Questions and Responses For Bollards RFQ 140D0424Q05000

1. In section 6.1 General Notes, Para 6 - it states: "The Contractor shall perform maintenance repairs necessary to optimize the performance of equipment and/or its operation, prevent an equipment breakdown or failure, or to return a piece of equipment to service after a breakdown or failure where the total cost is expected to be $2,500.00 or less."

0. Is this for any Repair and includes Parts & Labor? eg:: if the Sell Price of a part $2,000 and the Labor is $499, then the Contractor is expected to cover this repair at no charge to the Customer?

0. How does the government recommend the bidding contractors estimate a reasonable number of anticipated repairs without either

1. putting themselves at financial risk of underestimating; OR

1. overcharging the government by overestimating the number of anticipated repairs to mitigate their risk?

Response: This has been removed. Please see updated Performance Work Statement.

1. Several major components of the existing bollard systems have been customized by third parties and therefore the OEM recommended maintenances can no longer be performed as stated in the OEM manual. Will the government allow contractors to price based on best practices and then modify the maintenance program after an exploratory inspection or maintenance has been completed.

Response: It is always recommended that "best practices" are followed in a maintenance program. The maintenance program for the Stewart Lee Udall Building should be tailored to the components as they currently exist.

1. Major third-party components are still within their warranty period. Will the warranty be void if a contractor has not been trained or certified to perform preventative maintenance on the newly installed components?

Response: The following equipment has a one-year warranty which will expire May 2025:

· Ramp A

· (1) Electric power unit [includes (1) programmable automation controller, (4) servo drives, loop detectors, and (1) maintenance touch panel].

· (1) 8” Operator touch panel.

· Ramp D

· (1) Electric power unit [includes (1) programmable automation controller, (4) servo drives, loop detectors, and (1) maintenance touch panel].

· (1) 8” Operator touch panel.

· Ramp E

· (2) Loops.

· Ramp G

· (4) Servo drives and loop detectors.

· (1) 8” Operator touch panel.

· All Ramps

· (2) Magnetic Automation non-rated traffic gate arms at each Ramp. There are (6) Ramps total. There are (12) non-rated traffic gate arms total.

· SOC

· (1) Master touch screen in the SOC – note that this is not currently operable because there are connectivity issues between the SOC and each Ramp.

All other equipment is outside of the warranty period.

1. When heavy equipment is needed to pull the bollards or counterweights (ie: crane truck, forklift, gantry, etc.) will DOI provide local parking for heavy equipment trucks?

Response: See updated PWS section 6.1.

1. Please confirm that any PLC or barrier system interface programs, any passwords for PLC program access as well as passwords or access codes for user interface profiles will be made available to the contractor. We can not work on or service a system that is locked. Government owns any software that is provided and used for the control of their facilities.

Response: Yes, passwords will be provided.

1. Document Price Schedule Base Year tab, column D, line 5 indicates 10 quantity CLIN 0001 Monthly PMs and column D, lines 8 and 10 indicates CLIN 0002 2 quantity Semiannual and 1 quantity Annual PMs. The Base Year is 10 months. Should this be 8 quantity CLIN 0001 Monthly PMs, 1 quantity CLIN 0002 Semiannual PM, and 1 quantity CLIN 0002 Annual PM? Or are 13 PM services being requested in a 10 Month period?

Response: The base period has 10 months of services; all other option periods are 12 months. One monthly PM per month, two semiannual PMs in accordance with the SOW. See updated Pricing Schedule.

1. Document Price Schedule Option Year tabs, column D, line 5 indicates 12 quantity CLIN 0001 Monthly PMs and column D, lines 8 and 10 indicates CLIN 0002 2 quantity Semiannual and 1 quantity Annual PMs. The Option Years are 12 months. Should this be 10 quantity CLIN 0001 Monthly PMs, 1 quantity CLIN 0002 Semiannual PM, and 1 quantity CLIN 0002 Annual PM? Or are 15 PM services being requested in each Option Year?

Response: See response to question 6.

1. Document Sol_140D0424Q0500, page 4, paragraph 1. Purpose states the vehicle barrier system, consisting of twenty-four (24) electric bollards and twelve (12) gate arms. Please confirm the operating system for the twelve (12) gate arms, electric, hydraulic, or manual.

Response: 12 electric gate arms.

1. Document Sol_140D0424Q0500, page 24, Site Visit, “Offerors are urged and expected…”. Is attendance at the site visit mandatory to bid on this project? If not, is it possible to receive pictures of the equipment nameplates, and similar information?

Response: No, pictures of equipment nameplates and similar information cannot be provided.

1. Document Sol_140D0424Q0500, page 24, references temporary passes. If awarded a contract, will long term passes be issued to the technicians? If so, how long are the passes valid, one (1) year?

Response: No long term passes will be issued to technicians.

1. Is manufacturer certification required to maintain and repair the equipment on this contract?

Response: No, a manufacturer certification is not required to maintain and repair the equipment on this contract.

1. What is the date of the last preventive maintenance (PM) service? What type of service was it (monthly, quarterly, semi-annual, annual)? If not an annual PM, when was the last annual PM conducted for scheduling purposes?

Response: Monthly PM serviced 7/18/24. Semi Annual PM serviced 3/1/24.

1. This solicitation does not mention service calls outside of the scheduled Preventive Maintenance. In the event of additional services are needed, how would these services be funded, Not to Exceed or Fixed Firm Price?

Response: If additional services are needed it is expected that a not to exceed quote would be submitted for approval and adjusted based on work performed. Funding would be provided via the contract either at award or by modification to add additional funding.

1. In the event additional services are needed outside of the scheduled Preventive Maintenance, is there a response time expectation?

Response: In accordance with the Performance Requirement Summary contractors shall provide a response (phone, e-mail or otherwise) within 24 hours.

1. OEM construction documents as well as current as-builts from any retrofit equipment are to be provided.

Response: Access will be provided to any documentation DOI has on hand upon award.
