weight and balance requirements are met.
FWS/Midway/Palmyra, HI 10 Atoll National Refuge Flights
B1.7 International Flights. Flights returning from Midway Atoll and Palmyra Atoll are considered international flights originating from outside of the State of Hawaii and must be cleared by both the U.S. Customs and Border Protection and the Hawaii Department of Agriculture (see B20.1).
B2 Certification
The Contractor must obtain and keep current all of the following required certificates. The Contractor must ensure that contract personnel and aircraft are maintained in compliance with these certificates at all times.
B2.1 A Federal Aviation Administration (FAA) Air Carrier Certificate which authorizes the Contractor to operate in the category and class of aircraft and under flight conditions required by this contract (e.g., airplane, multiengine, visual flight rules (VFR), instrument flight rules (IFR), day/night, passengers, and cargo, Class II Navigation, carriage of hazardous materials (Will Carry), and authorization to operate a turbo jet aircraft on an other than hard surface runway, specifically compacted coral).
B2.2 Aircraft shall be identified as required by 14 CFR Part 121.135(7) or 135.63 or Operations Specifications Part D, “Aircraft Listing,” as appropriate. Aircraft shall be fully equipped to carry the number of passengers offered in accordance with the standards of 14 CFR Part 121 or 135, as appropriate.
B2.3 The contract aircraft must have engineering support for continued airworthiness from the current type certificate holder or supplemental type certificate holder.
B2.4 The aircraft must have a Standard Airworthiness Certificate issued under 14 CFR 21.183.
B2.5 The installation of any special equipment called for by this contract must be FAA-approved. Approval may be in accordance with an STC or FAA field approval.
B3 Order of Precedence - Specifications
In the event of inconsistencies within the technical specification, the following order shall be used in such resolution:
(i) Typed provisions of these specifications; (ii) DOI, Office of Aviation Services (OAS) supplements and/or exhibits incorporated by reference; (iii) 14 CFR incorporated by reference; (iv) aircraft manufacturer's specifications; and (v) other documents incorporated by reference.
B4 Contract and Task Order Documentation
B4.1 The Contractor must maintain a complete, current copy of the contract, modifications, and task orders (if applicable) in each contract aircraft throughout the performance period.
B4.2 The pilot must have task order information (i.e. task number, performance period) in his/her possession prior to any flights under this contract and make this information available to government representatives on request.
B4.3 Electronic copies of contracts and task orders may be used. However, the contractor is responsible for ensuring that the documents are uploaded on an appropriate viewing device (e.g., laptop or tablet), which must be charged and made available at the aircraft for reference by government representatives upon request.
EQUIPMENT REQUIREMENTS
B5 Condition of Equipment
The Contractor-furnished aircraft and all other required equipment must be operable, free of damage, and in good
FWS/Midway/Palmyra, HI 11 Atoll National Refuge Flights repair. Aircraft systems and components shall be free of leaks except where specified by the manufacturer.
B5.1 Prior to inspection and acceptance, the Contractor must permanently repair or replace all windows and windshields that have been temporarily repaired. All windows and windshields must be maintained at all times and must be clean and free of scratches, cracks, crazing, distortion, repairs, or tinting which hinder visibility.
B5.2 The aircraft interior must be clean and neat with no unrepaired tears, rips, or other damage. The exterior finish, including the paint, must be clean, neat, and in good condition. Any corrosion must be within manufacturer or FAA acceptable limits.
B5.3 See the Unacceptable Lap Belt and Shoulder Harness Conditions Exhibit for examples of lap belt and shoulder harness conditions that are not acceptable.
B6 Aircraft Equipment Requirements
The Contractor must provide a minimum of one fully compliant aircraft that is equipped as shown below:
B6.1 Current paper or electronic aeronautical charts covering the area of operations. Electronic Flight Bags (EFBs) are authorized but must be so through Opspec A061.
B6.2 A first aid kit containing at least the items specified in the First Aid and Oceanic Tropical Survival Kits Exhibit must be carried aboard the aircraft on all flights.
B6.3 Emergency equipment required by 14 CFR 135.167
B6.3.1 A survival kit containing at least the items specified in the First Aid and Oceanic Tropical Survival Kits Exhibit must be carried aboard the aircraft on all flights and must be included in weight and balance calculations.
This survival kit and the life raft equipment required in B6.15 can be one and the same so long as both DOI and FAA standards are satisfied.
B6.4 Fire extinguisher(s) required by 14 CFR Part 135 or 121 for the purposes of this contract must be a handheld bottle, minimum 2-B:C rating, mounted and accessible to the flight crew while seated. The fire extinguisher must be maintained in accordance with National Fire Protection Association (NFPA) 10, Standards for Portable Fire Extinguishers, or the Contractor’s operations manual.
B6.5 Cabin heater/air conditioner with windshield defogger.
B6.6 Aircraft shall have FAA-approved shoulder harness equipped with inertia reel for both front seat positions.
Shoulder straps and lap belt shall fasten with metal-to-metal, single-point, quick-release mechanism.
B6.7 One set of individual lap belts for each occupant.
B6.8 Two high visibility strobe lights (one above and one below the fuselage) or a wingtip and tail strobe system.
This system will be independent of the anti-collision light and on a separate switch.
B6.9 Aircraft shall have approved lighting for night operation in accordance with 14 CFR 91, including instrument lights.
B6.10 The aircraft shall be equipped with FAA-approved cargo tiedown provisions, cargo straps, and cargo tiedowns for cargo operations.
B6.10.1 Cargo restraint installation shall secure cargo from shifting or slipping through or under restraint.
FWS/Midway/Palmyra, HI 12 Atoll National Refuge Flights
B6.10.2 Cargo tiedown provisions shall conform to Advisory Circular (AC) 43.13-2A or other approved data.
B6.11 If required by 14 CFR Parts 135 or 121, all aircraft furnished shall be equipped with a cockpit voice recorder and a flight data recorder.
B6.12 The aircraft shall be equipped with an oxygen system sufficient to provide oxygen to all passengers, including the pilot and copilot in case of loss of cabin pressurization for 30 minutes.
B6.13 Survival vests.
B6.13.1 A personal floatation device (PFD) shall be provided for each passenger in the aircraft.
B6.13.2 The PFD shall have dual inflation bladders (TSO-C13f or equal).
B6.13.3 Water-activated light (TSO-C85b) will be attached to each vest.
B6.14 A floatation/survival vest shall be provided for the pilots. The contents of this vest shall be as follows:
B6.14.1 Dye marker.
B6.14.2 Whistle or other Coast Guard-approved noise device.
B6.14.3 Mirror for signaling.
B6.14.4 One ELT/406 EPIRB.
B6.14.5 Two flares for nighttime distress signaling.
B6.14.6 Two smoke markers for daytime distress signaling.
B6.15 Life raft. The life raft(s) specified by 14 CFR Part 135.167 or Part 121.339 shall be approved under TSO- C70a Type I and shall be a multiple tube design that provides full floor support in case of a failure of one of the tubes. The rated capacities shall be equal to or greater than the total number of occupants (pilots and passengers) required by the mission. A raft or rafts shall be carried in the main passenger cabin, readily accessible to the passengers; for deployment from the main cabin door. All first aid and survival equipment should be located together in the aircraft, making it easier for passengers and crew members to locate and deploy in an emergency.
B6.15.1 Each life raft shall contain 406MHz survival type ELT (ELT/S).
B7 Avionics Requirements
B7.1 General
B7.1.1 The Contractor must provide, install, and maintain the following systems in accordance with the manufacturer's specifications and the installation and maintenance standards of Section B7. Detailed avionics systems performance requirements are listed in Avionics Operational Test Standards(FSAMD_A24F.pdf) (copies available upon request from OAS Avionics, or the most recent list may be found online at:

B7.1.2 All aircraft must meet any FAA requirements for the aircraft type, the route(s) to be flown, and the requirements specified in 14 CFR Part 135.165, Radio and Navigation equipment: Extended over water or IFR operations.
B7.2 Avionics Installation and Maintenance Standards
B7.2.1 Strict adherence to the recommendations in the following FAA Advisory Circulars is required: AC 43.13- 1B Chapter 11, "Aircraft Electrical Systems," and Chapter 12, "Aircraft Avionics Systems”; AC 43.13-2B Chapter 1, "Structural Data," Chapter 2, "Communication, Navigation, and Emergency Locator Transmitter System Installations," and Chapter 3, "Antenna Installation."
B7.2.2 All avionics systems requiring an antenna must be installed with a properly matched, aircraft-certified antenna, unless otherwise specified. Antennas must be polarized as required by the avionics system and must have a voltage standing wave ratio (VSWR) of 3.0 to 1 or better.
B7.2.3 The Contractor must maintain the aircraft's static pressure system, altimeter instrument system, and automatic pressure altitude reporting system in accordance with the IFR requirements of 14 CFR Part 91.411 and must inspect and test said systems every 24 calendar months as specified by 14 CFR Part 43, appendices E and F.
B7.2.4 Transmitters shall not open squelch on, or interfere with, other AM or FM transceivers in the aircraft which are monitoring different frequencies. So-called “Transmit Interlock” functions shall not be used with communication transceivers.
B7.2.5 All installed transceivers must be placarded with designations matching the transmitter/receiver controls on the installed audio control system(s).
B7.3 Communication Systems.
B7.3.1 Emergency locator transmitters (ELTs) must be furnished, as follows:
B7.3.1.1 One automatic-fixed Emergency Locator Transmitter (ELT), certified under TSO-C126 (or newer) which must be installed in a conspicuous or marked location, and meet the same requirements as those detailed for airplanes in 14 CFR 91.207 (excluding section f). If not powered by its own, integral battery, the ELT remote switch/light must be powered by unswitched aircraft power. ELT antennas must be mounted externally to the aircraft unless installed in a location approved by the aircraft manufacturer. TSO-C126 and newer ELTs require documentation of current registration with the National Oceanic and Atmospheric Administration (NOAA), or the national civil aviation authority with which the aircraft is registered.
B7.3.2 VHF-AM aeronautical transceivers. Two VHF/AM (VHF-1, VHF-2) aeronautical transceivers, each operating in the 118.000 MHz to 135.975 MHz band, with a minimum of 720 channels in 25 kHz increments, and a minimum five watts carrier power output.
B7.3.3 Two HF-SSB/AM (HF-1, HF-2) transceiver systems, meeting the requirements of 14CFR135.165, and complying with the requirements for flights in airspace governed by the International Civil Aviation Organization (ICAO). The following frequencies must be available:
B7.3.3.1 U.S. Fish & Wildlife Service frequencies of 5907.5 kHz, 8294.0 kHz, and 7760.0 kHz.
B7.3.3.2 U.S. Coast Guard frequencies: Emergency – 2182.0 kHz, and 5696.0 kHz.
B7.3.3.3 As with all other installed communication systems, the HF/SSB’s must be integrated into the aircraft’s
FWS/Midway/Palmyra, HI 14 Atoll National Refuge Flights audio control systems. The aircraft must be equipped with SEL/Call.
B7.3.4 Reserved
B7.3.5 Automated Flight Following (AFF) Program
B7.3.5.1 One satellite-based aircraft tracking hardware compatible with the government’s Automated Flight Following (AFF) Program (https://www.aff.gov). Not all available satellite-based tracking systems are compatible with the Government’s AFF Program, nor meets AFF’s requirements. The contractor must ensure that the aircraft hardware offered is compatible with AFF.gov. For questions about current compatibility requirements, select the “HELP” button at https://www.aff.gov.
B7.3.5.2 The AFF aircraft hardware for each aircraft offered, must be powered by the aircraft’s electrical system, installed per the manufacturer’s installation manual, and operational in all phases of flight. AFF aircraft hardware must utilize as a minimum: Satellite communications, an externally or internally mounted antenna, provide data to the Government’s AFF viewing software, use aircraft power via a dedicated circuit breaker for power protection, and be mounted so as to not endanger any occupant from AFF aircraft hardware during periods of turbulence.
Antennas should be placed where they have the best view of the overhead sky as possible. Externally mounted antennas are recommended to improve system performance. Any visual indicators for remotely installed units must be mounted so that they can be easily viewed by the pilot.
B7.3.5.3 AFF communications must be always fully operational in all areas of operation. Contractors working in or accepting dispatches to the State of Alaska, Southern Canada, or Western Canada must have an AFF system capable of being tracked in these locations at all times. Not all manufacturers’ AFF equipment communication links will operate effectively in all geographic areas.
B7.3.5.4 The contractor must maintain a subscription service through the AFF aircraft hardware provider allowing AFF position reporting for satellite tracking via the Government AFF viewing software. The position-reporting interval must be every two minutes while the aircraft is in flight. The contractor must register their AFF aircraft hardware with the Government through https://www.aff.gov providing complete tail number; manufacturer and serial number of the AFF transceiver; aircraft make and model; and contractor contact information. If the contractor relocates previously registered AFF aircraft hardware into another aircraft, then the contractor must contact the government’s AFF Program making the appropriate changes prior to aircraft use. In all cases, the contractor must ensure that the correct aircraft information is indicated within AFF. The contractor must notify the Government of system changes, scheduled maintenance, and planned service outages.
B7.3.5.5 Registration contact information, a web accessible feedback form, and additional information is available at: https://www.aff.gov.
B7.3.5.6 Prior to the aircraft’s annual contract inspection, the contractor must ensure compliance with all AFF systems requirements. The contractor must additionally perform an operational check of the system. As a minimum, the operational check must consist of confirming the aircraft being tested is displayed in AFF.gov (indicating it is currently transmitting data to AFF.gov) and that all information displayed in AFF.gov is current. A username and password are required to access AFF.gov. Log on to the AFF website at https://www.aff.gov to request a username and password.
B7.3.5.7 If AFF becomes inoperable/unreliable the aircraft may, at the discretion of the Government, remain available for service utilizing radio/voice system for flight following. The contractor will return the AFF system to full operational capability within 72 hours after the inoperative/unreliable unit is first discovered as defective.
B7.3.5.8 AFF Systems must comply with supplemental requirements contained in Specification Section Supplement document available at: https://www.aff.gov/support/Specification_Section_Supplement.pdf.

B7.3.6 Satellite Phone System
B7.3.6.1 One Iridium-network based Satellite Telephone (Satphone) system. The installation must be in accordance with 14 CFR 43.
B7.3.6.2 The satphone handset, or remote dialer, must be mounted in a convenient location in the cockpit. The location must provide ready and unencumbered access to its controls by both front seat occupants.
B7.3.6.3 The satphone system audio must be permanently interfaced to the aircraft audio system in the same manner as the aircraft radios, so that the pilot and observer/copilot can utilize the satphone via their headsets. It is preferred that all occupants of the aircraft be able to converse over the satphone through their headsets, though keypad access may be limited to the two front seat occupants.
B7.3.6.4 The satphone system must provide the capability to pre-program at least six (6) telephone numbers that can be quickly selected by either front seat occupant while in flight.
B7.3.6.5 A TSO C-129a L-band antenna, acceptable to the manufacturer of the Sat Phone system, must be installed on top of the fuselage, giving as much a view of the overhead hemisphere as possible.
B7.3.6.6 The Sat Phone system may be integrated into the Automated Flight Following system (see B7.3.5) using either the same Iridium communicator or a separate Iridium communicator. In the former case, it is acceptable for phone calls to interrupt the transmission of AFF position reports for brief periods of time, and flight crews must be instructed as to this conflict.
B7.4 Navigation Systems.
B7.4.1 VHF, VOR/LOC aeronautical navigation receivers (NAV-1, NAV-2) with indicators, each with a minimum of 100 navigation receive channels.
B7.4.2 Global Positioning Systems (GPS-1, GPS-2) certified under TSO-C129(A1) for IFR en route navigation must be permanently installed in the aircraft. Each GPS must have a current database covering all areas of operation.
The GPS must reference latitude and longitude coordinates for aircraft positioning, utilize an approved, fixed, external aircraft antenna, and be powered by the aircraft electrical system. The GPS(s) must be interfaced to the aircraft’s Flight Director System (and autopilot, if so equipped) to provide navigation information.
B7.4.3 glideslope (GS) system, with a minimum of 40 receive channels.
B7.4.4 One marker beacon receiver system with three-light indicator must be installed. The audio warning must be provided to the flight crew’s earphones. The marker beacon receiver system is not required, if the aircraft is equipped with approved substitute equipment as described 14 CFr 91.175 (k).
Note: 14 CFr 91.175 (k) Approved substitute equipment is described as compass locator; precision approach radar (PAR) or airport surveillance radar (ASR); DME, VOR, or nondirectional beacon fixes authorized in the standard instrument approach procedure; or a suitable RNAV system in conjunction with a fix identified in the standard instrument approach procedure.
B7.4.5 Automatic Direction Finder (ADF) receiver system, with indicator, covering the frequency range of 200 to 1,699 kHz as a minimum.
Note: The ADF system is not required when both IFR GPS’s above are operable.
FWS/Midway/Palmyra, HI 16 Atoll National Refuge Flights
B7.4.6 Distance Measuring Equipment (DME) system, with a minimum of 200 channels.
B7.4.7 Horizontal Situation Indicator (HSI) or equivalent digital instrument system. The CDI must be interfaced to other aircraft systems so as to display VOR/LOC and GPS information on the CDI.
B7.4.8 Radio Magnetic Indicator (RMI) or equivalent digital instrument presentation incorporated with NAV- 1/ADF/GPS on single needle, and NAV-2/ADF/GPS on double needle.
B7.5 Audio Control System(s).
B7.5.1 A complete audio control system with intercommunications system (ICS) must be installed for use by the pilot and copilot. The system must provide separate controls for selection of the receiver audio outputs and transmitter microphone/ PTT inputs of all installed radio systems, SatPhone, and a two-position minimum ICS for the flight crew. Separate audio level controls must be provided for each position above to adjust the output levels to their respective earphones.
B7.6 Other Avionics.
B7.6.1 One air traffic control (ATC) transponder and altitude reporting system meeting the requirements of 14 CFR Part 91.215 (a) and (b), maintained in accordance with the IFR requirements of 14 CFR Part 91.413 and inspected and tested every 24 calendar months.
B7.6.2 One Underwater Acoustic Beacon (UAB/“pinger”) must be installed in the aircraft. The pinger must be water activated, mounted to the aircraft airframe, must meet or exceed the requirements of FAA TSO C-121, and must be maintained in accordance with the manufacturer's specifications (Dukane Seacom Inc. Models DK100, DK120, or equal).
B7.6.3 One radar altimeter with indicator, having a minimum altitude range of from 20 to 2000 feet, variable decision height selection, and decision height arrival aural warning (King KRA 10A or equal).
B7.6.4 Reserved
B7.6.5 Automatic Dependent Surveillance – Broadcast (ADS-B)
B7.6.5.1 All aircraft must be equipped to meet the ADS-B OUT requirements of 14 CFR 91.225. ADS-B OUT systems must be approved to either TSO-C154c (978MHz Universal Access Transceiver [UAT]) or TSO-C166b (1090MHz Extended Squitter [1090ES]). Aircraft operating outside of the United States must be equipped with systems approved to TSO-C166b.
B7.6.5.2 ADS-B IN systems are not required, but any such system furnished must be TSO-approved, use diversity antennas on both the top and bottom of the aircraft, receive both UAT and 1090ES, and be interfaced to a multifunction display (MFD) capable of displaying TIS-B traffic and FIS-B weather.

PERSONNEL REQUIREMENTS
B9 Pilot Requirements
B9.1 The Contractor must furnish a flight crew for each day the aircraft is required to be available. A flight crew is one pilot-in-command (PIC) and one second-in-command (SIC).
FWS/Midway/Palmyra, HI 17 Atoll National Refuge Flights
B9.2 The PIC must be familiar with this contract and all applicable task orders issued under this contract.
B9.2.1 The PIC must be able to provide contract and/or task order information to the COTR, OAS inspector, COR, project inspector (PI), or Government manager as requested.
B10 Pilot Qualifications
B10.1 General.
Pilot flight hours will be verified from a certified pilot log. Further verification of flight hours may be required at the COR’s discretion.
B10.1.1 Each pilot shall, at the discretion of the COTR, pass an agency flight evaluation in make and model of aircraft to be flown on this contract. The flight evaluation will be in an aircraft supplied by the Contractor, at no expense to the Government. The satisfactory completion of the evaluation flight will not substitute for any of the total flight hour requirements listed in this contract.
B10.1.2 Pilots shall display evidence of experience in using all equipment specifically identified in Section B for performance of contract work (HF radio, GPS, SatPhone, etc.). Pilots may be required to demonstrate proficiency during the agency evaluation flight. Pilots may use an abbreviated checklist.
B10.1.2.1 Pilots shall demonstrate their ability to perform the following functions with the required GPS. The pilot may use only an abbreviated checklist in the performance of this evaluation.
B10.1.2.2 Determine the geographic coordinates of a destination identified on a sectional aeronautical chart.
B10.1.2.3 Install destination coordinates.
B10.1.2.4 Acquire distance/bearing information to a destination.
B10.1.2.5 Record as a waypoint, coordinates of various locations while enroute to a primary destination.
B10.1.2.6 Navigate from a present position to a selected recorded waypoint or between two recorded waypoints.
B10.1.3 The Contractor must complete an OAS-64A for each contract pilot. The OAS-64A must be submitted to the OAS Inspector Pilot annually, and prior to any carding or pilot inspection event. The OAS 64A can be found at: https://www.doi.gov/aviation/library/forms#inspforms
B10.2 Minimum Qualifications pilot-in-command (PIC).
The Contractor must provide a PIC who meets the following minimum qualifications and who possesses the required certificates and evidence of having satisfactorily passed the evaluations for the required tasks:
B10.2.1 PIC must have an FAA Airline Transport Pilot certificate with a type rating for the contracted aircraft.
B10.2.2 PIC must hold a current first-class medical certificate issued under provisions of 14 CFR 67.
B10.2.3 A current FAA competency check completed in accordance with 14 CFR 135.293(a and b) in the same make and model as the contract aircraft, a current 14 CFR 135.299-line check, and a current 14 CFR 135.297 instrument proficiency check or 14 CFR 121 equivalents.
B10.2.4 PICs must have logged minimum PIC flight time as follows:

(a) 3,000 hours…total in all aircraft.
(b) 2,000 hours…in airplanes.
(c) 200 hours…in category and class to be flown.
(d) 100 hours turbo prop or jet as appropriate.
(e) 50 hours in make and model of aircraft to be used on this contract. (25 hours if the pilot has attended a formal training course which includes ground school for the make and model and a flight check.) (See B10.4.1)
(f) 500 hours…cross-country.
(g) 250 hours…in large airplanes (over 12,500 lb).
(h) 100 hours…night flying to include the recent flight experience requirements of 14 CFR 61.57(b).
(i) 75 hours…actual or simulated instrument flight time (including 50 hours in flight).
(j) 500 hours…total time or 100 hours…last 12 months extended overwater or oceanic flight operations operating long-range navigation equipment, flight operations calculating point-of-no-return (PNR) and point-of-equal-time (PET) values, and use of HF or other long-range communications equipment.
(k) 100 hours…in category in the last 12 months.
(l) 10 hours…in class in the preceding 60 days.
(m) 5 hours…in make and model in the preceding 30 days.
B10.2.5 A formal training course is a pilot course designed to increase the pilot’s proficiency in a specific make and model of aircraft. Any course proposed to meet the intent of this paragraph must be FAA-approved and OAS accepted. OAS will evaluate each course on a case-by-case basis.
B10.3 Minimum Qualifications second-in-command (SIC).
The Contractor must provide a SIC who meets the following minimum qualifications and who possesses the required certificates and evidence of having satisfactorily passed the evaluations for the required tasks:
B10.3.1 SIC must have at least an FAA commercial pilot certificate with multi-engine and instrument rating.
