(SBIR/STTR) PROGRAM SUPPORT
1.0. MISSION OBJECTIVE
The Office of Research, Technology, and Laboratories (RT&L) fosters innovation, unparalleled technical expertise, and technological dominance for the Department of Defense (DoD) through leading-edge science and technology (S&T) research programs; stewardship of laboratories and research institutions; development of a superior S&T workforce; engagement with other government agencies, industry, and academia; and cooperation with international allies and partners.
Our Vision:
Posture the DoD Research and Development (R&D) Enterprise to create far-reaching technology innovations and set them on a trajectory to create U.S. military technical advantage, by:
• Resource cross-cutting and joint research;
• Seed pursuit of new technology areas based on analysis of emerging strategic environment; and
• Establish policies and procedures that facilitate the advancement, protection, and transition of technology.
The Small Business and Technology Partnerships (SBTP) Office supports the RT&L mission by leveraging statutory authorities such as the Small Business Innovation Research (SBIR), Small Business Technology Transfer (STTR), and Rapid Innovation Fund (RIF) Programs. To outpace the threat of our adversaries we must develop a culture of innovation and accelerate the advancement of our war fighting capability - and small business is a major driver of innovation and economic growth.
SBTP Office responsibilities include the development of policy, oversight of SBIR and STTR Program performance, stimulating technological innovation, strengthening the role of small business in meeting the DoD’s research and development needs, fostering and encouraging participation by small business in technological innovation, and increasing the commercial application of DoD-supported research and development.
2.0 GENERAL REQUIREMENTS
The purpose of this Statement of Work (SOW) is to identify the SBTP Office requirements for non-personal contractor support services. The SBTP Office requires skilled and experienced contractor personnel to support the strategic planning, analysis, execution, and management of a variety of tasks associated with the SBIR and STTR Programs in accordance with statute and DoD and U.S. Small Business Administration (SBA) policies.

Because of the diversity of the tasks required, the contractor supporting this effort must possess a broad range of capabilities and resources. Desired contractor capabilities include highly competent technical and analytical skills, knowledge of the SBIR and STTR Programs, administrative support, an understanding of the congressional and legislative process, program/portfolio management skills, and media/production capabilities.
Contractor personnel must be able to communicate easily and effectively, both verbally and in writing, as well as be able to interact knowledgeably and easily with appropriate Government personnel and other contractors’ personnel at all levels in a dynamic work environment.
The contractor shall provide personnel who have the necessary skills and expertise to accomplish the assigned functions and ensure satisfactory performance is maintained for all tasks. The contractor shall use effective benchmarks measuring actual performance against quantifiable goals to report on their quality of service. The contractor shall maintain configuration and quality control of given assignments at all times. The contractor shall provide orientation and continuous training for all new and existing personnel employed in support of this effort to ensure that services provided are efficient and seamless. Training will cover the latest processes, procedures, policies, applications, and tools employed within the SBTP Office.
In addition, the contractor shall provide analysis and validation services with regard to the various functions and services provided by the SBTP Office. As such, at a minimum, the contractor shall develop, maintain, and execute tailored standard operating procedures for all activities related to collecting, analyzing, evaluating, and reporting SBIR/STTR Program statistical data.
The Government will neither supervise contractor personnel nor control the method by which the contractor performs the required tasks under this SOW. The Government will not direct the hiring, dismissal, or reassignment of contractor personnel. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor personnel. It shall be the contractor’s responsibility to manage its employees and to guard against any actions that are of the nature of personal services or give the perception that personal services are being provided. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Contracting Officer or the Contracting Officer’s Representative (COR) immediately in accordance with FAR 52.243-7.
Inherently-Governmental functions are not within the scope of this contract. Decisions relative to programs supported by the contractor shall be the sole responsibility of the Government. The contractor may be required to attend technical meetings for the Government; however, it is not, under any circumstances, authorized to represent the Government or give the appearance that it is doing so.
3.0 SMALL BUSINESS AND TECHNOLOGY PARTNERSHIPS (SBTP) OFFICE TASKS
The contractor will provide general support to the SBTP Office as described in this SOW. The contractor shall identify the methods, processes, and procedures essential for successful planning based on industry and government best practices and lessons learned. The contractor shall identify key milestones and critical tasks to align to specific deadlines as well as recommend roles and responsibilities for the organizations and identify contacts that need to be involved to ensure successful operations.
3.1 Administrative Support - The contractor shall provide qualified personnel to assist with tasks that include, but are not limited to, the following:

3.1.1 Assist Government personnel with preparing administrative budgets, to include the portion derived from the SBIR set-aside, in accordance with specified format and guidelines. Assist with developing obligation plans and tracking fund execution against obligation plans.
3.1.2 Assist with gathering financial documentation such as Military Interdepartmental Purchase Requests (MIPRs) and contract documents, including all appropriate justification and approval documents. Assist with tracking information related to obligations for OSD SBIR/STTR funding distributed to the DoD Components or other Federal agencies if appropriate.
3.1.3 Assist in educating the DoD Components on how to correctly perform SBIR/STTR budget calculations and assist in obtaining Budget Calculation Worksheets.
3.1.4 Manage and present data for annual budget planning, prioritization, and execution monitoring to facilitate decisions for the SBIR and STTR lifecycle. Track funds distribution and obligation through the DoD Comptroller. Maintain SBIR and STTR Program historical records in the designated information technology (IT) systems.
3.1.5 Assist with updating slides for budget proposals, corresponding issue nominations, and detailed budget justification material (R-Forms, P-Forms, etc.). Assist with preparing documents and briefings for review and use by DoD senior leadership.
3.1.6 Initiate, track, coordinate, and close suspenses and actions using the Correspondence and Task Management System (CATMS).
3.1.7 Draft correspondence in accordance with the DoD Manual for Written Material (DoD 5110.4-M, dated March 2, 2004).
3.1.8 Maintain accountability for files and correspondence in the SBTP Office, in both electronic and paper forms, that will permit files to be readily accessible whenever the need arises to find documents. The contractor shall effectively manage the SBTP Office SharePoint structure and content, and shall ensure all contractor personnel transfer files from assigned equipment to the appropriate SharePoint folder.
3.1.9 Schedule appointments and meetings as requested by SBTP Office personnel. Manage and maintain the SBTP Office central calendar as required. Reserve meeting space and associated meeting support equipment;
ensure equipment is in working order ahead of meeting time. Support badge/visit requests; greet/escort visitors;
assist in obtaining visitor parking clearances at the Mark Center and the Pentagon Reservation.
3.1.10 Research and organize read-ahead materials for meetings; attend meetings and events; assist Government personnel in preparing briefing slides/presentation materials, speeches, reports, and meeting notes, as directed.
3.1.11 Assist with tracking and responding to incoming Freedom of Information Act (FOIA) requests.
3.1.12 Receive and disseminate mail. Arrange for courier, FEDEX, or other mail delivery as required.

3.2 Program Management Support - The contractor shall identify opportunities to enhance the effectiveness and efficiency of SBTP Office processes, methods, and procedures in concert with participating DoD Components, other Federal agencies, and other staff offices, and shall make recommendations to the SBTP Office for streamlining and business process improvement. The contractor shall implement program changes as directed by the SBTP Office. The contractor shall develop, and, upon direction, integrate and implement, productivity tools and methodologies based upon industry best practices to provide for the effective and efficient functioning of SBTP Office business processes. The contractor shall perform the following tasks, which include, but are not limited to:
3.2.1 Provide strategic planning and policy support in the development, evaluation, and coordinated implementation of plans, policies, doctrine, and programs throughout the SBIR/STTR Programs lifecycle, within the RT&L area of responsibility. Assist with planning, scheduling, and executing all requirement actions for the SBTP Office SBIR/STTR Programs and support respective management processes.
3.2.2 Maintain regular contact and facilitate communication with the SBA, DoD and Federal agency SBIR/STTR Program Offices, and other stakeholders, as directed.
3.2.3 Assist the SBTP Office in developing written procedures and guidelines for the SBTP Office SBIR/STTR Programs. Review written procedures and guidelines periodically (at least once a year), and propose updates to the written procedures and guidelines.
3.2.4 Coordinate multiple SBIR/STTR Broad Agency Announcements (BAAs) with DoD Components. These tasks include, but are not limited to: manage BAA timelines and schedules; issue calls for SBIR and STTR topics; topic receipt; prepare DoD SBIR and STTR announcement instructions; receive and consolidate Component instructions; coordinate DoD security reviews; coordinate BAA posting to Federal Business Opportunities; and facilitate question and answer (Q&A) sessions during BAA pre-release and open periods.
3.2.5 Manage receipt of Phase I and Phase II proposals and distribution of Phase I and Phase II proposals to DoD Components. Manage, coordinate, and execute administrative portions of the SBIR and STTR source selection processes in accordance with applicable laws, regulations, and policies. Support Phase I evaluation cycles and the Phase II proposal submission and evaluation process on a continual year-round cycle.
3.2.6 Monitor the progress of pilot programs and/or other initiatives to ensure progress occurs within cost and schedule parameters provided by the SBTP Office. The contractor shall identify obstacles to implementation of pilots/initiatives and recommend solutions to the SBTP Office.
3.2.7 Support monthly SBIR/STTR Program Manager meetings by providing assistance with agendas, presentation slides, handouts, and other materials.
3.2.8 Coordinate with the RT&L web administrator, as directed, to maintain accurate, timely, and relevant SBIR/STTR Program information, and establish hyperlinks to other related organizations. The contractor shall ensure that all information posted online has been cleared by the Government for public release, and ensure all links to content are functioning.

3.3 Legislative Analysis and Support - The contractor shall provide the SBTP Office with legislative and congressional support throughout the annual Defense Authorization and Appropriations process. The contractor shall provide qualified personnel to assist with legislative tasks that include, but are not limited to:
3.3.1 Research and evaluate proposed legislation to determine programmatic and operational impacts; collect, review, and aggregate DoD Component inputs; assist with developing impact statements and legislative proposals, and with preparing Congressional testimony and responses to questions for the record. Recommend implementation approaches to new legislative provisions and policy changes.
3.3.2 Assist Government personnel in developing and coordinating appropriate responses to Government Accountability Office (GAO) reports and other statutory/regulatory requirements.
3.3.3 Manage Congressional workflow through various tools such as Congressional Hearings and Reporting Requirements Tracking System (CHARRTS), Office of Legal Counsel (OLC) websites, and CATMS. Establish and maintain a tracking system for proposed legislation, Congressional marks, GAO and Inspector General recommendations, and SBIR/STTR Policy Directive updates.
3.3.4 Labor Category Guidance: Labor categories that may support services in SOW Section 3.3 include, but are not limited to, the following: Senior Legislative Affairs Analyst.

3.4 Data Analytics and Reporting Support - The contractor shall provide qualified personnel to assist with tasks that include, but are not limited to, the following:
3.4.1 Import, export, and extract data from internal and external databases to create reports that show statistical trends of small business performance. Perform quality control procedures to ensure reliability and integrity of data being generated. Establish, monitor, and report quantitative and qualitative metrics on an as-needed basis to measure DoD SBIR and STTR Programs’ success over time against set goals. Reports shall include narrative descriptions of lessons learned to improve the SBTP Office and DoD SBIR and STTR Programs and their impact on the DoD’s capabilities.
3.4.2 Generate quarterly, annual, and non-recurring reports for the SBTP Office’s reporting requirements to the SBA regarding information related to the DoD SBIR and STTR Programs. Information in these reports shall include, but is not limited to, contract numbers, pertinent contract milestone dates, periods of performance, and funds obligated.
3.4.3 Develop briefs and talking points for use by the RT&L leadership with internal and external audiences.
Provide written materials, often in response to short-notice tasks assigned to RT&L. Develop presentations for scheduled and unscheduled in-process review meetings and briefings that will assist Government personnel in making strategic decisions.

3.5 Education and Outreach Support - The contractor shall conduct an aggressive, multi-faceted, multi-media education and outreach program designed to increase industry and academia awareness of the DoD SBIR and STTR Programs, promote the Programs’ successes, and inform the small business community of the Programs’ improvements and activities. The contractor shall perform the following tasks, which include, but are not limited to:
3.5.1 Identify relevant events to achieve DoD SBIR and STTR Programs’ goals. Schedule, prepare, manage, and facilitate outreach events, as directed. Conduct outreach at approved conferences and venues across the United States, as directed by the SBTP Office, to potentially include exhibitions.
3.5.2 Conduct administrative tasks for conferences. Ensure that display and handout materials are shipped and erected on-site, staff conference display areas, and return all materials in good condition after conferences.
3.5.3 Design, maintain, and operate exhibits, displays, and related equipment and materials, as directed.
3.5.4 Design high-quality multi-media materials as directed, including, but not limited to, brochures, pamphlets, briefings, information papers, websites, and other informational products for program outreach. Obtain public release approval as required.
3.5.5 Labor Category Guidance: Labor categories that may support services in SOW Section 3.5 include, but are not limited to, the following: Junior Public Affairs Analyst.

3.6 Technology Portfolio Management Support - The contractor shall provide qualified personnel to assist in developing a DoD-level SBIR/STTR transition and commercialization program that leverages best practices of participating DoD/Federal agencies and includes designing new programs to support this effort. The contractor shall perform the following tasks, which include, but are not limited to:
3.6.1 Develop and, as directed by the SBTP Office, implement new initiatives to improve SBIR/STTR transition and commercialization and identify, recommend, and design new strategies and techniques to track technologies’ transition/commercialization. Employ new strategies and techniques as directed by the SBTP Office.
3.6.2 Analyze and explore methods, processes, and tools that lead to success in the transition/commercialization of SBIR/STTR developed technologies in various technology areas and insertion scenarios.
3.6.3 Assist with technology portfolio management according to the National Defense Strategy focus areas, and other assigned categories. Assist with Technology Readiness Level assessment and facilitate technology demonstration, validation, and testing opportunities for small business concerns (SBCs).

3.6.4 Assist in collecting DoD transition and commercialization data as well as with preparing informational materials to highlight DoD SBIR/STTR Program requirements, opportunities, and successes.
3.6.5 Collect and maintain accurate data representing the additional investment from sources other than the Federal SBIR and STTR Programs in activities that further the development and/or commercialization of the Phase II technology. Reconcile SBIR/STTR Phase III data with the Federal Procurement Data System – Next Generation (FPDS-NG) and other relevant databases.
3.6.6 As directed, coordinate DoD participation at various meetings, conferences, and other events designed to foster interchange and networking between SBCs participating in the DoD SBIR/STTR Programs, government acquisition program personnel, commercial contractors, and other stakeholders.
3.6.7 Labor Category Guidance: Labor categories that may support services in SOW Section 3.6 include, but are not limited to, the following: Technology Portfolio Manager.

4.0 REPORTING
The contractor shall provide reports on work performed in support of this SOW as specified below:
4.1. Monthly Reporting Requirement - The contractor shall submit a monthly report, in writing, to the COR and the SBTP Office. This monthly report shall accompany the contractor’s corresponding monthly invoice and reflect all charges represented in the invoice. Additionally, at a minimum the monthly report shall also include and/or address the following:
4.1.1. A narrative on work performed and progress made on all tasks in support of this SOW with attribution by employee name, labor category, number of hours and cost charged to the Government of all persons employed under the resulting contract. This includes subcontractors, if any.
4.1.2. Any work performed and/or charges incurred outside of the monthly reporting period must be reported under a separate section corresponding to the appropriate month.
4.1.3. An overall financial summary of the status of funding of the contract, projected future financial requirements, and an analysis of performance against previous projections.
4.1.4. A listing of travel charged to include the name of the traveler, the purpose of the trip, and a breakout of costs charged to the Government.
4.1.5. A listing of all other direct costs (ODCs), to include the purpose of the charge and the amount charged to the Government (with each specific charged item broken out and explained).
4.1.6. A report of the status of contractor personnel’s compliance with all mandatory DoD training requirements.
4.1.7. A report that outlines any concerns or potential problems/situations the contractor is aware of that will affect the contractor’s performance under the contract.

4.2. Final Report Requirement - The contractor will provide a final report, in writing, 30 days prior to the end of the period of performance to the COR and the SBTP Office. The final report shall be a roll-up of the entire period of performance, and shall follow the monthly report format.
5.0 STAFFING
The SBTP Office understands that due to diversity of the tasks in this SOW, all contractor provided personnel may not have expertise in all skill areas. The contractor shall staff this contract with personnel that, collectively, provide the appropriate mixture of skills and experience to perform all aspects of the SOW. The contractor shall continually enhance the skills and training of its personnel for the duration of this contract to keep pace with industry best practices.
5.1 Labor Categories, Technical Requirements, and Areas of Support The titles used in this section are intended only as guidelines for the contractor personnel providing support under this SOW. These titles have been written in as general a manner as possible to align with industry common references. The contractor is not required to utilize these specific titles for its personnel, but should describe how its proposed personnel’s labor categories map to the functions described below and provide resumes for all personnel performing under this contract (both Key and Non-Key Personnel). The Government considers the following notational labor categories (and the contractor’s equivalent labor categories, if different from the notational labor categories listed in this SOW) to be Key Personnel: Program Manager, Senior SBIR/STTR Analyst, and Senior Data Analyst.
Each notational labor category description below shows the focus areas for the labor category described and is not intended to be exclusive, only to demonstrate how the current tasking priorities are allocated by the SBTP Office.
Each full-time equivalent (FTE) year shall be based on 1,920 hours. All contractor personnel provided by the contractor for this effort shall be full time (i.e. 1,920 hours per year). The Government anticipates all tasks to be performed during the business hours that the Government is working.
Program Manager
Minimum Qualifications:
• Bachelor’s degree from an accredited academic institution in Business, Management, Economics, Public
Relations, Public Affairs, or other related field.
• 10 years of program management experience managing projects with a complex set of interlocking goals and objectives involving multiple stakeholders.
