Questions and Answers

1) Per the Solicitation "At the end of normal duty hours and/or after normal duty hours, all government facilities, equipment and materials must be secured." As this is an exterior door project, complications may arise with installation of door or hardware. What are the standards for securing the facility at an exterior door which may not be fully installed or all hardware not fully operational?

A1: The scope of work has been revised to read the following. All doors will be secured at the end of each workday. Secured in such a way that the existing hardware can be utilized in the way it was intended. No exceptions

2) Can specifications be provided on any of the existing doors being replaced? Can specifications be provided for the paint colors? Are there any hardware specifications which must be adhered to?

A2: The hardware style and finish will match existing. Provide cutsheets with proposal. Paint is not included in this contract.

3) Several of the doors (1300, 1400, 1500, 1600) were similar in style, but had minor differences. Should they each be replaced as close to the existing as possible, or should they be replaced uniformly?

A3: Uniformly with approved shop drawings

4) Several of the doors had stickers (Emergency Exit Only, etc). These were not specified in the solicitation; will the contractor have to replace these?

A4: No

5) Per the solicitation, the contractor is to remove, discard and furnish "hardware and accessories". The exit devices are listed as an exclusion, with the exterior trim specified for inclusion. Are all of the following included for replacement? Hinges, weather stripping, exterior door sweep, threshold, door closer, handles, locking hardware, kick plates, security sensors, magnetic locks.

A5: The scope of work has been revised with the intent all hardware will be new and will match existing finishes. Security sensors and magnetic locks are excluded.

6) To what extent are the frames included? Does the solicitation include only the immediate frames, or additional paint/repair work to the upper portions and adjacent angle iron of the larger frames?

Specifically, surrounding 1656G and Elevator mechanic's room.

A6: Frames are excluded from this contract

10) Are bonds required?

A10: Bonds will be required if the proposal meets/exceeds the thresholds established in the clause

11) Who is to provide locking mechanisms?

A11: Cores will be provided and installed by DOI

A16: Typically, exterior doors are not fire rated. But match existing tag if said tag exists

17) Do you want the contractor to replace wood doors 1071 & Indian Kraft with wood or change to metal doors?

A17: Great question, yes, metal would be preferred with glass and same style hardware

18) Can the bid date be extended to the end of next week in order for our vendor to price the doors accurately? Since these are specialty doors my vendor will need additional time to create a proposal.

Please confirm.

A18: The bid due date was previously extended to 4/16/21 by amendment 0001

19) There are a few door jambs where the corrosion is really bad where metal plates will need to be installed by a welder to make them look original. There are other areas where the water damage has made the bottom of the door jambs swell out to where bondo won't make them look like new. What should be done at these locations?

A19: Frame repair is excluded from this contract, door and hardware will be replaced

Questions and Answers

20) Are there any past water infiltration studies showing that the leaks into the building originate from the doors and frames that are rusting?

A20: No studies exist

21) The solicitation 1442 provides a statement of work as "and framing are severely rusting". The page 6 C.1. Statement of Work Objective states "repair/replace and abate all rusted areas on the door(s) / frames". However paragraph B extent of work states, #2 "install new doors and hardware on the existing frames". A23: The doors noted are not original to the building. As such historic preservation does not exist.

However, the intent is to match the new doors as closely to the existing as possible. Approved submittals will be required

24) DOI did not provide designs or specifications. Can you confirm that the contractor is not require to have a designer involved to create specifications or drawings?

A24: A designer is not required, DOI will approve all submittals

25) DOI did not provide designs or specifications. Will the DOI require designs or specifications or will the contractor simply provide technical pages for materials and manufacturer system instructions?

A25: Technical pages (data sheets) from the manufacturer are sufficient. Each will be clearly noted with finish selections and clearly state the materials used in the creation of device

26) The instructions for Technical Proposal Volume II Price Proposal states, for the table of contents, " folders and files (assumed must be provided) for electronic formats (assumed submission)". Can the contractor simply submit the Technical Proposal Volume II Price Proposal as a single PDF document, with a table of contents, and with seperator pages between each document ? If not can you describe what is meant by " folders and files for electronic formats".

A26: Yes, a single pdf with a table of contents is sufficient. Color, if available is preferred over black and white

A28: 16ga appears to be correct but cannot be confirmed. As such, submit pricing on 16 gauge

29) With the exception of 1656 “G” ramp doors, the existing Hollow Metal doors are Truly 2 Panel doors with 1/4" Hollow metal panels. Would a embossed door be accepatble or do you want 2 Panel Doors to match existing?

A29: Match existing, it is realized there may be subtle difference with the trim style on the new doors and the existing. This is acceptable, but should match as closely as possible.

30) Please advise if the New Doors need to galvanized.

A30: Yes

31) Section C1 paragraph “B” Line Item 2 states that the existing Doors & Hardware are to be REPLACED. However, Line Item 3 states we are to REUSE? Please advise which doors and specific hardware need to be REUSED or REPLACE.

A31: The scope of work has been revised to include all new doors and hardware to be hung on the existing frames

32) There are Signs on the existing doors that indicate the doors are “Alarmed”. Please advise if the Alarm is in the EXIT DEVICE or if the alarm is controlled by the door contacts.

A32: The alarm is not local, the sensor in the door will be removed by DOI prior to said work and reinstalled post contract

33) Most of the existing Thresholds are truly “Bronze Thresholds”. Are we to replace all thresholds with “Bronze thresholds and is there a submission process required for historic review?

A33: Yes, replace with like. No historic review needed

34) Please advise if we are to “Match” the existing Door Closers?

Yes, match existing in style and finish

37) Can you confirm the daily work times and whether normal or after hours work is required?

A37: 7:00am – 4:00pm with all doors being properly secured NLT 5:00pm each day

Questions and Answers

38) At location 1500, there are areas of bubbling paint towards the bottom of the door frame on the interior wall, as well as signs of water damage (remove floor tile). Will we be required to patch and/or these areas within this project?

A38: No

39) At location "G Ramp", are we also to the repair or replacement of the 5ft metal corner guards adjacent to the frames on the exterior of the building. They are severly rusted and the paint is peeling.

A39: No

40) At the B200 location, what are the limitations for the wood frame repair? The entire frame is showing weathering, cracks, and points of damage. Is the government looking for a Level 5 restoration or simple cosmetic repairs to combat further corrosion?

A40: Frames are excluded from this contract

41) On the site visit, we were unable to visit the door within the Indian Craft Store and Door #1071, and were told that the door and hardware were identical to Door #1063. However, we were not able to verify if the interior and exterior frame damage was identical. Could the government please provide detailed pictures of these areas for review and/or state formally that we should price the unseen door costs and scope to match Door #1063 exactly?

A41: The intent is replace said door with a metal equal

42) Given that the door frames are considered Historic, in areas where the bottom of the metal frame is completely rusted out, would it be acceptable to cut out small sections of the frame completely and replacing with new sections of an identical piece versus trying to hand repair in the field?

A42: Door frames are not historic and are excluded from this contract

43) In areas where the doors appear to drag, given that we will be mounting new doors to existing frames, if this dragging issue is not resolved, will grinding/leveling of the substrate be permitted?

A43: In prior-approved scenarios, yes

44) Without designs, specifications, or a detailed statement prescribing the work and quality requirements for each door, the scope of work and costs become the judgement of each contractor. For example one contractor might price less costly solutions without longevity in mind, while another contractor prices to restore each door to historic equivalence and with long lifecycle in mind. Can your team at minimim detail or create a matrix showing your expected scope of work by door so contractors are pricing in similar fashion?

A44: Understandable, however, there is no historic aspect to this scope of work. The scope of work has been revised and the answers to contractor questions state that all hardware will match existing in style and finish. It is advised that the all proposals include a list of materials to include manufacturer model number. Cut sheets are preferred. Upon technical evaluation any vendor that is not clear in the materials they are proposing will receive a rating reflecting such. The intent of this solicitation is to match existing as closely as possible. A matrix cannot be provided.
