Solicitation for Snow Removal Services

Section 1-General Information

The US Department of Interior, through Acquisition Services Directorate (AQD), is issuing this solicitation (SOL) #140D0423Q0340 as a Request for Quote (RFQ) on behalf of the Department of the Interior Office of Aviation Services (OAS).

This RFQ is a combined synopsis/solicitation for commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is for the purpose of entering into a contract for obtaining services stated in the Performance Work Statement (PWS) entitled, “Snow Removal Services.”

The Government intends to award a single, Firm-Fixed-Price contract.

Services described in the PWS are to be performed at the Office of Aviation Services, Alaska Regional Office (AKRO) facilities located at 4405 Lear Ct, Anchorage, Alaska 99502.

This will be a 100% Small Business Set-Aside under North American Industrial Classification System (NAICS) code 561790-Other Services to Buildings and Dwellings, with a size standard of $9 million. Please identify your business size in your response based upon this standard. Product Service Code (PSC): S218 Housekeeping – Snow Removal / Salt.

The Period of Performance is anticipated to be as such:

Base Period: June 01, 2023 – May 31, 2024 Option Period One: June 01, 2024 – May 31, 2025 Option Period Two: June 01, 2025 – May 31, 2026 Option Period Three: June 01, 2026 – May 31, 2027 Option Period Four: June 01, 2027 – May 31, 2028 Six (6) Month Extension (if exercised): June 01, 2028 – November 30, 2028

Section 2 –Performance Work Statement

B.1 DESCRIPTION OF SERVICES. The Contractor shall clear snow from parking lots, sidewalks, walkways, aircraft ramp tie-down area and active taxiway. On Call items will include the sanding of parking lots, sidewalks and walkways as well as haul and disposal of snow. The Contractor shall provide all personnel, supplies, supervision, tools, materials, equipment, transportation, fuel and other items necessary to provide snow and ice removal services in accordance with this Performance Work Statement (PWS).

B.2 PERIOD OF PERFORMANCE. The period of performance shall not exceed 5 years, plus an optional extension of up to six months, if needed. The contract period of performance is from June 01, 2023, to May 31, 2028, divided into 5 components (1 base period, 4 option periods). If utilized, the contract could be extended to October 31, 2028, in accordance with (IAW) Federal Acquisition Regulations (FAR) clause 52.217-8 Option to Extend Services.

B.3 SPECIFIC REQUIREMENTS

B.3.1 PLACE OF PERFORMANCE. Services are required at the Office of Aviation Services (OAS) Alaska Regional Office (AKRO) at 4405 Lear Court Anchorage, AK 99502.

B.3.2 ROUTINE SERVICES. The Contractor shall clear and consolidate snow from parking lots, sidewalks, walkways, aircraft ramp tie-down area and active taxiway as indicated on the site map (Exhibit 2).

B.3.3 FREQUENCY. The Contractor shall perform the following tasks on an automatic basis when-

1) Monday – Friday: Snow accumulation meets or exceeds a depth of 2".

2) Weekends/Federal Holidays: Snow accumulation may occur up to 6" on weekend days/federal holidays (See PWS B.4.2 for list of holidays) but must be cleared prior to the beginning of the next business day’s normal Hours of Operation as defined in PWS B.4.1.

B.3.4 VEHICLE PARKING LOTS. The Contractor shall remove snow from two parking lots as shown on the site map (Exhibit 2). The primary parking lot is located to the east of the office and hanger buildings. The second parking lots is located south of the hanger building.

B.3.5 AIRCRAFT RAMP TIE DOWN AREA / ACTIVE AIRCRAFT TAXIWAY. The Contractor shall remove snow from the entire aircraft taxiway and aircraft ramp tie down areas as shown on the site map (Exhibit 2).

B.3.5.1 AIRCRAFT. If aircraft are parked on the ramp, the Contractor shall remove snow around each aircraft staying at least fifteen feet (15’) away from the front, rear and wing tips of each aircraft. NEVER attempt to remove snow within 15’ of an aircraft or go between aircraft unless there is at least 15’ spacing from either aircraft.

B.3.6 PEDESTRIAN SIDEWALKS. The Contractor shall remove snow/ice from the pedestrian sidewalks utilizing salt, when needed. The sidewalks are located on the East and South side of the office building.

B.3.7 SNOW CONSOLIDATION AND STORAGE. Two designated snow storage areas have been identified. Snow shall be removed to these designated storage areas. All snow must be consolidated into storage areas in a manner such that the area can accommodate subsequent snow accumulations. Snow storage areas shall neither impede access to the active ramp entering Lake Hood nor hinder access to the paved taxiway. Snow storage areas shall be consolidated in a manner that does not impede wing tip clearance where aircraft may operate.

B.3.8 SNOW STORAGE AREA LIMITS AND PRIORITY USE. Consolidation is the Contractor's responsibility. The Government may, at its discretion, consolidate snow in the designated storage areas, however the Contractor remains responsible for snow consolidation within the height and width maximum set for routine snow removal services. The table below prioritizes the use of storage sites and describes each area’s use limitations. The Contractor shall remove snow to storage areas in order of priority unless directed otherwise by the Contracting Officer’s Representative (COR). All snow will go to Priority 1 storage area until authorized by COR to start using Priority 2 storage area.

B.3.9 RESTRICTIONS. The Contractor shall comply with the following restrictions.

1) The Contractor shall not remove snow between electrical hook up posts and any aircraft parked along the east property line border. Electrical extension cords may be plugged in to both power and aircraft heaters. All electrical receptacles will be marked with orange snow sticks for visibility.

2) The Contractor shall not block the area adjacent to any exit doors of any building with piled snow.

3) The Contractor shall not allow snow removal equipment to contact any chain link fence.

4) The Contractor shall not block the gate to the storage yard at north end of taxiway area with piled snow.

B.3.10 ON CALL SERVICES. The following On Call items will only be ordered by the Government on an as needed basis. The Government is under no obligation to order any on call services from the Contractor. The Government is obligated to pay only when services are ordered by the Government and performed by the Contractor.

B.3.11 SAND/AGGREGATE PLACEMENT. When ordered by the Contracting Officer (CO) or COR, the Contractor shall sand vehicle parking lots, sidewalks and walkways. The walkway is a designated 10’ wide area permitting access between two hangers.

B.3.11.1 MATERIALS AND METHODS. The Contractor shall propose a compound for the purpose of sanding and a mechanism of sand dispersal. The sanding compound and dispersal mechanism shall be agreed to prior to project implementation. The Government will not accept pea gravel. The application of sand shall be in sufficient quantities to significantly reduce the potential for slips and slides on the pavement, sidewalks and walkway.

B.3.12 SNOW DISPOSAL. When ordered by the Contracting Officer or COR, the Contractor shall dispose of accumulated snow from storage areas. Snow disposal will be ordered at the COR’s discretion if impeding mission requirements or once the snow storage area limits have been exceeded.

B.3.12.1 SNOW DISPOSAL SITES. The snow disposal site(s) is the Contractor’s responsibility including any applicable charge(s) / payment(s).

B.13.2.2 SAND / AGGREGATE REMOVAL. When ordered by the Contracting Officer or COR, the Contractor shall remove aggregate/sand from parking lots and ramp area. If ordered, the task shall be performed only once in the Spring after all the snow has melted from the area(s) to be cleaned. Payment for this on call service will be made as a lump sum and will include any and all charges at the time of invoicing.

B.3.13.3 ON CALL SNOW PLOWING DURING BUSINESS HOURS When ordered by the Contacting Officer or COR, the Contractor must respond within three (3) hours from the on call request and shall clear snow from parking lots, sidewalks, walkways, aircraft ramp tie-down area and active taxiway. In those cases where some interference may be essentially unavoidable, the Contractor shall be responsible to make every effort to minimize the impact of the interference and inconvenience of the customer.

B.4 GENERAL INFORMATION

B.4.1 HOURS OF OPERATIONS. OAS/AKRO hours of operation are 6am to 6pm Monday through Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

The Contractor shall perform work so as to cause the least interference with the normal Government business and mission (6 pm – 6 am).

B.4.2 FEDERAL HOLIDAYS. Any reference to holidays shall be construed to mean the Government holidays listed below:

B.4.3 FACILITY ACCESS / SECURITY. The OAS/AKRO office and associated facilities are access controlled. The Contractor will be given keys or access codes to all gates, where applicable. All gates listed below must be closed and/or locked upon service completion. If a gate is open upon arrival, the Contractor shall leave the gate open upon service completion.

Applicable gates include the-

1) Manually operated gate on the West end of the parking lot

2) Electronically operated aircraft gate located in the ramp area / north end.

B.4.4 PROTECTION OF GOVERNMENT PROPERTY. The Contractor shall at all times be responsible for the safe, careful and efficient operations of equipment. The Contractor shall assume full liability and responsibility for any loss or damage to Government property caused by their operations and shall assume full responsibility for any and all damages or claims for damage of injury to persons, property or equipment which might result from any service performed under this contract. The Contractor shall be responsible for all damages to vehicles or aircraft caused by their operations. If a vehicle or aircraft is damaged, the Contractor shall report the incident immediately with all pertinent details to the COR.

B.4.5 QUALITY CONTROL. The Contractor shall maintain effective quality control to ensure services are performed in accordance with this PWS. The Contractor’s quality control is a means by which one assures oneself that the work complies with the requirement of the contract.

B.4.6 QUALITY ASSURANCE / INSPECTION. The Government shall evaluate the Contractor’s performance under this contract through regular and periodic inspections. The Government shall ensure that the Contractor has performed in accordance with the performance standards. The Government will utilize the COR Snow Removal Inspection Sheet found in Exhibit 1 to document the quality of services provided.

B.4.7 GOVERNMENT FURNISHED PROPERTY (GFP) AND SERVICES. The US Government will not provide any equipment, fuel, personnel, utilities or facilities to the contractor for the execution of this contract.

Wage Determination: 2015-5681, Revision 17 (12/27/2022) applies to this solicitation. The most current Wage Determination at time of award will be included in the award.

There are no contract financing or warranty requirements necessary for this acquisition. To be awarded a contract, the successful contractor must be registered with the System for Award Management (SAM) for Electronic Funds Transfer and be willing to submit invoices online electronically through the U.S. Department of the Treasury’s Invoice Processing Platform (IPP) system. The successful offeror must have a valid Tax Identification Number and a valid DUNS Number (DUNS may be obtained through the SAM registration process). A site visit will be held on April 5, 2023, at 9 am AK time at the Office of Aviation Services located at 4405 Lear Ct, Anchorage, Alaska 99502.

Section 3 Instructions to Offerors

The Contractor agrees to hold the prices in its quote firm for 60 calendar days from the date specified for receipt of quotes unless another time period is specified in an addendum to the solicitation.

The due date for response to this RFQ at the addresses specified below is on or before 2:00 PM ET April 25, 2023, it is the responsibility of the Offeror to get their submission in on time and ensure successful delivery to the Government. Submission shall be via e-mail to the Contract Officer, Heather Armstrong, heather_armstrong@ibc.doi.gov and the Contracting Specialist, Sonja Crockett, sonja_crockett@ibc.doi.gov.

Offerors must submit all questions concerning this solicitation in writing by e-mail to heather_armstrong@ibc.doi.gov and sonja_crockett@ibc.doi.gov. All questions must be submitted via e-mail and received no later than 2:00 PM Eastern Time (ET) on April 7, 2022.

As an Addendum to FAR 52.212-1, the contractor shall submit all items in accordance with the listing below by the solicitation closing date and time. The contractor SHALL provide all required documents with submission of quotes.

According to FAR 52.212-1(e), the Offeror shall submit one offer and is not encouraged to submit multiple offers.

52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

The Contracting Officer will serve as the Source Selection Authority for this acquisition. The Government will evaluate the technical and price quotes pursuant to the following.

The evaluation team will first consider whether all required documents for quotation have been submitted. Omitting components may be cause for rejection of the officer or will have a negative effect on the contractor’s overall rating.

Technical - Technical Approach Summary (Attachment 1)

The Government will evaluate the response to the technical approach summary and rate it on an acceptable/unacceptable basis.

Past Performance- Reference Questionnaire (Attachment 2)

For Past Performance evaluation, offerors will be rated as acceptable or unacceptable. The Government will review the Contract Assessment Reporting Systems (CPARS) and will evaluate data submitted on the Reference Questionnaire (Attachment 1). Acceptable for past performance means all CPARS ratings are satisfactory or above. Unacceptable for past performance would be ratings of Marginal and Unsatisfactory on one report or more in CPARs. The absence of any ratings in CPARs will be found as acceptable. If found acceptable, then price will be evaluated; if found unacceptable, no further consideration for award will be made.

Since it is in the best interest of the Government to consider award to other than the lowest priced Offeror, or other than the highest technically rated Offeror, the Government will use a tradeoff source selection approach to determine the quotation that represents the best overall value to the Government. Technical and other evaluation factors are more important than price. However, between submissions that are evaluated as technically equal in quality, price will become a major consideration in selecting the successful offeror.

Price – Price Schedule (Attachment 3)

The Price Quote (Price Schedule – Attachment 3) must be completed. Price will not be assigned an adjectival rating; and will be evaluated to determine if the offeror quoted price is fair and reasonable. Price shall be evaluated at estimated quantities multiplied times their respective unit price.

The best value to the Government will be evaluated by price and non-priced factors being of equal importance. The Government reserves the right to reject any and all quotes, the right not to make an award, and reserves the right to request additional information as may be necessary to determine the prospective offeror’s qualifications for an award or to clarify any aspects of the technical or price submissions. Such information shall be furnished promptly upon the Government’s request.

As part of price evaluation, the Government will evaluate the Option to Extend Services clause (see FAR 52.217-8) at time of award by taking the quoted price of the last exercised option period and dividing it in half. Offerors are required only to price the base and option periods and therefore, shall not submit a price for the inherent six (6) month extension of services period. The Government has the unilateral right to exercise the Option to Extend Services at the end of any performance period (base or option periods), utilizing the rates of that performance period.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)

(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial products or commercial services. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-

If the subcontract (except subcontracts to small business concerns) exceeds the applicable threshold specified in FAR 19.702(a) on the date of subcontract award, the subcontractor must include 52.219-8 in lower tier subcontracts that offer subcontracting opportunities.
