Solicitation for Purchase of Civil Aircraft - Used Cessna 206 (G, F, D models) Aircraft

Section 1-General Information

The US Department of Interior, through Acquisition Services Directorate (AQD), is issuing this solicitation (SOL) #140D0423Q0893 as a Request for Quote (RFQ) on behalf of the Department of the National Park Service (NPS).

This RFQ is a combined synopsis/solicitation for a commercial product prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This solicitation is for the purpose of entering into a contract for purchasing two (2) used fixed wing aircraft. This requirement is for aircraft brokerage services to assist in locating and obtaining an option to purchase such aircraft within the continental United States that meets the Government’s needs.

This is not a Cost-Plus-a-Percentage-of-Cost contract, which is prohibited in accordance with FAR 16.102(c). Therefore, any fees associated with finding the aircraft shall be a firm fixed amount and not based on a predetermined percentage rate of the actual cost of the aircraft. The offeror’s entitlement to any fees or charges associated with finding an option to purchase an aircraft shall not increase with the actual cost of the aircraft.

The option to purchase two aircraft must be made available to the Government within the period of performance of 120 days after award. If the offeror does not deliver aircraft that meet the Government’s requirements within the period of performance of this contract, the offeror will not be entitled to receive payment regarding the brokerage services.

The Government plans to complete a pre-buy inspection also known as a Conformity Inspection. This inspection can take up to 10 days to complete and will be conducted by a member of the Office of Aviation Services acting as the Contracting Officer’s Technical Representative (COTR). The inspection will provide verification the aircraft conforms to its type design and is configured/bridged to the operator’s approved program and operations, includes verification of proper installation and general condition of installed equipment via visual inspection and documentation research. May also include, at the inspector's option, a static functional check (actual use, with aircraft powered by battery/APU) of equipment. All maintenance records shall be provided to the Government for the inspection. The Offeror shall allow the Government to inspect the offered aircraft and conduct an inspection flight at no cost to the Government at the Offeror’s designated location. Travel and per diem for the inspection team shall be at the expense of the Government. If the aircraft pass inspection, the Government shall make final payment after acceptance and possession of the clear aircraft title. The Government intends to take possession (delivery) of the aircraft(s) from a mutually agreed upon location. The Government reserves the right to not purchase the requested aircraft for any reason.

The Government intends to evaluate quotes and award a single, Firm-Fixed Price contract to the responsible offeror(s) whose quote(s) conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Therefore, the offeror’s initial quote should contain the vendor’s best terms from a price and technical standpoint. As part of making the assessment, a best value analysis will be performed determining whether or not exceeding the minimum requirements at an associated price provides the best value to the Government.

This requirement will be a Total Small Business Set-Aside. The associated North American Industrial Classification System (NAICS) code 336411 - Aircraft Manufacturing, with a Small Business Size Standard of 1,500 employees. Please identify your business size in your response based upon this standard. Product Service Code (PSC): 1510, Fixed Wing Aircraft.
