Attachment 3 – Industry Questions, Government Responses
Solicitation: 140D0420R0013 Amendment: 0001
Industry Question: Government Response:
1. For the opportunity, do the units need to meet full certifications for sea shipment, load capabilities and stackability in line with current Steel Conex solutions?
Since full units are not being produced, the Contractor component testing and analysis shall be performed to verify this requirement.
2. With regards to the requirement to wirelessly report a designated cognizant authority, can we assume that a message relayed to the ship’s captain will be passed up along the chain of command or is the requirement to report an alarm directly from the container to DHS?
Report alarm directly to designated cognizant authority can be defined as an entity responsible for monitoring the shipment. Using a communications path through the ship captain (locally) is not acceptable.
3. Is there a specific annunciator/C2 that our alarm alerts must hook in to?
No.
4. Can we use a metal frame from a standard ISO container as a base to be built around? I.E. does that constitute a “composite structure?”
Yes.
5. The solicitation on page 47, Section heading Project Schedule and Milestones:
“A summary of the schedule of events and milestones and the approach for achieving the milestones. If applicable, identify the critical path. The proposal should include a comparison to the Notional Schedule provided in Appendix B of the Statement of Work. Identify and describe the schedule risks of the proposed approach and how those risks will be mitigated. The schedule shall be broken down into the phases in the SOW with a clear description of the associated scope, tasks, and deliverables.”
There is no Appendix B attached to Attachment 1 Statement of Work. Can the Government please provide us with Appendix B?
This section of the solicitation has been revised to remove the reference to Appendix B. Please see revised language on page 46 of the solicitation (amendment 0001). Changes are highlighted in yellow.
