About this file
This is a Questions and Answers Log for Solicitation 140A2326R0023 (Playground and Flood Prevention - Havasupai Elementary), issued by the Department of the Interior Bureau of Indian Affairs Bureau of Indian Education. The document addresses contractor inquiries received on June 4, 2026, with responses provided by Contracting Officer C. Goelz on June 4-5, 2026.
The log contains three substantive Q&A entries clarifying critical project requirements and contractor responsibilities. Regarding temporary power, the Government has not confirmed availability of generators or dedicated power sources capable of supporting two 120-amp connections; contractors must verify their own power needs and provide temporary generators if required, with any connections to existing electrical systems requiring written Contracting Officer approval and coordination with school facility staff. For lodging and logistical support, the Government has not confirmed availability; contractors are responsible for arranging lodging, transportation, meals, and coordinating site access and work hours with the Government before mobilization, with use of school facilities for accommodations prohibited unless expressly approved in writing. Regarding helicopter transportation from Long Mesa, the Havasupai Tribal Council rate letter (dated April 2, 2026) specifies cargo rates of $2 per pound and one-way sling rates of $1,000 for 206 aircraft and $1,500 for 407 aircraft, though payload capacity and aircraft availability must be verified by the contractor with the helicopter operator; contractors remain fully responsible for all transportation logistics and associated costs.
