About this file
This document contains questions from prospective offerors regarding a Bureau of Indian Affairs solicitation for exclusive use of single engine amphibious water scooping aircraft, along with the agency's responses. The solicitation seeks proposals for water scooping services to be provided in Deer Park, Washington from March 2024 through February 2029. Key requirements include aircraft capable of carrying between 799 to 1,799 gallons of water and equipped with the necessary communications systems. Offerors must demonstrate pilot qualifications including experience with single engine sea planes and water scooping cycles. The agency will evaluate proposals based on technical capability, organizational safety, past performance, and total evaluated price, with past performance references potentially being contacted. Clarification was provided around fuel and retardant requirements.

BIA Deer Park Exclusive Use Fire Boss Solicitation#: 140D0424R0009 Pre-Proposal Questions and Answers
Page/Section Reference Question
Section B: Technical Specs B1 Scope of Contract B2.2.1 Pg 9 of 110
QUESTION 1:
You state that the aircraft should be able to carry 799 to 1,799 gallons. We are unaware of any single engine scooper that can carry more than 800 gallons.
Can you clarify?
ANSWER 1:
The minimum requirement is 799 gallons. B2.2.1 has been updated to read “The Government will evaluate single engine amphibious water scooping aircraft with a capacity of 799 to 1,799 gallons for use as scoopers.”
B7.3 Communications Systems B7.3.3 Pg 14 of 110
QUESTION 2:
You state that “One VHF-FM “multimode” aeronautical transceiver (FM-1) which provides selection of both narrowband (12.5 kHz) or wideband (25.0 kHz) bandwidth or narrowband (12.5 kHz) digital bandwidth operation on each channel”
More and more these days having two FMs makes working in the Fire Traffic Area (FTA) safer and easier to communicate and hear what is going on. There are some contracts that require two (CalFire for example). Our pilots are growing used to having the redundancy and additional situational awareness.
Would you consider requiring two FM radios instead of one?
ANSWER 2:
One VHF-FM is the minimum specification for this solicitation, however there is no restriction to vendor desiring to operate two VHF-FM in an aircraft.
B8.6 SEAT Support Vehicle
(SSV)
B8.6.3 Pg 20 of 110
QUESTION 3:
You state that “The contractor personnel must verify that only fire retardants and or suppressants introduced into the aircraft are approved for Federal SEAT use. A list of approved fire chemicals for Federal SEATs can be found at the USFS wildland fire chemicals website under their Qualified Products List (QPL) https://www.fs.fed.us/rm/fire/wfcs/index.htm
If we’re not responsible for buying the retardant or suppressant, why should we be responsible for ensuring that its on the approved list? We’ll be responsible for mixing correctly.
ANSWER 3:
It is the responsibility of the contractor who owns the aircraft to verify/ensure that the material loaded onto their aircraft is correct.
B10 Pilot Qualifications B10.2.7.1 & 10.2.7.2 Pg 22 of 110
QUESTION 4:
In both sections you are requiring 25 hours and 40 hours in “airplane, single engine sea (ASES). With the lowering of these hours, we would have expected to see a certain number of required scoops in the Fire Boss, but none are stated.
This requirement has been lowered from 100 hours in past BIA solicitations.
We feel that this might be too low a standard without the scooping standard.
Can you provide rationale for dropping this standard? If there was a new requirement to have a certain number of scoops in a Fire Boss, we could see why you would drop the required ASES hours.
ANSWER 4:
B10.4.1 states “New single engine, amphibious, water scooping airtanker pilots. Prior to initial carding pilots must provide evidence of 100 scooping cycles. (scooping and dropping water in typical terrain is one cycle)” https://www.fs.fed.us/rm/fire/wfcs/index.htm
Section D: Instructions to Offerors D11 Past Performance D11.3 Pg 87 of 110
QUESTION 5:
You state that “The Government may contact some or all of the Offerors customers…”
If we’re being asked to provide references at our customers to call, why is the term “may” in this section. Could it be “will” or “is mandated” to contact?
We would imagine that talking to the agencies that the Offerors have worked with in the past and understanding how they performed might be valuable insight in a decision by the BIA.
ANSWER 5:
It is not mandated that the offeror customers be contacted; however, the Government reserves the right to contact each offeror customer. For this reason “may” is used.
Section D: Instructions to Offerors D13 Tradeoff Analysis and Contractor Selection D13.1 Pg 87 of 110
QUESTION 6:
You state “The Contractor will be selected on the basis of the Government’s evaluation of the proposal against the evaluation factors set forth in the solicitation: Technical Capability, Organizational Safety, Past Performance, and Total Evaluated Price.”
Is this list in priority or ranking, or are each of the 4 criteria equally weighted?
ANSWER 6:
D8.2 identifies the evaluation factors and the weight of each factor.
Section: B - Technical Specifications
Page: 17
Paragraph: B8.1.2.2
QUESTION 7:
In reference to the FSV, the current BLM Single Engine Scooper contracts only require 6 hrs of usable fuel for the aircraft, but this contract states 16 hrs. Is this a requirement for Alaska operations?
ANSWER 7:
The minimum requirement is 8 hours of useable fuel. B8.1.2.2 has been updated to read “The vehicle’s tank(s) must have a minimum capacity of 8 16 hours of usable fuel for the make and model aircraft operating on the contract based on the Airplane: Approximate “Recommended Cruise” Fuel Consumption Rates Exhibit.”
Section: D - Instructions to Offerors
Page: 87
Paragraph: D12.2
QUESTION 8:
We understand the Government will derive a Total Evaluated Price for evaluation purposes. However, could you explain what the prorated six-month value is and why it is being calculated for evaluation? Additionally, what are considered "out-year prices?" There is no definition of "out-year" in the bid document.
ANSWER 8:
In accordance with D12.2, the prorated six-month value, in accordance with FAR 52.217-8, will be exactly half of the final ordering period proposed pricing. This prorated value will ONLY be used for the purposes of determining a total evaluated price. There is no guarantee that this 6-month period will be exercised.
Out-year prices are the additional ordering periods after the base year. There are a total of 4 out-years.
Section: E - Offerors Representations, etc.
Page: 109
Paragraph: Exhibit E-4
QUESTION 9:
This form does not state any supporting documentation is required to substantiate either a Yes or No response. Is that accurate? If the Government does expect specific documentation to support Offeror's response, please provide instruction.
ANSWER 9: The data that is to be provided as required when Exhibit E-2 Aircraft Questionnaire is signed encompasses the requirements listed in Exhibit E-4 Aircraft Information Form.
