About this file

This document is an amendment attachment containing questions and answers regarding Solicitation 140D0423Q1066 from the Department of the Interior for appraisal services on approximately 14,660 acres of land in Alaska. The National Park Service is requesting a single appraisal report covering the entire land holding, which may require the appraiser to perform multiple before-and-after analyses and value conclusions if it is determined the property contains more than one larger parcel. The appraisal is needed to determine the value of a potential conservation easement for the land, which includes two contiguous assessor's parcels totaling 14,660 acres as well as a separate 10-acre parcel several miles away.

Amendment Attachment 001 Questions and Answers

Solicitation – 140D0423Q1066-A1

Question No. Question Government Response

1 Question Context: Page 11 of the SOW says that “the agency has requested the value of the acquisition on based on the purchase of conservation on easements over the entire property.

But LACL-09-101 and LACL-09-122 are contiguous while LACL-10-148 is several miles away.

The SOW notes:

• ±14,660 acres in two (2) assessor’s parcels

• The subject is comprised of three vacant tracts land that total approximately 14,660 acres.

• The subject is recognized by the NPS Tract

Numbers 09-101, 09-122 (portion) and 10-148.

Question: Are there any instructions or expectations about separate reports for each larger parcel determination or can they all be done in one report?

This is one case and the NPS request is for one report covering the entire holding.

If it is determined there is more than one larger parcel, the impact of the conservation easement on each larger parcel is required.

This may mean the appraiser will have to perform more than one before/after analysis and may result in more than one value conclusion.
