About this file
This document is an amendment to Request for Quotation (RFQ) 140D0424Q0572 for a Physical Access Control System (PACS) for the Department of the Interior's Interior Business Center.
The amendment provides additional questions and answers related to the PACS requirements, including clarification on the use of existing infrastructure, UPS power, equipment substitutions, cable types, work schedules, and system capabilities. It also extends the RFQ response deadline to June 21, 2024 and revises the Statement of Work to remove the requirement for the system to remain operational during power outages, as the facility does not have a backup generator. The PACS system must support approximately 35 doors and integrate with FIPS PIV badges. The government will provide network access, but the contractor is responsible for installation, configuration, and maintenance of the PACS.

Contractor to provide badges.
Q37 RFP requests a listing of all team members who will perform work on the project. At the time of bid it is difficult to predict staffing as it depends on personnel availability. We propose that at the time of award to meet the clearance paperwork requirement that a list of names who will perform the work be provided.
A37 List of all contractor personnel to be provided at the time of award.
Q38 The features in part list the use of mobile apps on iOS devices as an option. Unless the system receives an Authority to Operation in accordance with FISMA, the use of such devices is prohibited. We recommend changing the SOW language.

A42 RFQ due date extended to 21 June
2. The PWS in the RFQ Continuation Pages is being changed as follows:
Revised RFQ Continuation Pages have been added to the RFQ. Document “B08 SOL 3 Cont Sheets Rev 3” is being replaced with “B08 SOL 3 Cont Sheets Rev 4” with the following change:
In section 1.8, remove the following line: “Ensure the system remains operational to secure the environment during power outages.”
Reason: The building does not have a backup generator. System availability after main power failure depends on the UPS it is connected to.
3. The due date for quotes responding to RFQ 140D0424Q0572 remains unchanged: 4:00PM EDT
Friday 21 June 2024.
4. All other terms and conditions remain unchanged.
