Solicitation: 140D0423Q0893
Solicitation for Aircraft Brokerage Services to Locate and Obtain Option to Purchase Civil Aircraft - Used Cessna 206 (G, F, D models)
Section 1-General Information
The US Department of Interior (DOI), through Acquisition Services Directorate (AQD), is issuing this solicitation (SOL) #140D0423Q0893 as a Request for Quote (RFQ) on behalf of the National Park Service (NPS).
This RFQ is a combined synopsis/solicitation for a commercial product prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
This solicitation is for the purpose of entering into a contract for brokerage services to assist in locating and obtaining an option to purchase two (2) fixed wing aircraft from within the continental United States that meets the Government’s needs.
This is not a Cost-Plus-a-Percentage-of-Cost contract, which is prohibited in accordance with FAR 16.102(c). Therefore, any fees associated with finding the aircraft shall be a firm fixed amount and not based on a predetermined percentage rate of the actual cost of the aircraft. The offeror’s entitlement to any fees or charges associated with finding an option to purchase an aircraft shall not increase with the actual cost of the aircraft.
The option to purchase two aircraft must be made available to the Government within the period of performance of 120 days after award. An additional 60-day extension modification may be executed to locate and obtain the option to purchase for the second aircraft, if needed. If the Offeror does not locate aircraft that meet the specifications outlined in this solicitation within the period of performance of this contract, the Offeror will not be entitled to receive payment for the brokerage services.
This RFQ is soliciting quotes for the brokerage services ONLY. Payment for the aircraft will be made once the Offeror has identified suitable aircraft and the Government has conducted the Conformity Inspection, which validates the proposed purchase price. Please note, the Government may choose an aircraft that requires minor to significant repairs or upgrades, but that should be reflected in the aircraft sale price, which will be determined after award (e.g. the Government would expect to pay less for an aircraft that requires significant repairs or upgrades, than for an aircraft that requires minor repairs or upgrades.)
The Government intends to purchase the aircraft in an “as is” condition and the Offeror is NOT expected to make repairs or upgrades to the aircraft.
Offeror shall make all reasonable attempts to locate aircraft and shall provide weekly status updates until acceptable aircraft has been found. Once aircraft have been located that meet the specifications in Section 2 of this solicitation, the Offeror shall provide the following to the Government:
- Proposed purchase price
- Current weight and balance, with aircraft equipment list attached
- Maintenance records (logbooks)
- Copy of Standard Airworthiness Certificate
- Interior and exterior photographs
Within five (5) business days of receipt, the Government will conduct an initial review of documents submitted and will make the determination whether they will proceed with a required pre-buy inspection also known as a Conformity Inspection. Completion of the inspection can take up to 10 days from when the determination to proceed with the inspection is made. The inspection will be conducted by member(s) of the Office of Aviation Services acting as the Contracting Officer’s Technical Representative (COTR). The inspection will provide verification the aircraft conforms to its type design and is configured/bridged to the operator’s approved program and operations, includes verification of proper installation and general condition of installed equipment via visual inspection and documentation research. May also include, at the inspector's option, a static functional check (actual use, with aircraft powered by battery/APU) of equipment. As part of the Conformity Inspection, the Government will inspect the condition of the aircraft in combination with the proposed purchase price to ensure the aircraft is being offered at a fair market price. The Offeror shall allow the Government to inspect the aircraft and conduct an inspection flight at no cost to the Government at the Offeror’s designated location. Travel and per diem for the inspection team shall be at the expense of the Government.
The Government intends to take possession (delivery) of the aircraft(s) from a mutually agreed upon location. The Government reserves the right to not purchase the requested aircraft for any reason.
This requirement will be a Total Small Business Set-Aside. The associated North American Industrial Classification System (NAICS) code 336411 - Aircraft Manufacturing, with a Small Business Size Standard of 1,500 employees. Please identify your business size in your response based upon this standard. Product Service Code (PSC): 1510, Fixed Wing Aircraft.
