Attachment 4: Estimated IDIQ Labor Categories Solicitation 140D0421R0007

The Contractor is responsible for providing personnel with the necessary level of expertise to support the task activities and requirements in resultant task orders.

Labor category levels are structured as follows:

Level V: Executive Level IV: Principal Level III: Senior Level II: Mid Level I: Junior

To be successful it is highly desirable that the Contractor and staff provided possess knowledge, expertise, and experience in supporting biomedical and/or research information technology and informatics. Knowledge and experience with NCI processes, procedures, technologies, and applications are a strength. The following labor categories are estimated to successfully perform the tasks described in this SOW:

Labor Category 1: Program Manager III Ten (10) years of progressive, successful experience managing complex projects and a Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or other related medical, scientific, or technical discipline. Bachelor’s degree can be substituted with fifteen (15) years of proven experience managing complex projects.

Manages personnel, operations and finance of life cycle projects. Communication with all levels of management, personnel, subcontractors and client agency representatives. Demonstrated experience in the financial success of complex projects. Responsible for the implementation of policies, purpose and goals of the client organization. Actively applies quality assurance measures to the management and performance of the contract.

Labor Category 2: Project Manager III Ten (10) years progressive, successful experience managing projects and programs in relevant domains such as biomedical informatics, system design, software development, or application support. A Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or other related medical, scientific, or technical discipline is required. Bachelor’s degree can be substituted with fifteen (15) years of proven experience managing projects and programs.

Develops and maintains project/program plans and schedules. Monitors the performance of each task or group of tasks and informs the government lead of all problems and accomplishments.

Serves as technical authority for specific tasks and participates in identifying and implementing solutions to delays and roadblocks. Directs systems analysts, programmers, other technical personnel on assigned work. Provides on-site technical direction. Leads regular project/program planning and status meetings, documenting decisions and action items.

Labor Category 3: Project Manager II Six (6) years progressive, successful experience managing projects and programs in relevant domains such as biomedical informatics, system design, software development, or application support. A Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or other related medical, scientific, or technical discipline is required. Bachelor’s degree can be substituted with ten (10) years of proven experience managing projects and programs.

Augments or directs teams providing high level functional systems definition, analysis, design, integration, documentation, implementation, and management and advises on exceptionally complex issues requiring an advanced specialist degree-level knowledge of the individual’s business field of study. Participates in all phases of studies, planning, and projects with specific emphasis on higher-level issues requiring specific expertise in the subject matter.

Labor Category 5: Subject Matter Expert III Eight (8) years’ of progressively responsible experience in the individual’s field of study with demonstrated experience and success in the area of specialization and a doctorate-level degree. A Master's degree plus five (5) additional years of directly related work experience may be substituted for the doctorate-level degree. Must demonstrate the ability to work independently or under only general direction.

Augments or directs teams providing high level functional systems analysis, design, integration, documentation, and implementation and advises on exceptionally complex issues requiring an advanced specialist degree-level knowledge of the individual’s business field of study. Participates in all phases of studies, planning, and projects with specific emphasis on higher-level issues requiring specific expertise in the subject matter. Must demonstrate the ability to work independently or under only general direction.

Labor Category 6: Subject Matter Expert II Six (6) years’ of progressively responsible experience in the individual’s field of study with demonstrated experience and success in the area of specialization and a doctorate-level degree. A Master’s degree plus five (5) additional years of directly related work experience may be substituted for the doctorate-level degree. Must demonstrate the ability to work independently or under only general direction.

Augments or directs teams providing high level functional systems analysis, design, integration, documentation and implementation and advises on exceptionally complex issues requiring an advanced specialist degree-level knowledge of the individual’s business field of study. Participates in all phases of studies, planning, and projects with specific emphasis on higher-level issues requiring specific expertise in the subject matter. Must demonstrate the ability to work independently or under only general direction.

Labor Category 7: Subject Matter Expert I Six (6) years’ experience of progressively responsible experience in the individual’s field of study with demonstrated experience and success in the area of specialization and a Master’s degree. A Bachelor’s degree plus five (5) additional years of directly related work experience may be substituted for the Master’s degree. Must demonstrate the ability to work independently or under only general direction.

Augments or directs teams providing high level functional systems analysis, design, integration, documentation and implementation and advises on exceptionally complex issues requiring an advanced specialist degree-level knowledge of the individual’s business field of study. Participates in all phases of studies, planning, and projects with specific emphasis on higher-level issues requiring specific expertise in the subject matter. Must demonstrate the ability to work independently or under only general direction.

Labor Category 8: Biomedical Informatics Specialist III A minimum of ten (10) years progressive experience in areas such as biomedical or scientific informatics, terminology, and related systems design and approaches. Must have a Master’s degree. For major, select assignments a MD, PhD, or other advanced degree with commensurate special experience, plus a minimum of three (3) years additional experience in biomedical information systems content design and management, including thorough knowledge of major biomedical terminology standard products and terminology development practices, is required.

Augments or directs teams providing high level biomedical functional systems analysis, design, integration, documentation. Serves as project lead and senior specialist for content domain areas and/or development projects, including liaison duties with stakeholders and subject matter experts.

Labor Category 9: Biomedical Informatics Specialist II A minimum of five (5) years of progressively responsible experience in areas such as biomedical or scientific informatics, terminology, and related systems design and approaches. A Bachelor's degree in Computer Science, Information Systems, Engineering, Biology, or other related medical, scientific, or technical discipline is required.

Provides high biomedical functional application, system, and database analysis, design, integration, and documentation. Serves as senior specialist for content domain areas and/or development projects, including liaison duties with stakeholders, subject matter experts, and end users.

Labor Category 10: Business Analyst III Eight (8) years of progressively responsible experience in the individual’s field of study and specialization and a Master’s degree required in the specific business subject matter. Six (6) years of additional directly related work experience over and above the minimum experience requirements for this position may be substituted for the Master’s degree.

Augments or directs teams providing high level functional systems analysis, design, integration, documentation and implementation and advises on exceptionally complex issues requiring an advanced specialist degree-level knowledge of the individual’s business field of study. Participates in all phases of the study with specific emphasis on higher-level issues requiring specific expertise in the subject matter.

Labor Category 11: Business Analyst II Six (6) years of progressively responsible experience in the individual’s field of study and specialization. A Bachelor’s degree in the specific business subject matter is required.

Provides high level functional analysis, design, integration, documentation and implementation and advises on exceptionally complex issues requiring an advanced specialist knowledge of the individual’s business field of study. Participates in all phases of the study with specific emphasis on higher-level issues requiring specific expertise in the subject matter.

Labor Category 12: Business Analyst I A minimum of four (4) years of experience in the individual’s field of study and specialization. A Bachelor’s degree in the specific business subject matter is required.

Creates use cases and requirements specifications. Develops business processes, models and performs as a consultant in resolving problems. Provides high level functional analysis, design, integration, documentation and implementation. Participates in all phases of a study with specific emphasis on higher-level issues requiring expertise in the subject matter.

Labor Category 13: Quality Assurance Analyst III A minimum of six (6) years’ experience of which at least three (3) years must be specialized and a Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline. With a Master's degree (in the fields described above), five years of experience of which at least two (2) years must be specialized. With ten (10) years of experience of which at least eight (8) years must be specialized, a degree is not required.

Specialized experience including all aspects of quality assurance and compliance of software applications, information models and data processing. Specifically, experience shall include building and managing test infrastructures, creating and implementing quality assurance and compliance plans, and ensuring software product releases and data sets meet quality requirements and users’ expectations. Requires experience in the use of automated testing tools and defect tracking applications; creating scripts for automating processes; and use of programming languages and data base management systems. Must possess thorough knowledge and understanding of the software development life cycle and demonstrated ability to work well with business analysts, developers and end-users in a cross functional team. Must demonstrate increasing responsibilities in assignments of a technical nature; proven understanding and application of Government documentation standards. Must be able to work independently or under only general direction on complex application quality assurance and compliance problems involving system quality assurance and compliance.

Provides technical and administrative guidance for personnel performing software quality assurance and compliance tasks, including reviewing work products for correctness, adherence to the QA methodology and processes and to user standards, program documentation to ensure adherence to Government standards/requirements, and for progress in accordance with schedules.

Coordinates with the Project Manager and/or Quality Assurance Manager to ensure problem resolution and user satisfaction. Makes recommendations, if needed, for approval of major systems releases and installs. Prepares milestone status reports and deliveries/ presentations on the QA methodology and processes to colleagues, subordinates, and end-user representatives.

Participates in the evaluation and testing of software and associated documentation. Participates in formal and informal reviews to determine quality and compliance. Develops test plans, test cases, test scenarios, and other related testing documentation. Conducts software and applications testing, validates data, and documents and reports test results. Recommends changes, corrections, retesting, and, when appropriate, promotion of developed products to operational status.

Labor Category 14: Quality Assurance Analyst I A minimum of two (2) years’ experience in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline.

Specialized experience including all aspects of quality assurance and compliance of software applications, information models and data processing. Labor Category 15: IT Systems Analyst I Four (4) years progressive experience in system analysis and computer programming in applicable areas of expertise related to healthcare, research, finance, resource management, personnel, operations or administration, and including contemporary computer hardware and software systems. Bachelor’s degree; computer science or related discipline preferred. An Associate’s degree in a related field and three (3) additional years of directly related work experience or an IT-related Certificate Program and five (5) years of additional directly related work experience may be substituted for the Bachelor’s degree.

Participates in studies and analyses related to planning and feasibility of major systems acquisition, planning and feasibility of major systems modification, analysis of alternatives for selection of systems, developing functional hardware and software specifications, analysis of general system security issues, development of prototype systems, general design or redesign of computer systems. Responsible for delivery of services consistent with established standard of quality.

Labor Category 16: Systems Expert III Eight (8) years’ experience of which at least six (6) years must be specialized. Specialized experience includes superior functional knowledge of task specific requirements or developing functional requirements for complex integrated systems and a Master’s degree in Computer Science, Information Systems, Engineering, or other related scientific or technical discipline. A Bachelor’s degree plus four (4) additional years of directly related work experience may be substituted for the Master’s degree. Must demonstrate the ability to work independently or under only general direction.

Responsible for system and software life-cycle management including project reporting, and overall task management, assuring that team members provide the proper services and complete the deliverables in an acceptable and timely manner. Can serve as a task leader on a project team for software development projects and is the official day-to-day point of contact.

Labor Category 17: Systems Expert II Six (6) years’ experience of which at least four (4) years must be specialized and a Bachelor’s degree in Information Systems, Engineering, Business or other related scientific or technical discipline. Specialized experience includes superior functional knowledge of task specific system and database requirements. Must demonstrate the ability to work independently or under only general direction.

Performs as a consultant in highly specialized, leading edge information technologies and methodologies. Provides highly technical and specialized guidance concerning automated solutions to complex information processing problems. Performs elaborate analyses and studies.

Prepares reports and gives presentations.

Labor Category 18: Bioinformatician III Eight (8) years of progressively responsible experience in the individual’s field of study and specialization and doctorate-level degree required in the specific subject matter. A Master’s degree in biology/computer science/engineering plus six (6) years of additional directly related work experience over and above the minimum experience requirements for this position may be substituted for the doctorate degree.

Provide high level expertise in the application of information technology to biological, biomedical, and population research. Use computational tools to gather and analyze data in fields including but not limited to genomics, epidemiology, clinical trials, and imaging, using methods such as statistics, mathematics, advanced visualization, simulations, and/or machine learning. Provide expertise across a wide variety of informatics and data science areas as applied to discovery biology, clinical decision support, and public health. Provide expertise in the integration of a variety of heterogeneous biomedical information systems and databases and support the sharing and dissemination of this information.

Labor Category 19: Bioinformatician II Five (5) years of progressively responsible experience in the individual’s field of study and specialization and Master’s degree required in the specific subject matter. A Bachelor’s degree in biology/computer science/engineering plus four (4) years of additional directly related work experience over and above the minimum experience requirements for this position may be substituted for the Master’s degree.

Provide high level expertise in the application of information technology to biological, biomedical, and population research. Use computational tools to gather and analyze data in fields including but not limited to genomics, epidemiology, clinical trials, and imaging, using methods such as statistics, mathematics, advanced visualization, simulations, and/or machine learning. Provide expertise across a wide variety of informatics and data science areas as applied to discovery biology, clinical decision support, and public health. Provide expertise in the integration of a variety of heterogeneous biomedical information systems and databases and support the sharing and dissemination of this information.

Labor Category 20: Reengineering Specialist Five (5) years of progressively responsible experience in the individual’s field of study and specialization and a Master’s degree required in the specific business subject matter, however five

(5) years of additional work experience may be substituted for a Master’s degree.

Apply process improvement, as well as reengineering methodologies and principles to conduct process modernization projects. Assist senior staff with effective transitioning of existing organizations or project teams in accomplishing the organization’s goals or project activities and objectives through improved business processes. Activities include data modeling, development of modern business methods, identification of best practices, and creating and assessing performance measurements. Provide group facilitation, interviewing, training, and additional forms of knowledge transfer.

Labor Category 21: Technical Writer Five (5) years progressive experience in documentation analysis, development, management and/or maintenance in system analysis, computer programming, or related technical discipline and in various areas of expertise related to finance, resource management, personnel, operations, training, or administration, including contemporary computer hardware and software systems.

Must demonstrate the ability to work independently or under only general direction. Must be able to work effectively with software developers and subject matter experts on technical and administration guides and other material for programmers, system administrators, and operations staff.

Responsible for generating software and other technical documentation. This includes analysis, generation and maintenance of documentation including analysis and design of documentation templates, technical, and end-user documentation and/or training materials. This work implies coordinating meetings and document reviews with developers and other subject matter experts, as needed, for the successful deployment of project documentation. Responsible for delivery of services consistent with established rules and guidelines.

Labor Category 22: Data Architect I Bachelor’s degree in computer science or related field plus four (4) years of experience.

Develops logical and physical data models. Architects relational database systems. Drafts data dictionaries and definitions. Develops database scripts to manage database tables and implements extract, transform, and load (ETL) processes in support of data management and integration.

Labor Category 23: Database Administrator III Bachelor’s degree plus ten (10) years of experience.

Analyzes the design and operational performance of relational databases used as the persistence layer of applications. Provides installation and operational support for these databases, including data migration, data integrity support and performance tuning.

Labor Category 24: Database Administrator II Bachelor’s degree plus eight (8) years of experience.

Analyzes the design and operational performance of relational databases used as the persistence layer of applications. Provides installation and operational support for these databases, including data migration, data integrity support and performance tuning. Directs other database analysts or technical personnel.

Labor Category 25: Database Administrator I Bachelor’s degree plus four (4) years of experience.

Analyzes the design and operational performance of relational databases used as the persistence layer of applications. Provides installation and operational support for these databases, including data migration, data integrity support and performance tuning.

Labor Category 26: Enterprise Architect III Master’s degree plus fifteen (15) years of experience (at least ten (10) years specialized).

Performs as a consultant in highly specialized information technologies and methodologies.

Provides technical and specialized guidance concerning the architecture and design of system and sub-systems. Prepares design documents and provides technical direction in the design of the system.

Labor Category 27: Enterprise Architect II Master’s degree plus ten (10) years of experience (at least eight (8) years specialized).

Performs as a consultant in highly specialized information technologies and methodologies.

Provides technical and specialized guidance concerning the architecture and design of system and sub-systems. Prepares design documents and provides technical direction in the design of the system.

Labor Category 28: Enterprise Architect I Bachelor’s degree plus five (5) years of experience (at least three (3) years specialized).

Performs as a consultant in highly specialized information technologies and methodologies.

Provides technical and specialized guidance concerning the architecture and design of system and sub-systems. Prepares design documents and provides technical direction in the design of the system.

Labor Category 29: Health IT Computational Biologist III Master’s degree plus six (6) years of experience.

Provides expertise of biological data curation and data modeling, using expert knowledge of genome biology to provide interpretation of genomic datasets. Uses scientific and technical expertise to develop new computational approaches to extract.

Labor Category 30: Health IT Computational Biologist II Bachelor’s degree plus two (2) years of experience.

Provides expertise of biological data curation and data modeling, using expert knowledge of genome biology to provide interpretation of genomic datasets. Uses scientific and technical expertise to develop new computational approaches to extract.

Labor Category 31: High Performance Health IT Computing Specialist Bachelor’s degree plus four (4) years of experience.

Tracks semantics of research data, develops graphical user interfaces to HPC resources, recommending, utilizing, and configuring HPC workflow management tools. Provides training, tutorials, communication, and education on HPC resources to stakeholders and teams. Leads HPC projects.

Labor Category 32: Bioinformatics Analyst IV Doctoral-level degree (MD or PhD. With ten (10) years’ experience in one or more of the disciplines associated with the health sciences.

Manages mission-critical tasks and projects across biomedical and information technology functional areas. Provides leadership for other staff and resolves issues and problems in fast paced, technology challenging environments. Has expert clinical domain knowledge is specialty field as well as across biomedical and/or health information systems and informatics. Manages, controls, and directs the activities of multiple program and project/task managers with overall responsibility for the implementation of health information system project phases. Directs and supports mission requirements definition, design, development, testing, verification and validation, documentation, and implementation biomedical applications.

Labor Category 33: Bioinformatics Analyst III Bachelor’s Degree and ten (10) years of experience in analysis and/or management experience in one or more of the disciplines associated with health sciences.

The Senior Bioinformatics Analyst provides expert oversight in the areas of Healthcare Integration Standards, Standards Implementation, Data Integration, Systems Integration, Data Modeling, and Data Warehousing. The Senior HIM consultant additionally performs high-level analytical duties and serves as a liaison/advisor between the architecture and analysis team and standards bodies such as HL7. The individual provides leadership and training in the area of health standards.

Labor Category 34: Bioinformatics Analyst II Bachelor's degree and eight (8) years of experience, of which at least six (6) must be specialized.

Specialized skills include experience with requirements definition and analysis, user acceptance testing, and documentation of systems used in the capture or standardization of health information, clinical information, or other data related to therapeutic discovery, medical research, or life sciences.

Responsible for providing stakeholder management, requirements gathering, information modeling, process documentation, and liaison tasks required to support the development of clinical informatics software or other clinical informatics project activities. Works independently or under general direction, as well as in a client-facing manner for requirements capture

Labor Category 35: Bioinformatics Analyst I Bachelor’s degree and minimum of four (4) years of experience, of which three must be specialized. Specialized skills include experience with requirements analysis and definition, user acceptance testing, and documentation of systems used in the capture or standardization of health information, clinical information, or other data related to therapeutic discovery, medical research, or life sciences.

Conducts requirements gathering and analysis, information modeling, process documentation, and interview and coordination with business owners and stakeholders to support the development of informatics software or other informatics project activities.

Labor Category 36: Bioinformatics Manager Bachelor’s degree plus five (5) years of experience.

Manages personnel, operations and finance for the life cycle of technology projects.

Communication with all levels of management, personnel, subcontractors and client agency representatives. Demonstrated experience in the success of complex projects. Responsible for the implementation of policies and goals of the client. Actively applies QA measures to the management and performance of the contract.

Labor Category 37: Business Analyst IIIV Master’s degree and ten (10) years of experience at least eight (8) years must be specialized. Specialized experience includes the analysis and design of business processes and models.

Analyzes systems, business, and organizational requirements. Coordinates with and interviews business owners and stakeholders to define requirements and create use cases and specifications.

Develops processes, models, and consults on issue and problem resolution. Performs in-depth and detailed analyses and studies and documents and presents findings, results, and recommendations. May guide and direct other analysts and technical staff on larger and complex tasks, projects, and assignments.

Labor Category 38: Cloud Engineer III Bachelor’s degree in a Technical or Scientific Discipline and seven (7) years of technical experience, with at two (2) years of in cloud-based environments.

Deploys and administers cloud environments, applying systems administration experience on cloud web services platforms to include security, load balancing, provisioning, and metrics.

Leverages experience in applying AWS and other cloud deployments in order to enable transformation of SOA-based environments into cloud-enabled environments.

Labor Category 39: Cloud Engineer II Bachelor’s degree in related discipline and Five (5) years of technical experience.

Under general direction, performs duties such as site surveys, architecture design, system evaluation, system analysis, and infrastructure assessment. The managed system engineer shall perform duties on tasks that require expertise in system/processor architecture, wired for management baseline, desktop management interface, SNMP, client/server architecture, operating systems, software applications, network protocols, routers, switches, remote access servers, and firewalls.

Labor Category 40: Cloud Manager Bachelor’s degree in an information technology field and six (6) years of technical experience.

Operates in a cloud environment and supports cloud solutions. Responsible for planning tasks, assigning resources to the tasks, and monitoring and tracking progress against plan across multiple teams each with its own team leader. The projects managed are typically medium to large in size and complexity, consisting of 15+ resources. Mentor and guide team members as they prepare their deliverables and resolve project issues. May be involved in more complex, tactical assignments to ensure client satisfaction. Prepare progress / status reports. Work with client and other consulting counterparts at the manager and director levels

Labor Category 41: Data Scientist III Bachelor’s degree fifteen (15) years of technical experience.

Conducts quantitative analysis using operations research tools, economics, and other quantitative techniques in the areas of procedural implementations and performance issues. Creates analysis procedures. Assists in the definition of machine learning and data mining strategies. Creates, deploys, maintains and refines decision management models. Specialist in modeling and simulation functions or operations such as, but not limited to exercises, plans, coordination, demonstrations, and instruction in the fields such as, but not limited to health, environmental, transportation, law enforcement, and security for military and civilian agencies

Labor Category 42: Data Scientist II Bachelor’s degree six (6) years of technical experience.

Labor Category 47: Help Desk Manager A minimum education of High School and six (6) years of experience in a customer assistance environment and at least two (2) years supervisory experience.

Primary responsibilities are to supervise the daily operation of a customer assistance center;

Provide assistance to worldwide users of supported Automated Information Systems; and maintaining the security and routing of user and customer assistance requests to the appropriate personnel. Additionally, this person is responsible for the submission of any required reports on user and customer problems.

Labor Category 48: Information Security Analyst III

Bachelor’s degree five (5) years of technical experience.

The Information Security Analyst III understands Government and company security requirements. Obtains security clearance, controls identification cards and records, and maintains lock and key records. Verifies security questionnaires data, accurate security access level granted to individuals and contact Government agencies or other companies to follow up clearance or visit authorization requests. Arranges visit authorizations for employees and non-employees to gain access to restricted areas.

Labor Category 49: Information Security Manager Bachelor’s Degree in Computer Science or Engineering (any) or equivalent experience and training. Five (5) years of relevant experience

Remediate any findings from the regular security scans that performed on the system. Update and assist with updating the required security documentation for the project, including but not limited to the System Security Plan. Determines enterprise information security standards. Develops and implements information security standards and procedures. Ensures that all information systems are functional and secure.

Labor Category 50: Project Schedule Controller II Review project budget and deadlines with project manager. Coordinate payments to vendors and subcontractors. Process expense reimbursement and monitors project to ensure it meets budget guidelines. Work with the project team including internal and external users in setup of Pattern’s document control procedures. Generate accounting reports at the end of the project and oversee auditing of project financials when necessary. Work with Project Managers in the development and assembly of contractual documents and process through to Document Execution.

Labor Category 51: Project Schedule Controller I Assist in the implementation of plans and strategies for the integration of day-to-day and long-range projects, actions, and activities. Analyze program performance data to identify issues and make recommendations for improvement. Provide organizational and technical support to program staff during projects. Assist the control team with planning, developing, maintaining, and monitoring integrated reporting systems. Assist with timesheet and billing reconciliations, invoice preparation, report preparation, and control team action items. Input and manage large and complex datasets while communicating information necessary to management to ensure the program and project performance. Responsible for the overall system design. Documents development requirements for database, applications, and operation system environment. Consults with end users to test and debug applications to meet client needs. Possess excellent software architecture design, problem solving skills, and attention to detail. Experience with object-oriented languages and web development technologies. Designing systems using complex relational database systems and related software frameworks. Experience in AWS and other cloud systems. Serves as expertise in all aspects of designing and application development. May conduct training to IT Staff.

Labor Category 53: Software Director Bachelor’s Degree and at least seven (7) years’ experience in software development.

Create a culture of continual improvement in the software development processes. Partner with software engineering leadership team to define the internal quality maturity capabilities & standards that will be used to assess the continual improvement of the software development processes. Establish key performance indicators to monitor, measure, and report on software quality, security, and delivery performance. Develop and maintain a standard software release scorecard to measure the progress toward software quality goals and objectives. Evaluate and compare the software development processes to global best practices to identify and recommend opportunities for process improvements, including software security best practices, and new software development tools and methodologies. Identify opportunities for innovation, reduced complexity, and proactive reduction of technical debt in the software development processes.

Labor Category 56: Software Engineer (Visual Designer) II Bachelor’s Degree and ten (10) years of relevant experience.

Collaborate with the team to understand client needs and deliver smart solutions that provide value and optimize usability, business, and technical needs. Develop interface design and web design assets. Design screens and layouts for websites and products. Create templates and themes for online tools. Create effective visual design for applications, deliverables, web applications, and occasional print collateral and brand assets. Collaborate with developers throughout the design and development cycle. Communicate clearly, taking a leadership role with clients when presenting design and gathering feedback, in collaboration with management team. The Software Supervisor plans, directs, and coordinates the activity of technical personnel involved in providing life cycle software support of computer software systems. Comprehends the state-of-the-art software engineering techniques such as design languages, structure programming, configuration control, Quality Assurance (QA), top-down programming, etc.

Understands, develops, and maintains technical requirements for software support, realistic work plans, schedules, and controls to establish effective software support to all computer-based systems. Reviews and evaluates the technical work performed by subordinates and be a workforce motivator.

Labor Category 64: Validation Engineer IV Bachelor’s Degree in Engineering, Science, or related field and a minimum of eight (8) years of experience.

Writes protocols and reports to ensure compliance to the Validation Master Plan and the Validation Procedure. Performs statistical analysis using tools such as: descriptive statistics, measurement system analysis, hypothesis testing, designed experimentation, control chart theory, acceptance sampling, etc. Prioritizes projects to meet validation schedule with engineering and operations. Assumes a role of leadership in analyzing and resolving issues which are affecting or potentially could affect successful validations. Shall serve as a key technical contributor to all level validations of server platforms. Shall work across functional teams to develop and execute test plans which will verify product functionality, adherence to specifications and production requirements. Shall be responsible for drafting and executing Operational, and Performance qualification protocols. The Senior Validation Engineer will also debug, identify root causes and resolve issues as they occur. Evaluate and analyze validation data collected during projects, verify adequacy of the data and compliance with regulatory requirements.
