About this file

This document contains a question and answer template for a Bureau of Land Management solicitation seeking firefighting helicopter services for fire zones in the Upper Yukon and Galena areas. The solicitation will consider aircraft that meet minimum requirements including folding aft cabin seating and a flat floor equipped with tie downs, or aircraft with doors that can be removed or opened in flight. One question seeks clarification on whether a Bell 407 helicopter with removable seats that expose a contoured floor would meet the requirements, and the government confirms it will consider aircraft meeting stated needs.

Question #PWS / RFQ Reference and / or Page #Contractor QuestionGovernment Answer
1Section B, Pg. 17, Para B6.6 “Utility folding aft cabin seating for easy access to a flat cabin floor equipped with tie downs for carriage of bulky cargo”We will be offering Bell 407 helicopters for this contract. Our seats do not fold however they do remove very quickly (3-5 minutes with single tool).

When our seats are removed, we can meet the cubic space requirement for the transport of “bulky cargo” however it will not be on a flat cabin floor. Our cabin floors are contoured by manufacturer.

Will BLM consider a Bell 407 for this contract? The Govermment will consider an aircraft that meets the minimum requirements of the solicitation. The aircraft requirements include folding aft cabin seating and a flat cabin floor equiped with tie downs.
2Section B, Pg. 19, Para B6.34 “Cabin doors which may be removed or opened in flight.”Bell 407 doors may be removed but not in-flight. We utilize FAA approved quick-release door pins and our pilots can remove them very quickly. The requirement as written states "Cabin doors which may be removed or opened in flight." To clarify, either the doors may be removed, or the doors may be opened in flight…it is either or.
