Midway/Palmyra Ques ons and answers

Question Answer

1. Can the government provide detailed pictures/video of the compacted coral runway on Palmyra Atoll? The one photo provided in the RFP is helpful but more info on the runway's condition would be valuable, such as the amount of debris/gravel generated upon landing/takeoff, especially if thrust reversers are required when landing.

The Government is providing a detailed report of the runway at Palmyra from April 2023 which includes pictures.

2. Please confirm that Midway and Palmyra flights will not necessarily be concurrent and require multiple aircraft to be offered for this solicitation. We understand from past communications that although FWS does not require concurrent flights, an offeror's proposal to use multiple aircraft to enable concurrent flights would be advantageous and result in a higher evaluation score on their proposal. Please confirm if this is correct

Flights will not be occurring concurrently, and will be scheduled in advance

3. Is there an estimated contract value for this follow-on effort?

We don't give the estimated value of the contract, that's for the contractor to determine their pricing

4. The Minimum Aircraft Requirements state a "payload of 3,000 pounds" and "insured seating for 8 passengers" with the Target Aircraft Requirements being "payload 4,900 pounds" and "seating for at least 12-16 passengers." This seems to indicate that vendors will be awarded a higher evaluation score on their proposal if the offered aircraft meets the Target Aircraft Requirements-- is this correct?

A contractor who meets the minimum is considered acceptable, but if you meet the target, then yes that would be considered a strength and would get a higher rating, but this a tradeoff situation, so that doesn’t necessarily mean someone who meets the target will be awarded the requirement.

5. The Target Aircraft Requirements state "seating for up to 12-16 passengers" (emphasis added). Is there a specific minimum number of passengers the aircraft can accommodate to satisfy the target aircraft requirement? Is it 12, 16, or something in between?

The contractor only needs to meet the minimum to be acceptable, however, the government is looking for an aircraft with seats as closest to the target range as possible
